CITY OF LONOKE CITY COUNCIL MEETING MINUTES (Via Zoom) September 13, 2021 (corrected) The Lonoke City Council held a city council meeting via ZOOM at 6:00 p.m. on Monday September 13, 2021. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Derek Smith, The Bridge Church. City Clerk Jeribeth Edwards called the roll and declared a quorum. Koy Butler made a motion to accept the minutes as read. Michael Florence seconded the motion. Motion carried. Mayor asked for acceptance of the September 2, 2021 working session minutes. Alice Bridges made a motion to accept the minutes. Gib Richardson seconded the motion. Motion carried. PUBLIC COMMENT: A. Alyssa Frisby, New Job Corp/Vista- Mrs. Frisby was present and gave an introduction regarding the vista position. B. Matt Boyles was to present comments on Unified Dev. Code. – Matt Boyles was absent. 2022 Executive Board Report – Anna McClung was present and gave report. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $10,128.00. No action needed. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. Fall Ball will start this coming weekend. No action needed. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Quotes for Turn-Outs- A quote from G &W Diesel/EVS for 4 (four) sets of turn outs and other equipment for $18,949.56. Koy Butler made a motion to purchase the turn outs. Michael Florence seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. He mentioned that the events in September included basketball signups. COMMUNITY DEVELOPMENT- Mr. Jeremy Gosdin was present and gave report. No action required. PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates. A. Change Order #3- Phase I water- B&B Utility Contractors- To adjust estimated bid quantities and add bid items to the contract. The total amount of change order is $643,756.00. Efrem Jones made a motion to approve the change order. Koy Butler seconded the motion. Motion carried. B. Change Order #1- Chlorine Building- Wagner General Contractors- To add bid item for installing a drip edge to roof and metal fascia to building. The total amount of change order is $800.00. Alice Bridges made a motion to accept the change order #1. Efrem Jones seconded the motion. Motion carried. C. Request to bid out Bulk Waste Container/Service for the Street Dept/Parks Dept.- Koy Butler made a motion to put this out for bid. Suzette Elmore seconded the motion. Motion carried. Ordinance 782- “An Ordinance Creating a petition process for citizens to request that a speed hump be installed or removed”- Raymond Hatton made a motion to put Ord. #782 on the floor. Film Friendly Guidelines- Ryan Biles made a motion to approve the guidelines and general expectation of fees for filming in the City of Lonoke. Koy Butler seconded the motion. Motion carried. G. Differences in McKinstry Pricing- Ground Mount Vs. Parking/Roof Mount @LCC- Shane Sobotka from McKinstry, was present and gave a report regarding the difference from a ground mount and parking/roof mount. After much discussion. Shane Sobotka will be back in touch with the council regarding the ground mount installation on the Community Center property. H. Approval of Arkansas Legislative Audit 2020 Report- Gib Richardson to approve the audit. Raymond Hatton seconded the motion. Motion carried. PAY THE BILLS: Suzette Elmore made a motion to pay bills. Koy Butler seconded the motion. Motion carried.
