OFFICIAL CITY OF LOS ANGELES Cultural Heritage Commission Minutes March 2, 2006 10:00 A.M. Room 1010, City Hall, 200 North Spring Street Los Angeles, California MINUTES OF THE CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE HEARING TAPES FOR THIS MEETING. The meeting was called to order by the Commission President, Mary Klaus Martin at 10:25 a.m. Commissioners Richard Barron, Alma Carlisle, Carlos Singer and Stanley Stalford were present. 1. DIRECTOR=S REPORT / STAFF REPORT A. Other items of interest. Deputy Director Bob Sutton gave a Director’s Report. 2. COMMISSION BUSINESS A. Old Business Commissioner Stalford reported that the Subcommittee, on revisions to the proposed Ordinance to Los Angeles Municipal Code, Article, 4, CHC-2005-3236- CA, will have a report at the next commission meeting. President Martin inquired about the Los Angeles Unified School District Historic Schools Investment Fund Board. Ken Bernstein of the LA Conservancy reported that the Board is still working on its bi-laws and policies. Staff reported on the Weatherwolde Castle and reported that Harvard Westlake School sent a letter providing additional information regarding the relocation of the Paul Williams house. B. New Business 1) Advance Calendar 2) Minutes of February 16, 2006. Motion Required. Commissioner Stalford moved to adopt the minutes; Commissioner Carlisle seconded. Vote: 5-0 C. Commission Announcements/Requests Minutes of the Cultural Heritage Commission 1 March 2, 2006 3. APPOINTMENT OF JOHN ILDEFONSO AS MEMBER-AT-LARGE TO THE ADAMS- NORMANDY HISTORIC PRESERVATION BOARD, C.D. 10 Motion Required. Commissioner Stalford moved to approve the appointment; Commissioner Barron seconded. Vote: 5-0 4. AIKEN LORENZO HOUSE, 10476 LORENZO PLACE, C.D. 5, CHC-2006-1211-HCM. Review of Historic-Cultural Monument Application Motion Required. Applicant: H. Robert Gluck Discussion: President Martin opened the public hearing. The applicant presented his case in support of the application for nomination. Three other speakers testified in support of the requested nomination. The owner’s representative testified. One speaker testified in opposition. President Martin closed the public hearing. The Commission deliberated and determined that the information was insufficient and recommended that the site not be taken under consideration as a Historic Cultural Monument. The Cultural Heritage Commission suggested the applicant explore other methods of protection such as an HPOZ. Commissioner Barron moved to deny the request for nomination; Commissioner Stalford seconded. Vote: 4-1 (Carlisle) 5. NICKEL LEONG MANSION, 901 & 903 N. ISABEL STREET, 3509 E. THORPE AVENUE, C.D. 1, CHC-2006-951-HCM. Review of Historic-Cultural Monument Application Motion Required. Applicant: Charles Fisher (Owner’s Representative) Discussion: President Martin opened the public hearing. Owner’s representative presented his case in support of nomination. No other speakers. President Martin closed the public hearing. The Commission deliberated and determined that the application was complete and that the site be taken under consideration. Minutes of the Cultural Heritage Commission 2 March 2, 2006 President Martin moved to approve the staff recommendation to take the site under consideration; Commissioner Barron seconded. Vote: 5-0 6. HANCOCK PARK HPOZ (HISTORIC PRESERVATION OVERLAY ZONE), AN AREA GENERALLY BOUNDED BY WILSHIRE BOULEVARD TO THE SOUTH, MELROSE AVENUE TO THE NORTH, ROSSMORE AVENUE TO THE EAST AND HIGHLAND AVENUE TO THE WEST, C.D’S 4 AND 5, CPC-2002-230-HPOZ. Certification of survey and HPOZ boundaries and adoption of Findings for qualification. Motion Required. Applicant: City of Los Angeles Discussion: Staff presented the case and the proposed modifications. President Martin opened the public hearing. Four speakers testified in opposition. Six speakers, including the representative from CD 4 and the representative for the Los Angeles Conservancy, testified in support. President Martin closed the public hearing. The Commission deliberated. Commissioner Singer moved to certify the survey, as modified (change the designation of all post 1956 structures and those constructed in the Ranch, International or Contemporary architectural styles to Non-Contributors); and certify the establishment of the HPOZ boundaries, Melrose Avenue on the north, Wilshire Boulevard on the south, Rossmore Avenue on the east and Highland Avenue on the west, with strong emphasis on three options for possible boundary revisions (Option 1, include both sides of Highland Avenue; Option 2, include the commercially zoned properties along Melrose Avenue and Wilshire Boulevard; and Option 3, include multiple family zoned properties along Rossmore Avenue north of Beverly Boulevard); and adopted the findings for qualification; Commissioner Stalford seconded. Vote 4-0 Commissioner Carlisle recused. 7. PUBLIC COMMENT PERIOD One speaker commented. 8. NEXT MEETING DATE: THURSDAY, MARCH 16, 2006. 9. INSPECTION TOUR 1. Commission Lunch 2.
