August 14, 2023
The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday, August
14, 2023. Mayor Wayne McGee called the meeting to order with the Invocation was given by Steve
Murphy, Smyrna Full Gospel Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum.

Minutes: Mayor Wayne McGee asked for the acceptance of the July 10, 2023, minutes. Jim Ed Ransom
made a motion to accept the minutes as read. Wenell Moore seconded the motion. Motion carried.
Public Comment: (none)
LONOKE COUNTY LIBRARY: Director Kathleen Ashmore was present and gave an overview of the
January through June activities. A calendar to show the July activities was presented.
BEAUTIFICATION TEAM REPORT- Ms. Sharon Clark was present and gave the report.
PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report.
A. Resolution 8-3-3023 – “A Resolution Authorizing the City Council to Obligate American
Rescue Plan Act Funds for the Purchase of New Equipment for the Lonoke Public Works
Department” - Jim Ed Ransom made a motion to put 8-3-2023 on the floor. Sean Simpson
seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety.
Sean Simpson made a motion to accept the 1st reading. Wendell Walker seconded the
motion. Motion carried.
COMMUNITY DEVELOPMENT: Thomas Stivers was present and gave the report.
A. Discussion Regarding Condemnation of Lambis Property Located at 120 E 5th St.- Mr. Lambis
was present and explained to the council that he has been working on his property. He asked
the council to allow him more time and not condemn his property. Jim Ed Ransom mentioned
to Mr. Lambis that his yard and home have been in disrepair for several years. After much

discussion, Koy Butler made a motion condemning the property. Jim Ed Ransom seconded
the motion. Motion carried.
B. Discussion Regarding Condemnation of Stone Property Located at 323 England - Jim Ed
Ransom made a motion to proceed with condemnation. Koy Butler seconded the motion.
Motion carried.
FIRE DEPARTMENT: Chief Whittenburg was present and gave the report.
POLICE DEPARTMENT: Chief Edwards was present and gave the report. No action needed.
PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report. No action needed.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are Fall Swim
Lessons, Pickle Ball, Chess and Ping Pong. No action needed.
BUDGET AND FINANCE- 2ND QUARTER BUDGET REPORT- Mayor McGee went over the results. Koy Butler
made a motion to approve the report. Jim Ed Ransom seconded the motion. Motion carried.
OLD BUSINESS:
A. Solar Array Site Production Report- McKinstry provided a Site Production Report. The total
estimated savings are as follows.
March 2023 $6,759.60
April 2023 $7,327.20
May 2023 $8,514.00
June 2023 $7,869.00
July 2023 $7,800.20
B. Ordinance 814 “City Waste Removal”- Koy Butler made a motion to put Ord. 814 on the floor.
Wendell Moore seconded the motion. Motion carried. Ginger Stuart read Ordinance 814 and
its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Wendell Moore
seconded the motion. Motion carried with 6 hand votes. Koy Butler made a motion to
suspend rules-2nd reading. Jim Ed Ransom seconded the motion. Motion carried with 6 hand
votes. Ginger Stuart read the title only. Koy Butler made a motion to accept the 2nd reading
title only. Jim Ed Ransom seconded the motion. Motion carried with 6 hand votes. Koy Butler
made a motion to suspend rules- 3rd reading. Jim Ed Ransom seconded the motion. Motion
carried with 6 voice votes. Ginger Stuart read title only- 3rd reading. Koy Butler made a motion
to accept the 3rd reading title only. Jim Ed Ransom seconded the motion. Motion carried with
6 hand votes. Koy Butler made a motion to adopt. Jim Ed Ransom seconded the motion.
Motion carried with 6 hand votes. (This ordinance must be published and with no emergency
clause will go into effect no sooner than 90 days after its passing which will be on December
1st to align with the water bill cycle.)

A. Resolution 8-1-2023 - “A Resolution Authorizing the Submittal of An Application for ACEDP
Grant Funds to the State of AR”- Koy Butler made a motion to put the Resolution on the
floor. Jim Ed Ransom seconded the motion. Motion carried. Ginger Stuart read the
Resolution and its entirety. Jim Ed Ransom made a motion to accept the 1 st reading. Koy
Butler seconded the motion. Motion carried.
B. Resolution 8-2-2023 - “ A Resolution Designating a Non-Profit Agency as CDBG Grant
Administrator” - Koy Butler made a motion to put the Resolution on the floor. Jim Ed Ransom
seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Jim
Ed Ransom made a motion to accept the 1st reading. Sean Simpson seconded the motion.
Motion carried.
ANNOUNCEMENTS:
A. Planning Commission meeting is on Monday, August 21st at 6:00 pm.
B. City Hall will be closed on Monday, September 4th in observance of Labor Day
APRROVAL TO PAY BILLS: Koy Butler made a motion to pay bills. Jim Ed Ransom seconded the motion.
