Lonoke City Council Lonoke City Council Meeting May 12, 2025 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday May 12, 2025. Mayor Wayne McGee called the meeting to order with the Invocation was given by Pastor Micah Warbington, Lonoke Apostolic Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Robert Sullivan C.C. Director Mike Brown Fire Dept. Justin Whittenburg Parks Director Jonathan Curry Community Dev. (Vacant) News Media none Visitors: Rachel Whittenburg and Cindy Reaves Minutes: Mayor Wayne McGee asked for the acceptance of April 14th regular Meeting minutes and Public Hearing minutes. Jim Ed Ransom made a motion to accept the minutes as read. Jane Derning seconded the motion. Motion carried. Public Comment – Jeff Lingo was present and had concern of Code Enforcement issues. Mr. Lingo asked the council what the City’s plan is regarding “declaring a house to be condemned”. Mayor McGee mentioned that he will work on getting the town back to where it needs to be. Mr. Lingo thanked the council for their time. LONOKE COUNTY LIBRARY: A calendar to show the May activities was presented. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. A. Approval to purchase turnouts for fire department- An estimate for five sets of turnouts from Siddons-Martin Emergency group for $25,642.90. Jim Ed Ransom made a motion to purchase the turnouts. Raymond Hatton seconded the motion. Motion carried. PUBLIC WORKS (WATER AND SEWER): Robert Sullivan was absent. Mayor McGee gave a report. A. Bid Results from Mallard Point Water Line Ext.- Jim Ed Ransom made a motion to go with the low bid of $514,709.74 for J&R Contractors, Inc. Dale Carothers seconded the motion. Motion carried. PARKS AND MOSQUITO: Director Johnathan Curry was present and gave a report. Mayor McGee mentioned he would like to get a block grant for new LED lighting. Jim Ed Ransom made a motion for the mayor to work on a grant. Raymond Hatton seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are Baptist Health Check, Emergency Preparedness Fair A. Resolution 5-1-2025- “A Resolution Waiving Competitive Bidding for Repairs to the Siding and Roof trim at the Lonoke Community Center”- Wendell Walker made a motion to put the resolution on the floor. Raymond Hatton seconded the motion. Motion carried. Ginger Stuart read the resolution and its entirety. Sean Simpson made a motion to accept 1st reading. Dale Carothers seconded the motion. Motion carried with 7 hand votes. OLD BUSINESS: A. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action needed. Some questions keep arising regarding the solar array and the energy savings project. The council members requested that the Mayor contact McKinstry and ask our representative to attend the next council meeting. NEW BUSINESS: A. Ordinance 825- “An Ordinance vacating the alley running north and south through block 26, OT Wrights Addition”- Jane Derning made a motion to put Ord. 825 on the floor. Sean Simpson seconded the motion. Motion carried. Ginger Stuart read Ordinance 825 and its entirety. Jane Derning made a motion to accept the 1st reading. Wendell Walker seconded the motion. Motion carried with 7 hand votes. Jane Derning to suspend rules-2nd reading. Sean Simpson seconded the motion. Motion carried with 7 hand votes. Ginger Stuart read the title only. Sean Simpson made a motion to accept the 2nd reading title only. Jane Derning seconded the motion. Motion carried with 7 hand votes. Jane Derning made a motion to suspend rules- 3rd reading. Sean Simpson seconded the motion. Motion carried with 7 voice votes. Ginger Stuart read title only- 3rd reading. Sean Simpson made a motion to accept the 3rd reading title only. Jane Derning seconded the motion. Motion carried with 7 hand votes. Sean Simpson made a motion to adopt. Jane Derning seconded the motion. Motion carried with 7 hand votes. APRROVAL TO PAY BILLS: Jim Ed Ransom made a motion to pay bills. Sean Simpson seconded the motion. Motion carried. Any member of the public shall first state his or her name and address, followed by a concise statement of the person’s position or concern. All remarks shall be addressed to the Mayor or the Council as a whole, not to any particular member of the Council. No person other than the Council members and the person having the floor shall be permitted to enter into any discussions without permission of the Mayor.
