City of Lonoke City Council Minutes April 10, 2023 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday, April 10, 2023. Mayor Wayne McGee called the meeting to order with the Invocation was given by Derek Smith, The Bridge Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Jim Ed Ransom made a motion to accept the minutes as read. Sean Simpson seconded the motion. Motion carried. Public Comment: 1. Terry Taykowski was present and wanted to speak on accountability and transparency. Mr. Taykowski mentioned that there is an individual that he has come into contact with and mentioned the City of Lonoke should allow the individual go to the Community Center, free of charge. (Wendell Walker entered the meeting) He also mentioned that the tanks at the city shop are fueled by MFA, and he would like to see the City of Lonoke use local gas stations. The council thanked him for coming. LONOKE COUNTY LIBRARY: A calendar to show the March activities was provided. TREASURER’S REPORT: Craig Blackard was absent. Mayor McGee gave report. A. RESOLUTION 4-1-2023- “A RESOLUTION AMENDING THE 2022 OPERATING BUDGET FOR THE FISCAL YEAR 2022; APPROPRIATING THE VARIOUS AMOUNTS HEREIN; AND FOR OTHER PURPOSES.” - Jim Ed Ransom made a motion to put Resolution 4-1-2023 on the floor. Raymond Hatton seconded the motion. Motion carried. Ginger Stuart read the Resolution in its entirety. Jim Ed Ransom made a motion to accept the first reading. Raymond Hatton seconded the motion. RESOLUTION 4-2-2023- “A RESOLUTION AMENDING THE CITY OF LONOKE GENERAL PLAN LAND USE MAP FOR THE PROPERTIES LOCATED AT LOT THIRTEEN OF THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER OF SECTION 30, TOWNSHIP TWO NORTH, RANGE EIGHT WEST, BEING PART OF THE ANTHONY’S ADDITION TO THE CITY OF LONOKE, ARKANSAS, LESS AND EXCEPT THE EAST 66 FEET THEREOF FROM LOW DENSITY RESIDENTIAL TO GENERAL COMMERCIAL.” - Jim Ed Ransom made a motion to put Resolution 4-2-2023 on the floor. ORDINANCE 810 - “AN ORDINANCE AMENDING THE CIT OF LONOKE ZONING ORDINANCE AND MAP TO REZONE PARCEL NO. 780-20163-000, AND DESCRIBED AS THE EAST HALF OF LOT THRITEEN OF THE SOUTHEAST QUARTER OF THE NORTHEAST QUARTER OF SECTION 30, TOWNSHIP TWO NORTH, RANGE EIGHT WEST, BEING PART OF THE ANTHONY’S ADDITION TO THE TOWN OF LONOKE, ARKANSAS, LESS AND EXCEPT THE EAST 66 FEET THEREOF FROM R-1, SINGLE FAMILY RESIDENTIAL TO C-2, GENERAL COMMERCIAL.”- Jim Ed Ransom made a motion to put Ord. 810 on the floor. PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave report. POLICE DEPARTMENT: Chief Edwards was present and gave report. Chief Edwards asked permission to use towing companies outside of Lonoke City. Chief Edwards mentioned that he would like to use J Hook Towing, right outside of town and Phillips Service in Carlisle. Jim Ed Ransom made a motion to use both of these companies on a rotation and have Ginger Stuart work on an Ordinance. Steven Holt seconded the motion. Motion carried. PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave report. 1. Quote to purchase Mosquito oil - A quote from Innovative Lube Technologies, LLC for $11,228.78. Jim Ed Ransom made a motion to purchase the oil. Raymond Hatton seconded the motion. Motion carried. 2. Sourcewell Quote to purchase Kubota lawn mower - A Sourcewell quote for a Kubota mower for the parks for a total of $18,366.72 was presented. Wendell Walker mentioned that he would like to see more local companies have a chance to give a quote. Jim Ed Ransom made a motion to purchase the mower. Raymond Hatton seconded the motion. Motion carried. OLD BUSINESS: A. Solar Array site production report (March 2022)- Jay Holstead and Walter Wills from McKinstry were present and gave a report. He mentioned that the solar array is over producing more energy than expected. B. Final results from solid waste questionnaire- There were 226 people that voted. There were 108 people that voted the Spring Clean Up with a $2.00 monthly dumpster access fee on the water bill. Steven Holt made a motion to go with option 1. Raymond Hatton seconded the motion. NEW BUSINESS: A. Write off bad debt from water Department - The total amount is $3,372.94. Wendell Walker made a motion to write off the bad debt. Wendell Moore seconded the motion. Motion carried. B. Proposal by McKinstry to maintain solar array - Jay Holstead and Walter Wills went over the phases of the ESPC and solar panel project. He explained that the City of Lonoke should be able to protect the project/investment. After a great report from the individuals from McKinstry, the council decided that would like to review the information and their options and come back with questions or concerns at a future date. APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Steven Holt seconded the motion. Motion carried.
