CLOSED SESSION – Pursuant to cited authority, the Town Council will hold a closed session to discuss the following listed items. A report of any action taken will be presented prior to adjournment of the regular meeting. a. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION. Speakers are requested to restrict comments to the item as it appears on the agenda and stay within a three minute time limit. The Mayor has the discretion of limiting the total discussion time for an item. Written Material Introduced Into the Record: Citizens wishing to introduce written material into the record at the public hearing on any item are requested to provide a copy of the written material to the Town Clerk . A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Authorizing the Town Manager to Directly Negotiate with VSS International for the Live Oaks Maintenance District (Mareta Lane) Seal Coat Project in Accordance with California Public Contract Code Section 20166 and Authorizing the Town Manager to Enter Into a Contract for Said Sealcoat Project in an Amount not to Exceed $36,120 7. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Approving Wage Changes With The Loomis Diversified Employees Group And With The Loomis Public Works Employee’s Bargaining Unit (Operating Engineers, Stationary Local No. 39) 8. Contract With Jennifer Sweeney & Associates, LLC For Strategic APPROVE Planning Services For the Loomis Library and Community Learning Center 9. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Amending the March 12, 2018 Contract for Services Between The Town of Loomis and CSG Consultants for Code Enforcement Services CONSENT ITEMS FORWARDED BUSINESS 10. Loomis Library Annual Report Presentation on annual report from the Loomis Library Board on activities of a municipal library Recommended action: Receive and file. Pubic comment: 11. Maintenance Districts Update The Town has 16 Maintenance Districts. Each District was set up to maintain specific infrastructure. Most include asphalt paving, maintaining sidewalk and drainage and some include additional items such as fire hydrants, landscaping and lighting. There will be a presentation on the maintenance districts update and consideration of plan, specifications and estimates for a seal coat project for select districts. 5/11/2020 9:46 AM P:\Clerk\1 Agendas\2018\July 10, 2018\Agenda.doc 2 Recommended action: Take public comment; receive update; direct staff to prepare plans, specifications and estimates for a seal coat project for select districts, to advertise and bid the project; and return to Council for award of the bid. Public comment: 12. South Placer Municipal Utility District (SPMUD) Diversion Line Update Presentation on the update of the SPMUD Loomis Diversion Line which will provide additional sanitary sewer collection system capacity for the Town, allowing the residential and commercial properties on both sides of Interstate 80 the ability to connect to the sewer. Recommended action: Receive and file. Public comment: 13. Voting Delegates To League Conference The League of California Cities Conference in September 2018 will include League business and cities are asked to appoint voting delegates to conduct that business Recommended action: Appoint a voting delegate and alternate to act on behalf of the Town and give direction.
