POLICY FOR DESIGNATED PUBLIC HEARING ITEM: Nos: 4, 6, 8, and 9.
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit
the speaking times of those presenting testimony on either side of an issue that is designated as a public
hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to
be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the
Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION
MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION EXECUTIVE
ASSISTANT STAFF.
In November 2006, the Commission adopted rules regarding written submissions to ensure that it has
reasonable and appropriate opportunity to review your materials. The mailing and email addresses,
deadlines, page limits, and required numbers of copies for your advance submissions may be found at
www.lacity.org/PLN under “NEW FEATURES”. Day of hearing submissions (15 copies must be
provided) are limited to 2 pages plus accompanying photographs, posters, and PowerPoint
presentations of 5 minutes or less. Non-complying materials will NOT be distributed to the
Commission.

The Commission may RECONSIDER and alter its action taken on items listed herein at any time during this
meeting or during the next regular meeting in accordance with the Commission Policies and Procedures and

If you challenge these agenda items in court, you may be limited to raising only those issues you or someone else raised at the public
hearing agenized here, or in written correspondence on these matters delivered to this agency at or prior to the public hearing. If you
seek judicial review of any decision of the City pursuant to California Code of Civil Procedure Section 1094.5, the petition
for writ of mandate pursuant to that section must be filed no later than the 90th day following the date on which the
City's decision became final pursuant to California Code of Civil Procedure Section 1094.6. There may be other time
limits which also affect your ability to seek judicial review.

3. PUBLIC COMMENT PERIOD
The Commission shall provide an opportunity in open meetings for the public to address it,
for a cumulative total of up to thirty (30) minutes, on items of interest to the public that are
within the subject matter jurisdiction of the Commission. (This requirement is in addition to
any other hearing required or imposed by law.)
PERSONS WISHING TO SPEAK MUST SUBMIT A SPEAKER=S REQUEST FORM. ALL
REQUESTS TO ADDRESS THE COMMISSION ON NON-PUBLIC HEARING ITEMS AND
ITEMS OF INTEREST TO THE PUBLIC THAT ARE WITHIN THE JURISDICTION OF THE
COMMISSION MUST BE SUBMITTED PRIOR TO THE COMMENCEMENT OF THE
PUBLIC COMMENT PERIOD.
Individual testimony within the public comment period shall be limited as follows:
(a) For non-agendized matters, up to five (5) minutes per person and up to ten (10)
minutes per subject.
(b) For agendized matters, up to three (3) minutes per person and up to ten (10)

Proposed Ordinance, Appendix A, in accordance with a state law commonly called the
Mello Act, adding a new Section 12.20.2.2 to the Los Angeles Municipal Code
concerning affordable housing in the Coastal Zone. The ordinance requires that removed or
converted existing affordable housing units be replaced one-for-one with new affordable
units, and that condominium conversions and for-sale housing projects of five or more units
provide new affordable units. In-lieu fees are also established. Minor adjustments are made
to Section 5.528 of the Los Angeles Administrative Code concerning the Coastal Zone
Affordable Housing Trust Fund, and a new Section 5.528.1 is added to the Los Angeles
Administrative Code establishing the Mello Act Ordinance Appeals Trust Fund. In addition,
the Citywide Affordable Housing Incentives Guidelines are amended. The ordinance is
accompanied by administrative procedures.

PROPOSED PROJECT: Construction of a 44 unit residential condominium project, to
be designed in multiple 3-story buildings ranging in height from 40 to 50, feet providing 111
parking spaces on an 81,502 square foot irregular shaped site. (Note: A separate
case, Vesting Tentative Tract No. 63729 has been filed for condominium purposes,
which will require a separate notice and public hearing before the Advisory Agency).

Pursuant to Section 65864-65869.5 of the California Government Code and the City
implementing procedures, an amendment to the Development Agreement dated August
12, 1993 between Cedars-Sinai Medical Center and the City of Los Angeles. The
Development Agreement is intended to provide reasonable assurances to the Applicant with
respect to their ability to implement proposed Project Approvals, with the Applicant providing
the City with certain public benefits. Cedars-Sinai Medical Center requests an amendment
to extend the term of the Development Agreement an additional 15 years to August 11,
2023.
PROPOSED PROJECT: An amendment to the existing Development Agreement that
vests the master planned development of 700,000 square feet of floor area for the
comprehensive modernization and expansion program of the Cedars-Sinai Medical
Center. The expansion includes a 340,000 square foot Outpatient Diagnostic and
Treatment Center; a 170,000 square foot Organ Transplant Wing, with 110 hospital beds; a
127,500 square foot Rehabilitation Center; a 21,000 square foot Magnetic Resonance
Imaging (MRI) Center; 3,700 square feet of emergency room expansion; 23,300 square feet
for additional administrative space; 14,500 square feet for computer services facilities; and
parking structures providing approximately 3,200 parking spaces. Since 1993, Cedars-Sinai
has constructed approximately 133,239 square feet of the approved 700,000 square feet
leaving approximately 566,761 square feet of development rights remaining. The
Amendment would provide Cedars-Sinai with an extended term in which to undertake the
remaining development that was approved under the 1993 Development Agreement.

A proposed ordinance (APPENDIX A) amending nine parking provisions of the Los
Angeles Municipal Code (Sections 12.21 A 5 (h)(2), 12.21 A 5 (h)(3), 12.21 A 4 (a), 12.21 A
4 (g), 12.21 A 5 (l), 12.21 A 5 (a)(1), 12.21 A 5 (j), 12.21 A 6 (c), and 12.21 C 1 (g). These
amendments will allow tandem parking for single-family homes, permit mechanical lifts and
robotic garages for vehicle storage, remove unnecessary garage door design requirements,
exempt single-family homes from striped parking, allow off-site parking for multiple-family
residences, reduce parking stall width for multiple-family residences, allow parking garage
driveway width to remain constant, allow permeable driveways and limit front yard paving for
single-family homes.
