A report of any action taken will be presented prior to adjournment of the regular meeting. A. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION: Pursuant to Subdivision (d)(1) of Section 54956.9 City of Rocklin v. Town of Loomis; Citizens for Responsible Growth v. Town of Loomis TUESDAY July 12, 2022 7:00 P.M. The Town Council meeting will be held at the Loomis Depot Building and is open to public attendance. Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Approving amendment No. 2 to the contract for services with Unico Engineering authorizing a $300,000 increase to the contract amount and a two-year extension. 10. A Resolution of the Town Council of the Town of Loomis ADOPT RESOLUTION Authorizing the Town Manager to execute a construction contract With West Cost Arborists of Anaheim, CA in the amount of $100,000 for Tree maintenance services. 11. A Resolution of the Town Council of the Town of Loomis APPROVE Adopting amendment No. 7 to Contract No. 13507 for Sheriff Services 12. A Resolution of the Town Council of the Town of Loomis APPROVE Ratifying the Proclamation of a State of Emergency by Governor Gavin Newsom (March 4, 2020) as applicable in the Town and Authorizing teleconference meetings of legislative bodies of the Town pursuant to the Ralph M. Brown Act BUSINESS 13. GREATER SACRAMENTO ECONOMIC COUNCIL PRESENTATION GSEC is a non-profit regional economic development organization whose mission and purpose is to market the Sacramento region statewide, nationally, and internationally, on behalf of its business and government members. The Town of Loomis joined the Greater Sacramento Economic Council (GSEC) in 2019. Since then, the Town has had a Council Member sitting on the GSEC Board of Directors. RECOMMENDED ACTION Receive presentation from a representative of the Greater Sacramento Economic Council on the organization’s activities. PUBLIC COMMENT 14. LIBRARY MASTER GARDNER MOU In March of 2021, the Loomis Library and Community Learning Center was approached by the UC Master Gardeners of Placer County with the idea of creating community demonstration gardens on the grounds of the Library. The Loomis Library and the UC Master Gardeners of Placer County have long-standing partnership, including many public workshops and the Seed Library. The community has always responded well to these partnerships, with many of the workshops being among our best attended. Staff believes using the Library grounds for a space for community gardens would be mutually beneficial to the UC Master Gardeners, the Library, and the community as a whole. This partnership will help to beautify the existing library grounds, as well as creating an outdoor classroom that will be usable for library events. 7/6/2022 4:23 PM P:\Clerk\1 Agendas\2022\10 July 12,2022\0 Agenda June 12, 2022 TC.doc 3 RECOMMENDED ACTION Adopt the attached resolution approving a Memorandum of Understanding with the Regents of the University of California, on behalf of UC Agriculture and Natural Resources and its UC Cooperative Extension Placer County for its Master Gardener Program, for a demonstration garden at the Loomis Library and Community Learning Center. PUBLIC COMMENT 15. SIERRA CHRISTIAN CHURCH - Request for processing General Plan/Land Use Amendment Sierra Christian Church has approached the Town under the current 2020-2040 General Plan Update process to request a Land Use Designation Change from Residential Estate designation (1 dwelling unit per 2.3 acres) to Residential High Density (10-15 dwelling units per acre) at 5645 Rocklin Road (APN 045- 150-033). The General Plan Land Use Committee denied their request to be included in the General Plan Update process and directed Sierra Christian Church to proceed with a formal request to the Town Council for their consideration in moving forward with their proposal. As required in Chapter 13.76.020(B), at this time, the applicant seeks Council approval to proceed with a General Plan Land Use and Zoning Designation amendment outside of the Town’s regular General Plan Update process which is anticipated to be completed in December 2022. RECOMMENDED ACTION Adopt Resolution #22-** to allow Sierra Christian Church to proceed with filing an application for a new project that will require a General Plan and Land Use Designation Map Amendment for a proposed 70 units senior (62+) affordable housing project in multiple buildings within the existing five acre site of the Sierra Christian Church and Loomis Head Start location.
