MINUTES OF THE CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN

The meeting was called to order by the Commission President, Mary Klaus Martin at 10:20 a.m.
Commissioners Richard Barron, Alma Carlisle, Carlos Singer and Stanley Stalford were
present.

2. COMMISSION BUSINESS
A. Old Business
1) Subcommittee update on revisions to the proposed Ordinance to Los
Angeles Municipal Code, Article 4., CHC-2005-3236-CA.
Commissioner Stalford gave on update and stated that the subcommittee is
researching the cities of Chicago, Charleston, (South Carolina) and New
York City.
The Cultural Heritage Commission proposed including the cities of San
Diego and Long Beach
2) Update on Los Angeles Unified School District Historic Schools Investment Fund
Board.
Commissioner Singer reported he has not been contacted regarding a meeting
and had no further information.
3) Council / Committee Actions and Schedules
Staff reported on several nominations adopted by City Council.
Staff updated the Commission on the Holiday Bowl site.

3. PURVIANCE RESIDENCE, 944-944 ½ N. MALTMAN, C.D. 13, CHC-2005-5376-HCM.
Determination of Monument Status After Inspection. Motion Required.
Applicant: Charles Fisher
City Council asserted jurisdiction over the Commission action of November 17, 2005,
pursuant to Charter Section 245. The matter subsequently was remanded by City
Council veto on December 20, 2005, to the Cultural Heritage Commission for action
pursuant to City Charter Section 245 ( c ).
Discussion:
Applicant presented case for nomination of site.
President Martin opened the public hearing announcing that new information has been
brought forward.
Eight speakers, including Councilman Garcetti and a Schindler expert, testified in support of
the nomination.
Two speakers testified in opposition.
President Martin closed the public hearing.
The Commission deliberated and recommended, based on new information brought forward
at the public hearing, that evidence clearly identified early slab cast building by a prominent
architect, R. Schindler and that the added walls associated with the structure have been
clearly identified by a Schindler expert.
Commissioner Barron moved to recommend that the rear and front portion in total be
designated as a Historic Cultural Monument with the new evidence brought forward
in the public hearing as the finding to support such nomination; Commissioner
Carlisle seconded.
Vote: 5-0
4. LOS FELIZ BROWN DERBY, 4500 LOS FELIZ BOULEVARD, C.D. 4, CHC-2006-822-
HCM. Determination of Monument Status After Inspection. Motion Required.
Applicant: Los Angeles Conservancy
Discussion:
President Martin opened the public hearing.
Eight speakers, including the representative of Council District 4, testified in support.
Five speakers testified in opposition.
President Martin closed the public hearing.
The Commission deliberated.
Commissioner Singer moved to recommend the site be designated as a Historic
Cultural Monument; Commissioner Carlisle seconded.
Vote: 4-1 (Stalford)

5. OJAI APARTMENTS, 1929-1933 N. WHITLEY AVENUE, C.D. 13, CHC-2004-8012-
HCM. Determination of Monument Status After Inspection. Motion Required.
Applicant: Thomas Carey (Owner)
Discussion:
No speakers.
The Commission deliberated.
Commissioner Stalford moved to designate the site as a Historic Cultural
Monument; Commissioner Singer seconded.
Vote: 4-0
Commissioner Carlisle recused.
6. RICHARDSON APARTMENTS, 3919 W. 8TH STREET, 817 S. GRAMERCY DR., C.D.
10, CHC-2006-1544-HCM. Review of Historic-Cultural Monument Application Motion
Required.
Applicant: Steven Gaon
Discussion:
Staff noted correction to street number.
President Martin opened the public hearing.
Applicant testified in support of nomination.
President Martin closed the public hearing.
The Commission deliberated and determined the application to be complete.
Commission Stalford moved to take the site under consideration; Commissioner
Singer seconded.
Vote: 5-0
7. B.A.G. FULLER HOUSE, 6887 W. ALTA LOMA TERRACE, C.D. 4, CHC-2006-1442-HCM.
Review of Historic-Cultural Monument Application. Motion Required.
Applicant: Christopher Hetzel
Discussion:
Applicant requested matter be continued in order to gather additional information.
Commissioner Stalford moved to continue the matter to the next meeting;
Commissioner Carlisle seconded.
Vote: 5-0
