Lonoke City Council Lonoke City Council Meeting April 8, 2024 The Lonoke City Council held a city council meeting at the municipal building at 6:00 p.m. Monday, April 8, 2024. Mayor Wayne McGee called the meeting to order with the Invocation was given by Fred Dollar, New Hope Baptist Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum. (Vacant) News Media none Visitors: Dean White, Fred Dollar, Terry Robinson, Wayne Rathburn and Cindy Reaves Minutes: Mayor Wayne McGee asked for the acceptance of March 11th minutes. Jim Ed Ransom made a motion to accept the minutes as read. Koy Butler seconded the motion. Motion carried. Public Comment – No Comment LONOKE COUNTY LIBRARY: A calendar to show the April activities was presented. BUDGET & FINANCE- A.) Resolution 4-1-2024- “A Resolution amending the 2023 operating budget for the fiscal year 2023; Appropriating the various amounts herein; and for other purposes”- Wendell Walker made a motion to put resolution 4-1-2024 the floor. Raymond Hatton seconded the motion. Motion carried. Mayor McGee read the Resolution and its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Raymond Hatton seconded the motion. Motion carried with (6) hand votes. PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report. A.) Quote from Hahn Enterprises, Inc. Construction for 2 new pavilions - Koy Butler made a motion to approve the bid from Hahn Enterprises, Inc. for $41,042.22 for a new pavilion. B.) Resolution 4-2-2024- “A esolution authorizing the city council to obligate American Rescue Plan Act Funds for the construction of 2 New Pavilions for the Lonoke Parks Dept.”- Koy Butler made a motion to put resolution 4-2-2024 the floor. Raymond Hatton seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Raymond Hatton made a motion to accept the 1st reading. Koy Butler seconded the motion. Motion carried with (6) hand votes. The events going on are youth Basketball, Pickle Ball, swim Lessons and Baptist Health Checks. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report. A. Quote from RVT, Inc. for repair of the Kubota KX080 Excavator- Koy Butler made a motion to approve the quote for $14,301.37. Raymond Hatton seconded the motion. Motion carried. B. Quote from Ingle Fence Co. For repair of City Shop Fence- Jim Ed Ransom made a motion to approve the $3,501.75 bid. Sean Simpson seconded the motion. Motion carried. C. Ordinance 818- “An Ordinance to Waive competitive bidding for the repair of the south city water well”- Jim Ed Ransom made a motion to put Ord. 818 on the floor. Wendell Walker seconded the motion. Motion carried. Mayor McGee read Ordinance 818 and its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Koy Butler seconded the motion. Motion carried with 7 hand votes. Koy Butler made a motion to suspend rules-2nd reading. Jim Ed Ransom seconded the motion. Motion carried with 7 hand votes. Mayor McGee read the title only. Koy Butler made a motion to accept the 2nd reading title only. Jim Ed Ransom seconded the motion. Motion carried with 7 hand votes. Koy Butler made a motion to suspend rules- 3rd reading. Jim Ed Ransom seconded the motion. Motion carried with 7 voice votes. Mayor McGee read title only- 3rd reading. Koy Butler made a motion to accept the 3rd reading title only. Jim Ed Ransom seconded the motion. Motion carried with 7 hand votes. Koy Butler made a motion to adopt. Jim Ed Ransom seconded the motion. Motion carried with 7 hand votes. Koy Butler made a motion to adopt an Emergency Clause. Sean Simpson seconded the motion. Motion carried. D. Permission to Move Forward with Water Line Expansion on Hwy 89 - Raymond Hatton made a motion to start looking for contractors to start working on the water line on Hwy 89. The funds will be used from LIDC. Jim Ed Ransom seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Edwards was present and gave the report. A. Quote from S & S Security for camera systems- Jim Ed Ransom made a motion to spend $13,042.50. Raymond Hatton seconded the motion. Motion carried. OLD BUISNESS: A. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action. NEW BUSINESS: A. Verizon Connect Fleet Services for Police and Public water dept.- Jim Ed Ransom made a motion to approve the monthly totals of $492.70. Wendell Moore seconded the motion. Motion carried. Jim Ed Ransom seconded the motion. Motion carried. APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Sean Simpson seconded the motion. Motion carried.
