Lonoke City Council Lonoke City Council Meeting April 14, 2025 The Lonoke City Council held a city council meeting at the multiple building at 6:00 p.m. Monday April 14, 2025. Mayor Wayne McGee called the meeting to order with the Invocation was given by Pastor Jonathan Tullos, Harvest Fellowship Church. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Jim Ed Ransom made a motion to accept the minutes as read. Jane Derning seconded the motion. Motion carried. Public Comment – none LONOKE COUNTY LIBRARY: A calendar to show the April activities was presented. Budget and Finance- A. “A Resolution Amending the 2024 Operating Budget for the fiscal year 2024”- Jim Ed Ransom made a motion to put Resolution 4-1-2025 on the table. Wendell Walker seconded the motion. Motion carried. Ginger Stuart read the resolution and its entirety. Jim Ed Ransom made a motion to accept 1st reading. Wendell Walker seconded the motion. Motion carried with 5 hand votes. (Shane Hamilton entered the meeting) B. Income tax credit proceeds on Solar Array project- The total of funds received is $350,528.03. Jim Ed Ransom made a motion to Bid out to put $300,000.00 in a CD and put 50,528.03 in savings. Jane Derning seconded the motion. Motion carried. Quote from House Industries to replace aerator- The cost per aerator is $34,000.00. Jim Ed Ransom made a motion to purchase the aerator. Dale Carothers seconded the motion. Motion carried. B. Notice that water lines will be flushed on weekdays beginning May 5th- May 30th or sooner if completed. C. Write offs for FYE 2024- Jane Derning made a motion to write off $3,143.32. Raymond Hatton seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Keith Graham was present and gave the report. A. MOU between Lonoke Police Dept and Lonoke Co. Sheriff’s Office- Jim Ed Ransom made a motion to accept the MOU. Raymond Hatton seconded the motion. Motion carried. PARKS AND MOSQUITO: Director Johnathan Curry was present and gave report. A. Pops on the Prairie Fireworks Proposal- Jim Ed Ransom made a motion to accept the bid for fireworks. Stan Moran seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. The events going on are youth Basketball, Sr. Dance, Pickle ball, Line dance. FIRE DEPARTMENT: Chief Whittenburg was present and gave the report. OLD BUISNESS A. Solar Array Site Production Report- McKinstry provided a Site Production Report. No action. B. Bid Results from wastewater rehab grant- There was a Talley sheet and recommendation. Havens Construction Co. Inc. $775,128.00, Horseshoe Construction, Inc. $510,805.00, J&R Contractors, Inc., $446,330.00, Leetech Service’s LLC $522,705.00. Jim Ed Ransom made a motion to accept J&R Contractors Inc. Dale Carothers seconded the motion. Motion carried. NEW BUSINESS: A. Ordinance 824- “An Ordinance vacating the alley running north and south through block 22, Hicks and Reynolds survey”- Jane Derning made a motion to put Ord. 824 on the floor. Raymond Hatton seconded the motion. Motion carried. Ginger Stuart read Ordinance 824 and its entirety. Jane Derning made a motion to accept the 1st reading. Dale Carothers seconded the motion. Motion carried with 7 hand votes. Jane Derning to suspend rules-2nd reading. Dale Carothers seconded the motion. Motion carried with 7 hand votes.
