Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a five minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. Written Material Introduced Into the Record: Citizens wishing to introduce written material into the record at the public hearing on any item are requested to provide a copy of the written material to the Town Clerk prior to the public hearing date so that the material may be distributed to the Town Council prior to the public hearing. PUBLIC COMMENT: This time is reserved for those in the audience who wish to address the Town Council on subjects that are not on the Agenda. The audience should be aware that the Council may not discuss details or vote on non-agenda items. Your concerns may be referred to staff or placed on the next available agenda. Please note that comments from the public will also be taken on any item on the agenda. The time allotted to each speaker is three minutes but can be changed by the Mayor. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Adopting the West Placer Storm Water Quality Design Manual CONSENT ITEMS FORWARDED BUSINESS 9. 2016 Proposed Capital Improvement Program The Public Works Department reviewed the proposed projects from the previous five year Capital Improvement Programs (CIP) as well as evaluated additional needs throughout the Town. A preliminary scope and budget for each project was created. Funding for each project was identified and the projects were prioritized. A list of potential/future projects has been created for future years and/or when funding becomes available. Recommended action: Adopt the Resolution for the 2016-2021 Capital Improvement Program for Transportation and Parks, Recreation and Open Space, and incorporate any revisions made to the document during discussions. Public comment: 10. General Fund Balances For Transportation The Town’s financial policies dictate that when revenues exceed expenses in the General Fund, those excess revenues be designated or “earmarked” for capital improvement expenditures. Council will have a discussion of General fund balances available for transportation. Recommended action: Discuss available General Fund balances and adopt resolution authorizing re-designation of the General Fund reserves, if desired. Public comment: 11. Draft Expenditure Plan for the Potential Placer County Transportation Sales Tax On April 27, 2016 Placer County Transportation Planning Agency (PCTPA) Board reviewed the Draft Expenditure Plan (DEP). The DEP contains a list of major roadway infrastructure improvements that would provide significant benefits to the region. The purpose of this agenda item is to obtain the Loomis Town Council’s approval of the DEP that has been prepared by PCTPA. Recommended action: Adopt resolution approving the Draft Expenditure Plan for the potential 30-year, half-percent Transportation Sales Tax (TST) in Placer County Public comment: 6/4/2021 9:18 AM P:\Clerk\1 Agendas\2016\May 10, 2016\Agenda.docx 2  12. Loomis Library Presentation Discuss potential actions regarding the Loomis Library including, Ordinance and Resolution, authorization to expend funds, ballot language, lease terms, potential building costs, notice to withdraw from the County Free Library System. Recommended action: Hear staff presentation, Loomis Library Ad Hoc Committee presentation, hold discussion and hear public testimony. Hold 1st reading of an ordinance imposing a ¼% Transaction and Use Tax; direct staff on future actions. Public comment: 13. Town of Loomis Mission Statement At the April 12, 2016 Town Council meeting, Councilmember Wheeler requested that the Council discuss and possibly modify the Town’s current mission statement at the May 10th Town Council meeting. Recommended action: Hear presentation by Councilmember Wheeler, discuss, take public comment, take action if there is a consensus.
