OFFICIAL CITY OF LOS ANGELES South Valley Area Planning Commission Minutes February 23, 2017 Van Nuys City Hall, Council Chambers 14410 Sylvan Street, 2ND Floor Van Nuys, California 91401 MINUTES OF THE SOUTH VALLEY AREA PLANNING COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. The meeting was called to order at 4:38 p.m. with Commissioners Beatty, Bishop, Dierking, Mather, and Cochran present. Also present were, Kevin Jones, Senior City Planner representing the Director of Planning; Ernesto Velasquez Deputy City Attorney and Renee Glasco, Commission Executive Assistant ___________________________________ ITEM NO. 1 DEPARTMENTAL REPORT Kevin Jones, Senior City Planner, updated the Commission on issues relating to the Valley Project Planning Bureau, the Planning and Land Use Management Committee, and from City Council. The departmental report also included an update on the Proposed Housing Linkage Fee. Mr. Jones noted many changes within the Planning Department due to various promotions and the retirement of Linn Wyatt, Chief Zoning Administrator. ___________________________________ ITEM NO. 2 ELECTION OF OFFICERS Commission President Cochran called for nominations for Commission President. NOMINATION Commissioner Mather moved to re-elect Steve Cochran as President of the South Valley Area Planning Commission. Commissioner Beatty seconded the nomination. The vote proceeded as follows: Moved: Mather Seconded: Beatty Ayes Dierking, Bishop, Cochran Vote: 5-0 Commission President elect called for the nomination for a Vice-President. Commissioner Beatty moved re-elect Lydia Drew Mather as Vice-President of the South Valley Area Planning Commission. Commissioner Dierking seconded the nomination. Advance Calendar: The Commission made no changes to the advance calendar. B. Commission Requests: There were no requests made by the Commission. ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representatives on any item listed on February 23, 2017, agenda. ___________________________________ ITEM NO. 4 DIR-2016-1790-DRB-SPP-MSP-1A Council District: 4 - Ryu CEQA: ENV-2016-1791-CE Last Day to Act: 03-04-17 Plan Area: Bel Air-Beverly Crest PROJECT SITE 8456 West Allenwood Road IN ATTENDANCE Valentina Knox-Jones, City Planning Associate; David Saviola, appellant; Helen Jorda, Appellant; Andrew Odom, applicant’s representative. MOTION Commissioner Dierking put forth the actions below in conjunction with the approval of the following project, as modified by the Commission: The major remodel of an existing 2,293 square-foot, one-story, single-family dwelling and the construction of a 1,379 square-foot addition with an attached 400 square-foot two-car garage. This would result in a two-story structure of with a maximum residential floor area of 3,872 square-feet. The project’s maximum height is approximately 24-feet and 6-inches. 1. Determined based on the whole of the administrative record, the Project is exempt from CEQA pursuant to CEQA Guidelines, Section, Article III, Section 1, Class 3, and Category 1, and there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines, Section 15300.2 applies; 2. Sustain the remainder Planning Director’s determination in approving a Project Permit Compliance with Review under the Mulholland Scenic Parkway Specific Plan; and 5. Adopt the Findings. Commissioner Beatty seconded the motion and the vote proceeded as follows: Moved: Dierking Seconded: Beatty Ayes: Bishop, Mather, Cochran Vote: 5-0 MOTION PASSED ___________________________________ ITEM NO. 5 ZA-2016-2783-CU-1A Council District: 3 - Blumenfield CEQA: ENV-2016-2784-CE Last Day to Act: 03-04-17 Plan Area: Canoga Park-Winnetka- Woodland Hills- West Hills PROJECT SITE 22647 West Del Valle Street IN ATTENDANCE Maya Zaitzevsky, Associate Zoning Administrator, representing the Department; Bahman Karimi, applicant; King Woods, applicant’s representative; Amir Mikhail, appellant’s representative. MOTION Commissioner Bishop put forth the actions below in conjunction with the approval of the following project with revision to Exhibit A. A public parking area with up to 12 surface parking spaces in the R3-1 Zone. 1. Determine based on the whole of the administrative record, the Project is exempt from CEQA pursuant to CEQA Guidelines, Section1, Class 11, Category 2, and there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines, Section 15300.2 applies; 2. Deny the appeal and sustain the Zoning Administrator’s determination in approving the Conditional Use Permit for a public parking area with up to 12 surface parking spaces in the R3-1 Zone; 3. Adopt the revised Exhibit A; 4. Adopt the Conditions of Approval; and 5. Adopt the Findings.
