9. Resolution of the Town Council of the Town of Loomis Approving ADOPT RESOLUTION
a resolution adopting a list of projects to be funded by State
Senate Bill 1 (SB 1) for FY 2022-23
10. A Resolution of the Town Council of the Town of Loomis approving ADOPT RESOLUTION
a resolution appropriating $120,000 to the Laird Road Chip Seal Project,
not to exceed total construction budget of $220,000, and authorizing
the Town Manager to approve construction expenditures and approve
an Amendment to the Cooperative Work Agreement with the County of
Placer
11. A Resolution of the Town Council of the Town of Loomis approving APPROVE
Amendment #4 to the Contract for Service with Wood Rodgers, Inc.,
authorizing a $100,000 increase to their not to exceed contract amount
and a thirty-six (36) month extension of time, so as to continue providing
as needed, on-call traffic engineering services.
PUBLIC HEARING
12. RECOLOGY REQUEST FOR A RATE INCREASE
Recology has been providing garbage collection service to the Town of Loomis since 1978. The
latest contract, approved by the Town Council in 2001, was amended in 2007 to include a
residential green waste program, at no cost to Loomis residents. t he proposed rate increase
reflects an increase to the average residential customer’s monthly garbage bill of between 1.4 to 2.3
percent, depending upon the type of service.
RECOMMENDED ACTION
Hold a public hearing on the proposed garbage collection service rate increase requested by
Recology Auburn Placer. Consider all protests, including any written protests submitted prior to
the close of the public hearing, tabulate ballots, and if no majority protest exists, approve a
resolution establishing new Town of Loomis customer rates for garbage collection service,
effective July 1, 2022

13. DRY CREEK WATERSHED DRAINAGE MITIGATION FEE INCREASE
The Dry Creek Watershed Drainage Mitigation fee was adopted by the Town in December 1995.
A 2013 Nexus Study was prepared to update and determine the appropriate cost-distribution of
drainage mitigation fees that would be necessary to fund the operations, maintenance and
replacement cost associated with flood control facilities. Recently, the Flood Control District
completed an update to the Nexus Study, which was adopted by the District’s Board of
Directors on May 9, 2022. The update used the same methodology for distributing costs as the

original Nexus Study, while also identifying new infrastructure needs from the District’s Dry
Creek Capital Improvements Program.
RECOMMENDED ACTION
Staff recommends that the Town Council adopt a resolution increasing the Dry Creek
Watershed Drainage Mitigation Fee, along with an authorizing an adjustment each year for
inflation.

14. OPERATING BUDGET FOR THE 2022/2023 FISCAL YEAR
Consider the proposed operating budget for the 2022/2023 Fiscal Year.
RECOMMENDED ACTION
Discuss the Proposed Budget, amend it if necessary, and adopt the 2022/23 budget, the
2022/23 Gann limit, and the 2022/23 Authorized Positions by resolution.

15. FIVE YEAR CAPITAL IMPROVEMENT PROGRAM CONSIDERATION
Consideration and Proposed Resolution Adopting the Five-Year Capital Improvements Program
and Appropriating Funds for FY 2022-23 and FY 2023-24
RECOMMENDED ACTION
Staff recommends that the Town Council receive a presentation on the proposed five-year
Capital Improvements Program, receive input from the public, provide feedback, and consider
adoption of the CIP and appropriation of funding for the first two fiscal years, FY 2022-23 and
FY 2023-24.

4. Applicant makes its presentation – 15 minutes (At the discretion of the mayor or chair, time may
be extended depending on the size/scope of the proposed project. The applicant must make the
request for a time extension prior to the beginning of the meeting.)
5. Commission/Council asks questions of the applicant (and staff)
6. Public comment – maximum 3 minutes per speaker, one opportunity to speak each
7. Applicant opportunity to respond to public comments – 5 minutes (At the discretion of the mayor or
