Lonoke City Council Lonoke City Council Meeting October 14, 2024 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday, October 14, 2024. Mayor Wayne McGee called the meeting to order with the Invocation being given by Leon Barnes, Palm Street Church of Christ. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Robert Sullivan Street Dept. James Smart C.C. Director Mike Brown Fire Dept. Justin Whittenburg Parks Director Evan Jacobs Community Dev. (Vacant) News Media none Visitors: Rachel Whittenburg, D. Allison, M. Jones, Leon Barnes, Jim Bailey, Wayne Rathbun and Cindy Reaves Minutes: Mayor Wayne McGee asked for the acceptance of September 9th minutes. Jim Ed Ransom made a motion to accept the minutes as read. Sean Simpson seconded the motion. Motion carried. Public Comment – none LONOKE COUNTY LIBRARY: A calendar to show the October activities was presented. POLICE DEPARTMENT: Chief Keith Graham was present and gave the report. A. Approval to purchase used 2022 Dodge Durango from Kansas Highway Patrol- A quote from Kansas Highway Patrol Fleet Sales for $35,175.00. Jim Ed Ransom had some concerns purchasing the vehicle. Mr. Ransom suggested working on the vehicles the department has and doing some switching with other police cars. There was a discussion. Steven Holt made a motion to purchase the used vehicle from the Kansas Highway Patrol. Wendell Walker seconded the motion. Jim Ed Ransom opposed. Motion carried. B. Ordinance 819 - “An Ordinance to Waive Competitive Bidding for the Purchase of a Used Police Vehicle for the Lonoke Police Department; Declaring an Emergency; and for Other Purposes”- Steven Holt made a motion to put Ord. 819 on the floor. Wendell Walker seconded the motion. Jim Ed Ransom opposed. Motion carried. Ginger Stuart read Ordinance 819 and its entirety. Steven Holt made a motion to accept 1st reading. Sean Simpson seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 hand votes. Steven Holt made a motion to suspend rules- Lonoke City Council Lonoke City Council Meeting October 14, 2024 2nd reading. Sean Simpson seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 hand votes. Ginger Stuart read title only. Steven Holt made a motion to accept 2nd reading title only. Sean Simpson seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 hand votes. Steven Holt made a motion to suspend rules- 3rd reading. Sean Simpson seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 voice votes. Ginger Stuart read title only- 3rd reading. Steven Holt made a motion to accept 3rd reading title only. Sean Simpson seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 hand votes. Sean Simpson made a motion to adopt. Steven Holt seconded the motion. Jim Ed Ransom opposed. Motion carried with 5 hand votes. Sean Simpson made a motion to adopt an emergency clause. Stan Moran seconded the motion. Jim Ed Ransom opposed. Motion carried. PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth Basketball and Baptist Health Checks. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. PUBLIC WORKS (WATER AND SEWER): Robert Sullivan was present and gave a report. OLD BUSINESS: A. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action needed. NEW BUSINESS: A. Discussion regarding Condemnation of Property at 414 Eagle Street- Stan Moran made a motion to give notice to owner/lienholder and prepare resolution. Jim Ed Ransom seconded the motion. Motion carried. B. Discussion regarding Condemnation of Property at 120 E. 5th Street- Jim Ed Ransom made a motion to give notice to owner/lienholder and prepare resolution. Stan Moran seconded the motion. Motion carried. C. Discussion regarding Condemnation of Property at 323 England Street- Wendell Walker made a motion to give notice to owner/lienholder and prepare resolution. Steven Holt seconded the motion. Motion carried. D. Resolution 10-1-2024 “Obligate ARPA funds for the Lonoke Parks Dept and amend 2024 ARPA budget”- A Quote from Swift Recreation, LLC. For a total of $10,813.07 for Benches for Walking Trail and Mulch for the Parks. The breakdown for payment will be $10,495.98 from the grant and $317.09 from Parks. Jim Ed Ransom made a motion to put resolution 10-1-2024 on the floor. Steven Holt seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Jim Ed Ransom made a motion to accept the 1st reading. Sean Simpson seconded the motion. Motion carried with (6) hand votes. Lonoke City Council Lonoke City Council Meeting October 14, 2024 APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Sean Simpson seconded the motion. Motion carried.
