Lonoke City Council Lonoke City Council Meeting March 13,2023 The Lonoke City Council held a city council meeting at the municipal building at 6:00 p.m. Monday, March 13, 2023. Mayor Wayne McGee called the meeting to order with the Invocation given by Jimmy Wallace, Retired Pastor. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Jeremy Gosdin News Media None present Visitors: Evan Jacobs, Jimmy Wallace, Wayne Rathbun, Terry Taykowski and Terry Robinson Minutes: Mayor Wayne McGee asked for the acceptance of the February 13, 2022, regular meeting minutes and February 21,2023 special meeting minutes. Koy Butler made a motion to accept the minutes as read. Wendell Moore seconded the motion. Motion carried. Public Comment: 1. Tommy Parish asked to speak; however, he was not present. LONOKE COUNTY LIBRARY: A calendar was included to show the March activities. STATE OF CITY ADDRESS: Mayor McGee gave the State of the City Address. Mayor McGee mentioned many things in the city that he is looking into. He mentioned the sidewalk grants for the overpass, also other things. Mayor McGee asked the public to be patient as he is working through some things. PARKS AND MOSQUITO: Roy Don Lewis was absent. Mr. Evan Jacobs was present and gave report. 1. Mr. Jacobs mentioned in February 2023, the council voted to have a sound system for the baseball and softball field installed. There is an increase of $1,609.25. Sean Simpson made a motion to approve the increase. Raymond Hatton seconded the motion. Motion carried. 2. Mr. Jacobs explained that there have been over 300 children signup for baseball and softball. Opening day is April 1, 2023. 3. Mr. Jacobs mentioned he is also working on Pops on the Prairie. COMMUNITY CENTER: Mike Brown was present and gave report. The events in March are spring break events, Table Tennis, pickle ball, Baptist Health on March 29th. Approval to Purchase New Equipment- Second Chance Fitness, Inc. gave a quote for a Full Commercial Stepmill from Stair Master for $8,874.45. Koy Butler made a motion to purchase the equipment. Raymond Hatton seconded the motion. Motion carried. B. Ice Machine: Mr. Brown explained that the ice machine is broke. He did mention that it would be cheaper to purchase a new ice machine than to repair the old one. Raymond Hatton made a motion to approve the new ice machine for $5,316.90. Steven Holt seconded the motion. Motion carried. Koy Butler rescinded the previous motion to correct the cost for the new ice machine to $6,598.95. Steven Holt seconded the motion. Motion carried. COMMUNITY DEVELOPMENT: Jeremy Gosdin was present and gave report. Mr. Steven Holt explained there were two dogs killed by another dog in his ward. He asked Mr. Gosdin what could be done about this. After some discussion the council decided that the animal control ordinance can been modified that makes sense across the board. FIRE DEPARTMENT: Chief Whittenburg was present and gave report. A. Resolution 3-1-2023: “A Resolution Authorizing the City Council to Obligate Funds Received from the Arkansas Public Safety Communications Grant Fund along with Fire Department Operating Funds and to Waive Bids to Purchase an Updated AWIN Radio System from Motorola Solutions, a Sole Source Vendor, for the Lonoke Fire Department”. Koy Butler made a motion to put Resolution 3-1-2023 on the floor. Steven Holt seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Jim Ed Ransom made a motion to accept the first reading. Steven Holt seconded the motion. Motion carried. B. ESO Invoice for CAD software integration: Koy Butler made a motion to accept the bid for $595.00. Raymond Hatton seconded the motion. Motion carried. PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave report. A. Quotes for purchase of a smoke blower to check sewer lines- Mr. Stivers had a quote from HDSFM for $2,169.45. A quote from HDSFM for $2,490.95. A quote from Cabot Outdoors for $4,609.55. Koy Butler made a motion to purchase the smoker from Cabot Outdoors. Raymond Hatton seconded the motion. Motion carried. B. Quotes for purchase of (2)-16” concrete saws/cart: Quote from Cabot Outdoors was submitted to purchase two Stihl 16” CutQuik saws plus a cart with water tank for $4,609.55. Motion was made by Koy Butler to purchase the saws/cart. Raymond Hatton seconded the motion. Motion carried. C. Phase IV Sewer Change order #2- J&R Contractors: A Change order to change bid item, for seeding in the amount of $4,000.00. Raymond Hatton made a motion to change the bid. Steven Holt seconded the motion. Koy Butler and Jim Ed Ransom apposed. Motion carried. D. Set dates and times for Spring Clean Up: April 15-22, 2023. Hours are 8am-4:30pm Mon-Sat and 1pm-4pm on Sunday. POLICE DEPARTMENT: Chief Edwards was present and gave report. Chief Edwards A. Koy Butler made a motion to accept the first reading. Wendell Walker seconded the motion. Motion carried. OLD BUSINESS: A. Use of City Vehicles: The council had a list of “vehicles driven home”: Stan Moran made a motion to allow a 15-mile radius if employees are on call. Steven Holt seconded the motion. The vote included: 4 against (Wendell Moore, Wendell Walker, Sean Simpson, Jim Ed Ransom) and 4 in favor (Steven Holt, Stan Moran, Raymond Hatton and Koy Butler). Mayor McGee voted to break the tie; Mayor voted against. After some discussion Jim Ed Ransom made a motion for an on-call employee OR Department head to take home a city vehicle only if IRS approved and they live inside the city limits, except the Police Department. Sean Simpson seconded the motion. Steven Holt, Wendell Moore, and Koy Butler were against the motion. Motion carried. Jim Ed Ransom made a motion to have this new policy put in place starting March 20, 2023. Koy Butler seconded the motion. Steven Holt opposed. Motion carried. B. Solar Array Site Production Report- Information only. No action needed. C. Results from solid waste questionnaire- Information only. No action needed.
