CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL __Mayor Baker __Councilmember Black __Councilmember Morillas __Councilmember Ucovich __Councilmember Wheeler PROCLAMATION/RECOGNITIONS Loomis Pack 12 MATTERS OF INTEREST TO COUNCILMEMBERS TOWN REPORT LOOMIS CHAMBER OF COMMERCE UPDATE All items on the agenda will be open for public comment before final action is taken. Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a five minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. Written Material Introduced Into the Record: Citizens wishing to introduce written material into the record at the public hearing on any item are requested to provide a copy of the written material to the Town Clerk prior to the public hearing date so that the material may be distributed to the Town Council prior to the public hearing. PUBLIC COMMENT: This time is reserved for those in the audience who wish to address the Town Council on subjects that are not on the Agenda. The audience should be aware that the Council may not discuss details or vote on non-agenda items. Your concerns may be referred to staff or placed on the next available agenda. Please note that comments from the public will also be taken on any item on the agenda. The time allotted to each speaker is three minutes but can be changed by the Mayor. ADOPTION OF AGENDA: Council will typically adopt the agenda in the order listed or modify the order in a way that can best accommodate the people in attendance who wish to speak on particular items. Second Reading of Ordinance 265 of the Town Council of the ADOPT ORDINANCE Town of Loomis Modifying Chapter 11.08 Of The Municipal Code Dealing With Flood Damage Prevention 8. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Awarding On-Call Surveying and Civil Design Services Agreements To Wood Rodgers, Unico Engineering, Coastland Engineering and Bennett Engineering and Authorizing Town Manager to Execute An Agreement Acceptable to the Town for Providing such Services 9. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Authorizing Submittal of Claims for Local Transportation Funds And State Transit Assistance Funds and Authorizing the Town Manager to Execute CONSENT ITEMS FORWARDED BUSINESS 10. Contract for the Intersection Improvements at Taylor Road & Sierra College Boulevard Public Works Department prepared bid documents and advertised for improvements at Taylor Road and Sierra College Boulevard. Two contractors provided complete and qualifying bids for this work. Western Engineering for $231,649.50 and Gabe Mendez Inc. for $248,485.60 and both bids were within 10% of the engineer’s estimate of $235,000 for this work. Recommended action: Adopt resolution awarding construction contract for the intersection improvements at Taylor Road and Sierra College Boulevard to Western Engineering Contractors, Inc. and authorize the Town Manager to execute a contract acceptable to the Town for providing such construction services in an amount not to exceed $235,000. Public comment: 11. Placer Mosquito & Vector Control District Presentation The Placer Mosquito & Vector Control District has requested to give a presentation to the Council and to adopt a resolution declaring Mosquito and West Nile Virus Awareness Week to be April 17-23, 2016. Recommended action: Adopt resolution recognizing West Nile Virus and Mosquito and Vector Control Awareness Week be April 17 – 23, 2016. Public comment: 12. Courage Worldwide Presentation Denise Bellacera of Courage Worldwide met with the Mayor and Town Manager and requested to make a presentation to the Council. Library Ad Hoc Committee Presentation The Loomis Library Ad Hoc Committee has requested to make a presentation to the Town Council regarding their plan for establishing a Municipal Library in Loomis Recommended action: Hear presentation; take public comment and no action requested at this time.
