November 12, 2024
The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Tuesday
November 12, 2024. Mayor Wayne McGee called the meeting to order with the Invocation was given by
Pastor Jason Dorsey, Lonoke Assembly of God Church. City Clerk, Jeribeth Edwards called the roll and
declared a quorum.

Minutes: Mayor Wayne McGee asked for the acceptance of October 14th minutes. Sean Simpson made
a motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion carried.
Public Comment – none
LONOKE COUNTY LIBRARY: A calendar to show the November activities was presented.
BUDGET INFORMATION: 9-month budget numbers - Mayor McGee gave report. Sean Simpson made a
motion to accept the 9-month budget numbers. Raymond Hatton seconded the motion. Motion
carried.
A. Resolution 11-1-2024- “Authorize the city council to obligate funds for the purchase of air
purification equipment for the administration department and the amend the 2024
American Rescue Plan Act Grant Fund Budget”- A quote from Myers supply for $2,691.55.
Jim Ed Ransom made a motion to put Resolution 11-1-2024 on the floor. Wendell Moore
seconded the motion. Motion carried. Ginger Stuart read the Resolution and its entirety. Jim
Ed Ransom made a motion to accept Resolution 11-1-2024. Wendell Moore seconded the
motion. Motion carried with (7) hand votes.
PUBLIC WORKS (WATER AND SEWER): Robert Sullivan was present and gave a report. Jim Ed Ransom
made a motion to go forward with House Industries. Raymond Hatton seconded the motion. Motion
carried.

POLICE DEPARTMENT: Chief Keith Graham was present and gave the report. Chief Graham explained
and showed the council the new police car graphics. Shane Hamiliton made a motion to approve Steven
Holt seconded the motion. Motion carried.
A. Garage door repair quotes- A quote from Harmon Overhead Door for $4,356.75, The Garage
Door Guy for $4,690.73 and The Original Overhead Door $5,507.00. Jim Ed Ransom made a
motion to approve Harmon Overhead Door. Steven Holt seconded the motion. Motion
carried.
B. Electrical repair quotes- A quote from Justice Electric Service $3,970.00, Whitehurst Bros
Electric $3,885.00, and Bohanan’s Electrical Service $4,265.37. Sean Simpson made a motion
to approve Justice Electric Service. Wendell Walker seconded the motion. Motion carried.
PARKS AND MOSQUITO: Mr. Evan Jacobs was present and gave the report.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth
Basketball and Baptist Health Checks.
FIRE DEPARTMENT: Chief Whittenburg was present and gave the report.
A. ESO Software contract- Jim Ed Ransom made a motion to approve the contract with ESO.
Steven Holt seconded the motion. Motion carried.
OLD BUISNESS
A. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action.
B. Resolution 11-2-2024- Condemnation of Property at 323 England Street- Jim Ed Ransom
made a motion to put resolution 11-2-2024 on the floor. Stan Moran seconded the motion.
Motion carried. Ginger Stuart read the Resolution in its entirety. Steven Holt made a motion
to accept Resolution 11-2-2024. Jim Ed Ransom seconded the motion. Motion carried with
(7) hand votes.

C. Resolution 11-3-2024- Condemnation of Property at 120 E. 5th Street- Jim Ed Ransom made
a motion to put resolution 11-3-2024 on the floor. Steven Holt seconded the motion. Motion
carried. Ginger Stuart read the Resolution in its entirety. Jim Ed Ransom made a motion to
accept the 1st reading. Raymond Hatton seconded the motion. Motion carried with (8) hand
votes. Mr. Paul Lambis, the property owner, was present and explained to the council he has
been working with the City of Lonoke since August 2023. He wants to know why he hasn’t
had anyone tell him what needs to happen. Wendell Moore made a motion to continue with
condemnation. Jim Ed Ransom seconded the motion. Motion carried.
NEW BUSINESS:
A. Approve ARML AD&D Policy/Premium for 2025 - The total Premium amount for 2025 is
$1,620.00. Wendell Walker made a motion to approve the cost. Sean Simpson seconded the
motion. Motion carried.

B. Municipal Health Insurance changes - Sean Simpson made a motion to approve the
traditional plan, the plan we are on now. Jim Ed Ransom seconded the motion. Motion
carried.
C. Request to destroy old administration and water dept files – A complete list of old files that
need to be destroyed was provided to the city council. These files will be shredded. Steven
Holt made a motion to destroy the files. Sean Simpson seconded the motion. Motion carried.
D. Request to transfer 3 Microsoft Surface computers from Community Development dept to
the police department - Jim Ed Ransom made a motion to transfer the computers to the
police department. Wendell Walker seconded the motion. Motion carried.
E. Request council approval on hiring a new deputy court clerk, Patricia Eaton - Steven Holt
made a motion to approve the hiring. Sean Simpson seconded the motion. Motion carried.
F. Drive Assembly Motor for Excavator- Mayor McGee noted three quotes he received to repair
the drive assembly motor on the excavator. The Mayor noted that of the three quotes
received for the motor, the least was from Heavy Quip of Arkansas and would cost $4,157.73.
Sean Simpson made a motion to approve. Steven Holt seconded the motion. Motion carried.
G. Concrete Work - Mayor McGee mentioned to the council that Reggie Wilkerson gave a quote
to re-build three driveways and sidewalks on W. Ash, W. Ash and College St. and Corner of W.
Ash and College Street that the city tore out to do some drainage work for $5,000.00. Wendell
Walker made a motion to approve. Wendell Moore seconded the motion. Motion carried.
H. Motor Change Out on Leaf Machine– The Mayor also asked for permission to take the old
diesel chipper motor and install it in the old green leaf machine at a price of no more than
$4000. Steven made the motion to proceed with swapping out the motor. Jim Ed Ransom
seconded the motion. Motion carried.
APRROVAL TO PAY BILLS: Raymond Hatton made a motion to pay bills. Jim Ed Ransom seconded the
motion. Motion carried.
