CITY OF LONOKE CITY COUNCIL MEETING MINUTES September 14, 2020 The Lonoke City Council held a city council meeting through internet livestream video via ZOOM at 6:00 p.m. on Monday September 14, 2020. Mayor Trae Reed called the meeting to order with the invocation given by Jerry Miller of the Caroline Baptist Association. Deputy City Clerk, Regina Ibbotson called the roll and declared a quorum. Economic Development Report: Mr. Gene Eagle was present and gave an update on Economic Development. Palm has been boarded up by the owners, and that two of the condemnation houses have been taken down. The one on Harrison by the city and one of the houses on S. Center by the owner. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Purchase of 18” PPV Battery Powered Fan – Quotes were presented for this budgeted item: David’s Fire Equipment $4,122.00, EVS $4,508.78, and Casco Industries, Inc. $4,647.00. Koy Butler made the motion to purchase the fan from David’s Fire Equipment. Alice Bridges seconded the motion. Motion carried. PUBLIC WORKS (Water & Street) - Mr. Kelley was present and gave report and updates. He notes that the drainage project on Mallard Point was close to being completed and the culvert installation on Kirk Street will begin tomorrow. He also noted that our water loss for the month of August was only 9.24%. That is awesome. A. Quotes to Purchase a Track Drive Gear Motor for the Case Track Hoe – Two quotes from Clark Hydraulic were supplied for this item. One was for an OEM part $9,187.98 with a 6-month warranty. The other was for an after-market part for $4,878.36 with a 1-year warranty. Michael Florence made the motion to purchase the after-market part with the better warranty. Koy Butler seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Matt Edwards was present and gave a report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $9,510.00. A. Cummins Generator 3 yr. Maintenance Agreement- Chief Edwards provided a quote from Cummins for a maintenance agreement on our Cummins generator. There was an issue the last time the power went out and they realized it needed to be serviced. Cost for the 3-year agreement is $2,985.71. This is to be paid out of the Criminal Justice Fund. Suzette Elmore made the motion to accept the agreement. Alice Bridges seconded the motion. Motion carried. (Raymond Hatton joined the meeting.) PARKS/MOSQUITO: Roy Don Lewis was present and gave a report. A. Security Camera System for the Concession Stand- Mr. Lewis brought the council three separate quotes for camera systems. They ranged in price from $659.00 to $11,293.57. He would like to do more research and revisit this item next month. COMMUNITY CENTER: Mr. Mike Brown was present and gave a report. A. Quote for Automatic Temperature Detector – Director Brown presented a quote through AAMSCO for $2,702.28 for the automatic temperature detector. This piece of equipment would take the place of an employee that is sitting at the door checking temperatures manually while the center is open. The quote is from a TIPS/TAPS vendor. Contract for Chad Price to Lease the LCC Pool – A lease agreement was presented to allow Chad Price, the new swim coach at the LCC, to lease the pool to train members of his SharkATAC swim team for $200 per month and to host 2-3 swim meets a year. The meets would profit the center $10 per participant, and all swimmers of the SharkATAC swim team must keep a current LCC membership. Suzette Elmore made the motion to approve the lease agreement. Koy Butler seconded the motion. Motion carried. OLD BUSINESS: A. Sanitation Contract- Mayor Reed read the RFP information included in the packet. He said if it was acceptable, the RFP would be released to the press on Tuesday with bids to be received on October 7th. A new contract would begin on January 1, 2021. He also noted that the 96-gallon receptacle is still located at city hall if anyone would like to check it out. Koy Butler made the motion to release the RFP as presented. Ryan Biles seconded the motion. Motion carried. B. Assessment Report for Lonoke Train Depot – An in-depth report was prepared and provided to the City Council by Revival Architecture. The report contains short-term and long-term recommendations with cost estimates provided that total between $115K-$140K. After reviewing the recommendations, Ryan Biles made the motion to authorize Revival Architecture to create a set of bid documents for the full scope of work to include additive alternate packages, based on the recommendations contained within the assessment report. Michael Florence seconded the motion. Motion carried. NEW BUSINESS: A. Ordinance 768- “An Ordinance Amending the Lonoke Unified Development Code; Declaring an Emergency; and for other Purposes”- Ryan Biles made a motion to put Ord. #768 on the floor. Resolution 9-1-2020 – “A Resolution Tasking the Planning Commission to Review and Revise the General Plan for the City of Lonoke, Arkansas – Mayor Reed explained to the Council that our current plan was adopted in 2011 and need to be reviewed for revisions. Ryan Biles made the motion to put Resolution 9-1-2020 on the floor. Michael Florence seconded the motion. Motion carried. Suzette Elmore made the motion to adopt Resolution 9-1-2020. Alice Bridges seconded the motion. Motion carried. D. Estimate to Repair the City of Lonoke Neon Sign – One estimate was presented to the City Council to repair the old City Hall neon sign. The cost to repair is $2,180. It was brought up in the meeting that converting the sign to LED would preserve the look of the sign but save energy. This item was tabled until next meeting to see if LED is an option on this sign. E. Estimate to repair the Storm Siren Antenna and Coax- Quote from MJ Communications was presented to repair the storm siren antenna and coax that send a signal to open the storm shelter doors when a tornado warning siren is sounded. Cost is $2049.78. Motion to repair the siren was made by Suzette Elmore. Michael Florence seconded the motion. Motion carried. F. Proposal to perform maintenance on the Storm Sirens – A proposal was submitted to check out all three storm sirens within the city. Cost is $690.63 and a repair estimate will be submitted once completed. Alice Bridges made the motion to perform the maintenance check on the storm sirens. Ryan Biles seconded the motion. Motion carried. G. Ordinance 770 – “An Ordinance amending Ordinance Nos. 267 and 555 Allowing a City Official to Conduct Business with the City” – Koy Butler made the motion to put Ordinance #770 on the floor. This ordinance is presented to allow Chad Price, who is a city employee and owner of the SharkATAC swim team, to lease the LCC pool area for swim practice and meets.
