The meeting was called to order by Commission President Cochran at 4:44 p.m. with
Commissioners Beatty, Dierking, Kim, and Mather present.
ELECTION OF OFFICERS
Commissioner Mather moved to re-elect Commissioner Cochran as President of the South Valley
Area Planning Commission; seconded by Commissioner Beatty and approved by the other
members of the Commission.
Commissioner Beatty also moved to re-elect Commissioner Mather as Vice President; seconded
by Commissioner Kim and approved by the other members of the Commission

DEPARTMENTAL REPORT
Kevin Jones, Senior City Planner, stated that there were no items to report regarding the
Planning Department.

COURT ISSUED A WRIT OF MANDATE COMMANDING THE SOUTH VALLEY
AREA PLANNING COMMISSION TO HOLD FURTHER ADMINISTRATIVE HEARING
RELATED TO THE APPEAL OF THE ZONING ADMINISTRATOR’S DECISION.
MOTION
Commissioner Dierking put forth the motion below:
1. Adopt the Findings of the Zoning Administrator;
2. Deny the Appeal;
3. Sustain the Zoning Administrator’s decision to approve Conditional Use authorizing the
installation and maintenance of a wireless telecommunications facility with a maximum height
of 45 feet on the roof of the 36-foot tall building in the R3-1 and R1-1 zones; and
4. Adopt Mitigated Negative Declaration No. ENV-2014-1240-MND as the environmental
clearance for the project.
Commissioner Kim seconded the motion and the vote proceeded as follows:

Pursuant to the Commission’s general operating procedures, the Commission at times must necessarily
limit the speaking times of those presenting testimony on either side of an issue that is designated as a
public hearing item. All requests to address the Commission on public hearing items must be submitted
prior to the Commission’s consideration of the item.

6. PUBLIC COMMENT PERIOD
The Area Planning Commission shall provide an opportunity in open meetings for the public
to address it, on items of interest to the public that are within the subject matter jurisdiction
of the Area Planning. (This requirement is in addition to any other hearing required or imposed
by law.) Persons making requests are encouraged to do so in writing and should submit 10
copies to the Area Planning Commission for its consideration.
Persons wishing to speak must submit a speaker’s request form prior to the
commencement of the public comment period.
Individual testimony within the public comment period shall be limited to up to five (5)
minutes per person and up to ten (10) minutes per subject.
