CITY OF LONOKE CITY COUNCIL MEETING MINUTES August 10, 2020 The Lonoke City Council held a city council meeting through internet livestream video via zoom application at 6:00 p.m. on Monday August 10, 2020. Mayor Trae Reed called the meeting to order with the invocation given by Efrem Jones. City Clerk, Jeribeth Edwards to call the roll. City Clerk Jeribeth Edwards called the roll and declared a quorum. Alice Bridges made a motion to accept the minutes as read, contingent on adding “Motion carried” on new business A, C, E, F. Suzette Elmore seconded the motion. Motion carried. Mayor Reed asked for acceptance of July 16, 2020 special condemnation meeting minutes. Matt Cordell made a motion to accept the minutes as read. Alice Bridges seconded the motion. Motion carried. PUBLIC COMMENT: No public Comment 2022 Executive Board Report – Anna McClung was absent. Economic Development Report: Mr. Gene Eagle was present and gave a report. 1 BUDGET AND FINANCE REPORT: A. Budget Numbers (6 months)- Phillip Howell gave a report. B. Arkansas Legislative Audit Report FYE 2019- Phillip Howell gave a report. He mentioned there was two subjects that the City of Lonoke was wrote up for. Our bookkeeping issue regarding our cash accounting instead of a cruel accounting. Mr. Howell mentioned that it is acceptable but the city was written up for it. The other issue was regarding an employee that was paid incorrectly at the ballpark. The deficiency was resolved. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Generator Installation Quotes- Alice Bridges made a motion to use Nickleson Electric and Cabling for $6,870.89. Efrem Jones seconded the motion. Motion carried. B. Quotes for Headsets for Engine 25- Koy Butler made a motion to use Arkansas Valley Communications for $6,094.70. Efrem Jones seconded the motion. Motion carried. PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates. POLICE DEPARTMENT: Chief Matt Edwards was present and gave a report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $10,050.00. PARKS/MOSQUITO: Roy Don Lewis were present and gave a report. A. Security System Contract/Service for Concession Stand- Mr. Lewis asked the council to use Johnson Controls Security Solutions LLC, NLR. The total installation charge $5,224.50. Total annual service charge is $1,656.40. Alice Bridges made a motion to go with $6,880.90. Matt Cordell seconded the motion. Motion carried. B. Flower Beds at Ball Park- This subject has been tabled. COMMUNITY CENTER: Mr. Mike Brown was present and gave a report. No action needed. COMMUNITY DEVELOPMENT: Daniel Sallinger was present and gave a report. A. Quote for Demolition of Condemned Properties- Mr. Sallinger was present and gave a report. He asked the council to approve demolition buildings located in the city of Lonoke. The private houses are as follows. Mr. Sallinger did mention that three of the structures possibly will be paid by the owner. 318 England St. $4,500.00, 719 S. Center St $4,500.00., 712 Hicks St. $4,500.00, 710 Hicks St. $4,500.00, 317 Harrison, $5,000.00. The total is $23,000.00. All are from Phillips Auction and Salvage, Carlisle, Ar. Michael Florence made a motion to go with the bid for the total of $23,000.00, that was presented unless the city gets a lower bid. Suzette Elmore seconded the motion. Motion carried. 2 COMMUNITY CENTER: Mike Brown gave a report. No action needed. OLD BUSINESS: A. Sanitation Contract- Mayor Reed mentioned that the sanitation contract will be tabled until the working session on Thursday August 13, 2020. NEW BUSINESS: A. Ordinance 766- “An Ordinance to Vacate alley located in Block 21, H&R Survey”- Matt Cordell made a motion to put Ord. #766 on the floor. Efrem Jones seconded the motion. Motion carried. Ginger Stuart read Ordinance No. 766 in its entirety. Efrem Jones made the motion to accept the 1st reading of Ordinance No.766. Koy Butler seconded the motion. Motion carried with (7) aye hand votes. Efrem Jones made the motion to suspend the rules- 2nd reading- title only. Alice Bridges seconded the motion. Motion carried with (7) aye voice votes.
