Lonoke City Council Lonoke City Council Meeting October 9, 2023 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday, October 9, 2023. Mayor Wayne McGee called the meeting to order with the Invocation was given by Matt Edwards. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Thomas Stivers C.C. Director Mike Brown Fire Dept. Justin Whittenburg Parks Director Evan Jacobs Community Dev. (Vacant) News Media none Visitors: Mike Jones, Mildred Jones, Karen James, Freddie, Sharon Clark Minutes: Mayor Wayne McGee asked for the acceptance of the September 11, 2023, minutes. Jim Ed Ransom made a motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion carried. Public Comment: (none) LONOKE COUNTY LIBRARY: A calendar to show the October activities was presented. BEAUTIFICATION TEAM REPORT- Ms. Sharon Clark was present and gave the report. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are Fall Swim Lessons, Pickle Ball, Chess of Mondays, and Baptist Health Checks. A. Replace/repair main boiler that provides heat to the building- Mr. Brown tabled this. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report. A. Mayor McGee mentioned that code enforcement will be picking up soon. He hoped to get the town looking good. B. In a previous meeting, Parks and Water purchased two trucks from Smart. An addition to the 2023 Ford F-150 is an additional $356.00 Parks Dept. Also, an addition to 2023 F-250 Page 1 of 3 Lonoke City Council Lonoke City Council Meeting October 9, 2023 Super Duty, Water O & M $69.00. Jim Ed Ransom made the motion to pay the additional money. Raymond Hatton seconded the motion. Motion carried. COMMUNITY DEVELOPMENT: Thomas Stivers was present and gave the report. A. Results from Oct. 5th bid letting for condemned properties. There have been no bids received. POLICE DEPARTMENT: Chief Edwards was present and gave the report. No action needed. PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report. No action needed. OLD BUSINESS A. Solar Array Site Production Report- McKinstry provided a Site Production Report. The total estimated savings are as follows. April 2023 $7,327.20 May 2023 $8,514.00 June 2023 $7,869.00 July 2023 $7,800.20 August 2023 $8,118.00 Sept 2023 $7,361.60 NEW BUSINESS: A. Approval of 2023 Millage Certification for Lonoke Co.- The action would continue collection of current millage, this cannot be raised without a vote of the people. Jim Ed Ransom made a motion to approve the millage. Raymond Hatton seconded the motion. Motion carried. B. Approval of City Council to use funds from Emergency fund CD to cover overages on special use path bid- Mayor McGee mentioned that the council must decide which funding option to use to pay Lonoke City’s portion of the shared use path obligation to ArDot. Jim Ed Ransom made a motion to go with Option 2. Wendell Walker seconded the motion. Motion carried. Funding option 1- Take $402,829.10 from the street one cent fund and cash out additional $150,000 from the City of Lonoke Emergency Fund CD. Funding Option 2- Take $402,829.10 from street one cent fund and pay the additional $150,000 out of Retail one Cent fund. ANNOUNCEMENTS: A. Planning Commission meeting is on Monday, October 16 at 6:00 p.m. APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Steven Holt seconded the motion. Motion carried.
