Open Discussion COMMITTEE QUESTIONS OF STAFF Jan Clark -Crets: Asked about the Land Use Map and study of area for this committee. She commented on the specific language in the GP policy description for this area. She also asked about the commercial property owned by Paul Johnson – have we reached out to him regarding his future plans? She also requested that other subcommittees are provided this land use map and how it applies to the potential Hidden Grove project. She commented that parking in Loomis is important. She commented the build out of Doc Barnes Road is essential to relieve congestion in the downtown area. Jean Wilson: Commented on the map containing referendum properties, do we have the most current map for this area. Commented on the survey showing how different building types are better at hiding density. She asked about Hidden Grove, specifically Doc Barnes Road and any plans to build, she asked about any wetland crossing. 04/15/2021 ACTION MINUTES NW I-80/Horseshoe Bar Road Committee Meeting, (Materials relating to an item on this agenda can be obtained at Town Hall (3665 Taylor Road) or on the Town’s website at www.loomis.ca.gov) Page 1 She asked “what do we want”, Can higher density work? Can we control ugly? She also commented on different ways to add density and better transition between land use She discussed parking on the streets, do we want this or not? And she commented on the lack of adequate parking provided by the Village project. She also discussed sound wall requirements, pros and cons of their use. Bonnie London: Restated her view of the role of this committee to take the 10,000 ft view, and provide an outline and vision for the area. With that in mind she asked how we incorporate connectivity in the area, walking and biking trails and paths. She stated she found the language between zoning and GP confusing. She asked about the Library and Open space – suggesting open area and parks and greater connectivity in the area would be a good thing She asked how to get all needs met, favoring a balance of the eclectic nature of Loomis.. Asking, “What do WE want” Jesse Lunsford: Asked for a definition of a Walkable neighborhood (committee discussion followed) He commented on the necessity of a safe walk to school for children. Jan Cralk-Crets: asked about the desire for sidewalks, adding that safe walking is essential in this congested area. Patrick Ponikvar: Commented that he finds safe sidewalks essential. Ryan Demartini: Commented on the need for trails to take you places such and stores, , restaurants and parks Jeff Duncan: Commented on the need for safety first in planning the walkability factor, also stated that increased density brings increased traffic and the need to plan for this increased traffic. Anders Hauge opened a discussion of developing a “buffer” along the freeway to maintain the rural character of Loomis. PUBLIC COMMENT Kary Pfenning: Commented on the differences in the Hidden Grove project and the Village at Loomis project; she also asked about the number of units available in this area, and will the vacant land map show the maximum number of dwellings. Additionally, she asked about the tables located within the Land Use setting. She also commented on walkability, trails, sidewalks and safety incorporated into this. She asked for density w/o ugly, and concurred that traffic is a problem that comes with density. Miguel Ucovich: Commented that the residents in the Sunrise Loomis subdivision like sidewalks, and residents walk regularly. He also requests that the Hidden Grove project be required to follow all setback requirements. He would also like to see more commercial use of the area.
