OFFICIAL CITY OF LOS ANGELES Cultural Heritage Commission Minutes February 2, 2017 200 North Spring Street, City Hall Los Angeles, California 90012 MINUTES OF THE CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. Commissioner Barron called the meeting to order at 10:22 a.m. with Commissioners Kennard, Irvine, Milofsky and Buelna present. Also in attendance were Ken Bernstein, Principal City Planner representing the Director of Planning; Lambert Giessinger, Architect and Melissa Jones, Planning Assistant with the Office of Historic Resources; Kimberly Huangfu Deputy City Attorney; Etta Armstrong, Commission Executive Assistant and Cecilia Lamas, Senior Administrative Clerk, Commission Office Staff. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ken Bernstein, Principal City Planner updated the Commission on various items of interest related to the Planning Department. __________________________________ ITEM NO. 2 COMMISSION BUSINESS Old Business: • There were no updates related to the Los Angeles Unified School District Historic Schools Investment Fund Board. • There was no Proposed Historic-Cultural Monument Plaque Artwork to review. New Business: Advanced Calendar: There were no changes to the advanced calendar. Commission Announcements/Request: Commissioner Barron and Commissioner Irvine formed a subcommittee to review the new Historic-Cultural Monument application for the previously declined nomination for Chateau Chaumont located at 855 Serrano Avenue. The Commission requested an update on the previously requested presentation related to the Civic Center Master Plan. Meeting Minutes February 2, 2017 Cultural Heritage Commission Meeting Minutes: Commissioner Barron moved to approve the meeting minutes of November 3, 2016. The motion was seconded by Commissioner Kennard and the vote proceeded as follows: Moved: Barron Seconded: Kennard Ayes: Buelna, Irvine, Milofsky Vote: 5-0 MOTION PASSED Approval of the meeting minutes for October 27, 2016 and November 17, 2016 was postponed to a future meeting. ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representatives. ____________________________________ ITEM NO. 4 APPOINTMENT OF MARCO GIORDANO AS THE ARCHITECT MEMBER TO THE HARVARD HEIGHTS HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) BOARD MOTION: Commissioner Irvine moved to appoint Marco Giordano as the Architect Member to the Harvard Heights Historic Preservation Overlay Zone (HPOZ) Board for a term of four years from February 2, 2017 to February 2, 2021. The motion was seconded by Commissioner Kennard and the vote proceeded as follows: Moved: Irvine Seconded: Kennard Ayes: Barron, Milofsky, Buelna Vote: 5-0 MOTION PASSED 2 Meeting Minutes February 2, 2017 Cultural Heritage Commission ___________________________________ ITEM NO. 5 APPOINTMENT OF PEYTON HALL AS THE ARCHITECT MEMBER TO THE ANGELINO HEIGHTS HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) BOARD MOTION: Commissioner Buelna moved to appoint Peyton Hall as the Architect Member to the Angelino Heights Historic Preservation Overlay Zone (HPOZ) Board for a term of four years from February 2, 2017 to February 2, 2021. The motion was seconded by Commissioner Milofsky and the vote proceeded as follows: Moved: Buelna Seconded: Milofsky Ayes: Barron, Irvine, Kennard Vote: 5-0 MOTION PASSED ___________________________________ ITEM NO. 6 PROPOSED MONUMENT: ETHEL GUIBERSON/HANNAH CARTER JAPANESE GARDEN PROPERTY ADDRESS: 10619 West Bellagio Road CHC-2016-4504-HCM ENV-2016-4505-CE Council District: 5 – Koretz Last Day to Act: 02-28-17 MOTION: Commissioner Kennard put forth the actions below and moved to include the Ethel Guiberson/Hannah Carter Japanese Garden in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings. The motion was seconded by Commissioner Barron and the vote proceeded as follows: Moved: Kennard Seconded: Barron Ayes: Buelna, Irvine, Milofsky Vote: 5-0 MOTION PASSED 3 Meeting Minutes February 2, 2017 Cultural Heritage Commission ___________________________________ The Commission recessed at approximately 11:40 a.m. and reconvened at 11:45 a.m. with all Commissioners present. ___________________________________ ITEM NO. 7 PROPOSED MONUMENT: DR. AND MRS. BURTON L. FLETCHER RESIDENCE PROPERTY ADDRESS: 11100 West Chalon Road CHC-2016-4495-HCM ENV-2016-4496-CE Council District: 5 – Koretz Last Day to Act: 02-05-17 Council File: 16-1316 MOTION: Commissioner Milofsky moved to decline the request for designation of the Dr. and Mrs. Burton L. Fletcher Residence as a Historic-Cultural Monument.
