All items on the agenda will be open for public comment before final action is taken. Speakers are
requested to restrict comments to the item as it appears on the agenda and stay within a three minute
time limit. The Mayor has the discretion of limiting the total discussion time for an item.

9. California Association for Local Economic Development (CalEd) Award
Earlier in 2016, Patricia Green and Jenny Knisely submitted an application to the California
Association for Local Economic Development (CalED) on behalf of the Town of Loomis and the
Loomis Basin Chamber of Commerce under the category of “Partnering for Economic Growth.”
On February 22, 2016 the Town and the Chamber were notified that together we had won the
Award of Merit for “Partnering for Economic Growth.”
Recommended action: Hear presentation by Patricia Green and Jenny Knisely of the Loomis
Basin Chamber of Commerce.

10. 2016 Circulation Element Update
The Circulation Element is one of seven mandated elements in a General Plan. The Town of
Loomis determined that the Circulation Element required an update in 2015 to meet the
requirements of State law, the demands of the growing population, and to accommodate traffic.
On May 24, 2016 the Planning Commission approved a Resolution recommending that the
Town Council approve the Initial Study/Mitigated Negative Declaration and amend the General
Plan by adopting the 2016 Circulation Element Update.
Recommended action: Adopt Resolution approving Initial Study/Mitigated Negative
Declaration and amending the Town of Loomis General Plan by adopting 2016 Circulation
Element Update.

11. 2016- 2021 Proposed Capital Improvement Program (Continued from May 10, 2016 Council Meeting)
The Public Works Department reviewed the proposed projects from the previous five year
Capital Improvement Programs (CIP) as well as evaluated additional needs throughout the
Town. A preliminary scope and budget for each project was created. Funding for each project
was identified and the projects were prioritized. A list of potential/future projects has been
created for future years and/or when funding becomes available.
Recommended action: Adopt the Resolution for the 2016-2021 Capital Improvement Program
for Transportation and Parks, Recreation and Open Space, and incorporate any revisions made
to the document during discussions.

12. Operating Budget for 2016/17 Fiscal Year
Consider the proposed budget and amend if necessary.
Recommended action: Discuss the proposed budget, take public comment, amend if
necessary, and by resolutions adopt the following: the 2016/17 budget; the 2016/17 Gann Limit;
and the 2016/17 Authorized Positions

13. Recology Auburn Placer Request for Annual Rate Increase
Pursuant to the Town’s agreement with Recology Auburn Placer, a rate change is being
requested that will increase rates from 0.51% to 2.52%
Recommended action: Hold public hearing and approve Resolution of the Town
Council of the Town of Loomis approving a rate increase to the Solid Waste Refuse
Collection and Hauling contract for Recology Auburn Placer.

14. Loomis Library - Second Reading of Ordinance 266, Imposing a Transactions and
Use Tax To be Administered By The State Board of Equalization
Consider second reading of Ordinance 266, imposing a ¼% Transactions and Use Tax
to be administered by the State Board of Equalization; a resolution ordering
election on tax and advisory measures; funding for election and gap funding; and Lease
Agreement with Placer County for Library Building and Premises.
Recommended action: Hear staff presentation, hold discussion and hear public
Testimony and recommend the following:
1) Hold second reading and adopt Ordinance 266, Imposing a Transaction and Use Tax
to be administered by the State Board of Equalization; and
2) adopt Resolution, calling a special municipal Election to be held on November 8,
2016, for the purposes of approving an ordinance imposing a one-quarter percent
transaction and use tax for library and other general community services, approving an
advisory ballot measure, requesting that the Placer County Board of Supervisors
consolidate the election with the Statewide Election, authorizing the Town Council to
prepare a written argument in support of the tax and advisory measures; and directing
the Town Attorney to prepare an impartial analysis of the measures; and
3) approve $6,000 for election and $6,000 for gap funding until November election; and
4) authorize the Town Manager to sign the Lease Agreement with Placer County for
Library Building and Premises.

Discuss the Loomis Water Management Program for 2016
Recommended action: Hear presentation, open public comment and direct staff regarding
implementation of the Water Management Program and Implementation of a Policy for
Operation of the spray pad at Blue Anchor Park.
