A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION approving the amendment #1 to the environmental services agreement with Area West Environmental, Inc., and authorizing a $14,533 increase to the $60,540 original contract amount for the preparation of an initial study/mitigated negative declaration for the evaluation of the Quick Quack Car Wash project (application #20-05) not to exceed $75,073. 6. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION approving amendment #1 to the environmental services agreement with Helix Environmental Planning, Inc., and authorizing a $9,800 increase to the contract amount for the preparation of an aquatic resources delineation in addition to an initial study/mitigated negative declaration for the evaluation of the Creekstone senior living and care facility project (application #23-19) not to exceed $78,020. 7. Proclamation Declaring November 1, 2024, as “Extra Mile Day” APPROVE 8. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION approving the job description and salary range for the Town Clerk/ Administrative Services Officer position. 9. A Resolution of the Town Council of the Town of Loomis APPROVE RESOLUTION authorizing the Town Engineer to proceed with removal of existing street parking along Brace Road 10. PROPOSITION 36 SUPPORT RESOLUTION Staff received a request from Mayor Youngblood to agenize the draft support resolution for Proposition 36 for council consideration. Mayor Youngblood received the request to adopt the support resolution from the League of California Cities. RECOMMENDED ACTION: Review and discuss the proposed Proposition 36 support resolution and provide direction to staff. PUBLIC COMMENT 12. 2022-2023 AUDIT REPORT The Town engages an independent auditing firm to perform professional audit services on an annual basis. On September 12, 2023, Town Council approved a five-year contract with Richardson & Company, LLP to provide annual audit services. Ingrid Sheipline, Managing Partner (Richardson & Company) will be presenting the audited financial statements and accompanying reports for the fiscal year ended June 30, 2023 RECOMMENDED ACTION Receive and File PUBLIC COMMENT 13. PIONEER ENERGY JPA SECOND AMENDMENT Pioneer Community Energy (“Pioneer”) is a Joint Powers Authority (“JPA”) formed between the Counties of Placer and El Dorado, and various communities in the area to provide local control over the electricity supply with a primary goal of providing stable and competitive electricity rates to the residents and businesses within its member jurisdictions. At the January 18, 2024, the Pioneer Governing Board (“Board”) meeting, the Board adopted resolution approving the Second Amended and Restated JPA for Pioneer. The bulk of the changes were clarifying or clerical in nature. Due to the Second Amended and Restated JPA not being unanimously approved by the Voting Members, amendments approved by Members in the Second Amended and Restated JPA cannot be adopted. Amendments approved by Pioneer’s Board in January and June have been included in the Revised Second Amended and Restated JPA RECOMMENDED ACTION: Review and discuss the proposed Pioneer Energy Second Amendment JPA resolution and provide direction to staff PUBLIC COMMENT PUBLIC HEARING 14. TOWN OF LOOMIS MUNICIPAL CODE TITLE 13 ZONING ORDINANCE AMENDMENT FOR HOUSING ELEMENT COMPLIANCE – FIRST READING The current General Plan Housing Element was adopted by the Town Council on August 17, 2021 and includes programs that require the implementation of Zoning Ordinance amendments, including an update of the Zoning Map, to comply with current State housing policy and to provide for adequate opportunity to meet the 6th cycle Regional Housing Needs Allocation for the town. Adopt Ordinance # 299 amending Title 13 Zoning Ordinance of the Town of Loomis Municipal Code to implement adopted Housing Element Programs and maintain consistency with the General Plan. 2. Determine that the proposed action is exempt from the California Environmental Quality Act and is not a project pursuant to section 15378, and has been analyzed in the certified General Plan Environmental Impact Report (SCH#022050323) PUBLIC COMMENT 15. PROPOSED PLANNING COMMISSIONER APPOINTMENT PROCESS AND PLANNING COMMISSION COMPENSATION ORDINANCE ADOPTION FIRST READING - LOOMIS MUNICIPAL CODE 2.36.020, 2.36.040, 2.36.060 During the 2024 Council Goals development, reviewing the Planning Commission stipend was identified as an essential goal under Initiative #5 Community Engagement and Involvement. The last stipend increase for the Planning Commissioners was in 2004, increasing the commissioner’s compensation from $25/month to $50/month. It is worth noting, the planning commission is scheduled for once-a-month meetings. RECOMMENDED ACTION: Receive an update from staff, introducing the proposed ordinance amending Loomis Municipal Code Sections 2.36.020, 2.36.040, and 2.36.060 by title only, waive the first reading and schedule the proposed ordinance for adoption at the November 12, 2024, regular meeting. .
