Next Steps COMMITTEE QUESTIONS OF STAFF Danny Cartwright: Commented that a resident spoke to him stated the Railroads came first so the noise itself is not a problem but can the decibel level be adjusted. Eva Marshal: Voiced concern over the trains stopping mid-town and blocking the roads, can this problem be addressed? She also asked about why the LDN over 24-hour when the businesses have limited hours, and she asked about the need for an alternate emergency plan if the trains have the roadway blocked. Paul Bollard: Stated the town should pursue a “quiet zone” designation. He also highly encourages revising the standards for non- traffic related. He stated he is not in favor of sound walls, rather he is in favor of setting noise standards to be applicable where the sensitivity exists. He commented that the noise standard is a high, but reasonable standard, and should not e a problem in our rural settings. Jan Clark-Cret: Commented that the trains are a historical part of the Town, asking for communication with the operators of Union Pacific to voice our concerns. Georgia Ann Kerns stated she will look into railroad information. Melissa Netzel: Comments that trees and Shrubs can be a great noise buffer. Jan Clark-Crets asked if the town has its own emergency plan of if we just mirror the county plan. Russ Kelly: Asked if we could develop a table outlining the various regulations and which agency is over-seeing these regulations. Commented that the fire department has mutual aid agreement with neighboring departments to cover areas that may be blocked and our department is unable to respond to. Carolyn Macola commented on the hazardous materials plan stating all can participate – Stating that the Railroads, and what they carry is addressed in this plan. Martha Merriam – Commented that Davis was able to recently able to construct a railroad overpass. PUBLIC COMMENT Jean Wilson: Asked about how to access the information on the PowerPoint slides, and she also requested that we not lose valuable information as we update the element. She also commented on Noise issues that arise between differing zoning districts, specifically mentioning the Limited Light industrial district and the adjoining residential zone and the conflicts that come up in this area. Lorraine Theibaud: Voiced her concern over Railroad track safety. She suggested the need for a railroad over or underpass to solve the problems caused by stopped trains. She asked about the differences and effects of long and short term noise, and the tools to regulate this.
