March 11, 2024
The Lonoke City Council held a city council meeting at the municipal building at 6:00 p.m. Monday, March
11, 2024. Mayor Wayne McGee called the meeting to order with the Invocation was given by Micah
Warbington, Lonoke Apostolic Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum.

Minutes: Mayor Wayne McGee asked for the acceptance of the February 12, 2024, minutes. Sean
Simpson made a motion to accept the minutes as read. Steven Holt seconded the motion. Motion
carried.
Public Comment - State of the City Address was given by Mayor McGee.
-Terry Taykowski was present and discussed the State and US Constitution with regards
to Freedom of Speech.
LONOKE COUNTY LIBRARY: A calendar to show the March activities was presented.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth
Basketball, Pickle Ball, Solar Eclipse prep, and Baptist Health Checks.
A) Quotes for replacement of Water Fountain with Bottle Filler - A quote from Benjamin
Franklin to install a drinking fountain with bottle filler for $3,376.00. A quote of $2,770.50
from Kully Supply was also provided. This price is without tax and installation. Installation of
the fountain itself is $875. Wendell Walker made a motion to approve the turn-key quote
from Benjamin Franklin. Raymond Hatton seconded the motion. Motion carried.
B) A request to remove fixed assets from list- Steven Holt made a motion to remove the fixed
assets. Wendell Moore seconded the motion. Motion carried.

FIRE DEPARTMENT: Chief Whittenburg was present and gave the report.
PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report.
A. Sourcewell quote for water department RTV Purchase- The quote is for $15,813.97.
Raymond Hatton made a motion to purchase the Kubota. Steven Holt seconded the motion.
Motion carried.
B. Sourcewell quote for International Truck Purchase- The quote is for $102,065.57. Raymond
Hatton made a motion to purchase the truck. Steven Holt seconded the motion. Motion
carried.
C. Resolution 3-1-2024- “A Resolution Authorizing the City Council to Obligate American
Rescue Plan Act Funds for the Purchase of Equipment for the Lonoke Public Works
Department”- Wendell Moore made a motion to put resolution 3-1-2024 the floor. Raymond
Hatton seconded the motion. Motion carried. Ginger Stuart read the Resolution and its
entirety. Raymond Hatton made a motion to accept the 1st reading. Steven Holt seconded
the motion. Motion carried with (6) aye hand votes.
D. Letter from Elder Drilling for Well repair- The repair for the South Well will cost between
$35,000.00 and $70,000. Raymond Hatton made a motion to have Frank Elder take the North
well apart to see what the exact cost is. Wendell Walker seconded the motion. Motion
carried.
E. A Quote from Luckett Pump and Well to install mission RTU on back pond- The quote is for
$7,323.02. Raymond Hatton made a motion to approve. Wendell Moore seconded the
motion. Motion carried.
F. Quote from RVT, Inc. to repair white leaf machine- The estimate is for $6,098.59. Raymond
Hatton made a motion to repair the machine. Sean Simpson seconded the motion. Motion
carried.
POLICE DEPARTMENT: Chief Edwards was present and gave the report.
A. Quote from TEECO Safety for Bullet Proof Vests- The quote is for ten ballistics vests and ten
outer carriers is $13,888.10. This quote is off of the Arkansas State Contract. Steven Holt
made a motion to approve the quote. Raymond Hatton seconded the motion. Motion
carried.
PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report.
OLD BUSINESS
A. Solar Array Site Production Report- McKinstry provided a Site Production Report. The total
estimated savings are as follows.

NEW BUSINESS:
A. Set Date for Spring Clean-up: (Jim Ed Ransom entered the meeting)
April 20-27, 2024, Steven Holt made a motion to approve the dates for Clean Up.
Raymond Hatton seconded the motion. Motion carried.
APRROVAL TO PAY BILLS: Wendell Moore made a motion to pay bills. Steven Holt seconded the
motion. Motion carried.
