Lonoke City Council Lonoke City Council Meeting May 13, 2024 The Lonoke City Council held a regular city council meeting at the municipal building at 6:00 p.m. Monday, May 13, 2024. Mayor Wayne McGee called the meeting to order with the Invocation was given by Raymond Hatton. City Clerk, Jeribeth Edwards called the roll and declared a quorum. (Vacant) News Media none Visitors: Rachel Whittenburg and Cindy Reaves Minutes: Mayor Wayne McGee asked for the acceptance of April 8th minutes. Koy Butler made a motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion carried. Public Comment – Regina Ibbotson mentioned that there were a group of people from Carver Alumni that would like to use the City Park for the Juneteenth holiday event. Steven Holt made a motion to allow the City Park to be used in accordance with the same rules as last year. Sean Simpson seconded the motion. Motion carried. LONOKE COUNTY LIBRARY: A calendar to show the May activities was presented. POLICE DEPARTMENT: Interim Chief Dean White was present and gave the report. No action was taken. PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report. A.) Change order from Hahn Enterprises, Inc. Construction of 2 new pavilions- Mr. Jacobs mentioned that an additional $1,105.56 needs to be paid from Park Dept. funds to correct the cost of the eave height on the previous quote. (The description was correct, but the pricing was not.) Koy Butler made a motion to pay the bill. Jim Ed Ransom seconded the motion. Motion carried. (Wendell Moore entered the meeting) B.) Quote from Hahn Enterprises for new playground at Lonoke Ball Park- The total cost is $70,414.63 and will be covered with ARPA funds. Koy Butler made a motion to purchase the equipment. Resolution 5-1-2024- “A resolution authorizing the city council to obligate American Rescue Plan Act Funds for the purchase of Playground Equipment for the Lonoke Parks Department and to Amend the 2024 American Rescue Plan Grant Fund Budget”- Koy Butler made a motion to put resolution 5-1-2024 the floor. Raymond Hatton seconded the motion. Motion carried. Mayor McGee read the Resolution in its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Raymond Hatton seconded the motion. Motion carried with (7) hand votes. D.) Quote from Sherwood Lawn and Landscaping, LLC for a load of red rock- The total amount for the red rock is $3,330.00. Koy Butler made a motion to purchase the red rock. Raymond Hatton seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth Basketball, Pickle Ball, swim Lessons and Baptist Health Checks. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. A. Quotes for fire department equipment- Three quotes were provided for a battery-operated fan with spare batteries and (2) battery operated chainsaws with extra chains. The Fire Dept received an estimate from Siddons-Martin Emergency group for $12,955.82, Delta Fire and Safety for $13,584.00, and Casco Industries for $13,620.00. Koy Butler made a motion to purchase the equipment from Siddons-Martin. Steven Holt seconded the motion. Motion carried. B. Resolution 5-2-2024 - “A resolution authorizing the city council to obligate American rescue plan act funds for purchase of equipment for the Lonoke Volunteer Fire Department and to Amend the 2024 American Rescue Plan Act Grant Fund Budget”- Jim Ed Ransom made a motion to put resolution 5-2-2024 the floor. Wendell Walker seconded the motion. Motion carried. Mayor McGee read the Resolution and its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Koy Butler seconded the motion. Motion carried with (7) hand votes. PUBLIC WORKS (WATER AND SEWER): Thomas Stivers was present and gave a report. A. An estimate from Tencarva to replace a 6 inch pump at the Hicks Street Lift Station- A total of $12,134.52. Koy Butler made a motion to purchase the water pump. Sean Simpson seconded the motion. Motion carried. B. Preliminary cost estimate from PMI for 12-inch water line extension- The total cost estimate for Lonoke Mallard Point Waterline Extension is $639,539.35. Mr. Stivers asked the council to move forward and request a contract from PMI. The total estimated cost for engineering is $87,311.85. Koy Butler made a motion to move forward on a contract with PMI. Raymond Hatton seconded the motion. Motion carried. BUDGET and FINANCE: A. 1st Quarter Budget Numbers- Mayor McGee went over the numbers. Koy Butler made a motion to approve the 1st quarter numbers. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action. NEW BUSINESS: A. Approval to replace electrical service and repair wiring to the EV Charging station- Koy Butler made a motion to allow Ginger Stuart to send a letter to the company regarding the problem they messed up. Raymond Hatton seconded the motion. Motion carried. B. Ward 8 Alderman Resigns - Koy Butler mentioned to the council that he will be stepping down as a councilman. Mr. Butler mentioned that Shane Hamilton would be a great fit. Sean Simpson made a motion to appoint Shane Hamilton as the new Ward 8 councilman. Wendell Moore seconded the motion. Jim Ed Ransom opposed. Motion carried. APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Sean Simpson seconded the motion. Motion carried.
