CITY OF LONOKE CITY COUNCIL MEETING MINUTES (Via Zoom) October 11, 2021 The Lonoke City Council held a city council meeting via ZOOM at 6:00 p.m. on Monday October 11, 2021. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Wendell Moore, St. John Baptist Church. City Clerk Jeribeth Edwards called the roll and declared a quorum. Raymond Hatton made a motion to accept the minutes. Alice Bridges seconded the motion. Alice Bridges mentioned a few errors on page 3 paragraph four, which states Kelly Rather seconded a motion. The name should be Efrem Jones. Also on paragraph 6, there is no name that made the motion, which should read Efrem Jones. Alice Bridges made a motion to accept the minutes with the modifications. Koy Butler seconded the motion. Motion carried. PUBLIC COMMENT: (none) 2022 Executive Board Report – Anna McClung was present and gave report. LONOKE COUNTY LIBRARY- no action needed Economic Development Report: Mr. Gene Eagle was absent. PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates. Chlorine Tank Replacement Quote from Ecotec- Mr. Kelley asked the council to purchase the tanks and other equipment. The total is $3,689.99. Alice Bridges made a motion to purchase the chlorine tank. Efrem Jones seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $7,796.00. A. Quotes to Replace 2 handheld radios and Base Station- Chief Edwards had a quote from Smith Two Way Radio for (2) Kenwood radios for $3,353.23. A quote from Arkansas Valley Communications for (2) Motorola radios for $5,867.20. Alice Bridges made a motion to purchase the Kenwood radios for $3,353.23. Koy Butler seconded the motion. Motion carried. Chief Edwards also asked the council to purchase a dispatch base station that will be paid for by the Police and Fire Department. The quote is from Arkansas Valley for $5,135.51. This cost is for a Motorola Base Station and labor/parts. Efrem Jones made a motion to purchase the dispatch base station. Raymond Hatton seconded the motion. Motion carried. B. Approval to Sell Dodge Charger via GovDeals- Chief Edwards requested permission to sell a 2014 Dodge Charger, VIN# 2C3CDXAG8EH223870. Koy Butler made a motion to sell the vehicle. Efrem Jones seconded the motion. Motion carried. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. No action needed. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Quotes to Purchase Ram XD Monitor- A quote from Casco Industries, Inc. for $6,940.00, a quote from EVS for $6,959.52, and a quote from NAFECO for $8,173.00. Koy Butler made a motion to purchase the Ram XD Monitor from Casco Industries for $6,940.00. Efrem Jones seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. He mentioned the events in October were a basketball signup. No action needed. COMMUNITY DEVELOPMENT- Mr. Jeremy Gosdin was present and gave report. No action required. OLD BUSINESS: A. McKinstry Update on Solar Array Project- Mr. Shane Sobotka and Walter Wills from McKinstry were present. Mayor Reed explained the original proposal, which is using 2.0 acres on the land just south of the Community Center and adding market inflation for the increased cost of materials to be purchased. Efrem Jones made a motion to go forth with the original proposal. Alice Bridges seconded the motion. Raymond Hatton opposed. Motion carried. B. Bid Tabulation for AHPP Grant at the Depot- The bid the city received was $89,500.00. Mayor Reed explained to the council that price is much too high. Ryan Biles made a motion to omit/reject the bid and re-bid the project. Raymond Hatton seconded the motion. Motion carried. NEW BUSINESS: A. Verizon Tower Lease Update- Mayor Reed explained to the council that the agreement has been reviewed by Greg Fender of LGS and is in good order. The only thing changing is they are swapping out equipment. Raymond Hatton made a motion to approve the Verizon contract. Suzette Elmore seconded the motion. Motion carried. B. Resolution 10-1-2021- “A Resolution Amending Res. 1-4-2021 of the City of Lonoke amending the Budget for the period of January 1,2021 and ending December 31,2021- Efrem Jones put the resolution on the floor. Koy Butler seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Raymond Hatton made a motion to accept the 1st reading. Alice Bridges seconded the motion. Motion carried. C. Resolution 10-2-2021- “A Resolution Adopting Premium Pay for Certain Municipal Employees from the American Rescue Plan”- Efrem Jones removed himself from the vote considering he is a part- time employee for the City of Lonoke. Koy Butler put the resolution on the floor. Raymond Hatton seconded the motion. Ginger Stuart read the Resolution and its entirety. Motion carried. Suzette Elmore made a motion to accept the 1st reading. Raymond Hatton seconded the motion. Motion carried. D. Resolution 10-3-2021- “A Resolution to Designate a Portion of the First Tranche of the City of Lonoke’s Allotment of Local Fiscal Recovery Funds through the American Rescue Plan- Koy Butler put the resolution on the floor. Efrem Jones seconded the motion. Motion carried. Ginger Stuart read the resolution and its entirety. PAY THE BILLS: Koy Butler made a motion to pay bills. Raymond Hatton seconded the motion.
