Commissioner Barron called the meeting to order at 10:18 a.m. with Commissioners Kennard, Buelna and Milofsky present. Also in attendance were Ken Bernstein, Principal City Planner representing the Director of Planning; Lambert Giessinger, Architect, and Melissa Jones, Planning Assistant with the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant, Jason Wong, Senior Administrative Clerk and Rocky Wiles, Commission Office Manager. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT • Ken Bernstein, Principal City Planner updated the Commission on various items of interest related to the Planning Department. __________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. The Commission reviewed and concurred on the following proposed Historic-Cultural Monument Plaque Artwork: • 221 St. Andrews Place Residence, HCM #1108 • Ortiz Taylor House, HCM #1144 B. New Business 1. Advance Calendar – There were no planned absences announced. 2. Commission Announcements/Requests – There were no announcements or requests from the Commission. 3. Lambert Giessinger, requested that the Commission appoint a subcommittee to reconsider a previously declined nomination for the Edward A.D. Christopher Meeting Minutes August 17, 2017 Cultural Heritage Commission Residence in Studio City located at 11015 Aqua Vista Street. Commissioners Kennard and Barron agreed to be on that subcommittee. ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ Lambert Giessinger announced that at the request of the property owner, for Item No. 7 concerning the Arcady Apartments, located at 2615-2627 West Wilshire Boulevard/622-630 South Rampart Boulevard, Case No. CHC-2017-2795-MAEX, the matter is withdrawn and no further action is required at this time. ___________________________________ ITEM NO. 4 432 SOUTH ARDEN BOULEVARD (CONTRIBUTOR TO THE WINDSOR SQUARE HISTORIC PRESERVATION OVERLAY ZONE) CHC-2017-2792-MAEX Council District 4 - Ryu IN ATTENDANCE: Mary Pickhardt, owner’s representative; Robert Chattel and Nels Youngborg, Chattel Incorporated, representing the Office of Historic Resources. MOTION: Commissioner Kennard moved to approve the exemption from limitation of eligibility for the Mills Act Historical Property Contract for 432 South Arden Boulevard (Contributor to the Windsor Square Historic Preservation Overlay Zone), and put forth the following actions: 1. Find that the property meets the stated conditions for valuation exemption; 2. Approve the property for exemption from the valuation limit; and 3. Adopt the Staff Report Findings. MOTION: Commissioner Milofsky moved to approve the exemption from limitation of eligibility for the Mills Act Historical Property Contract for 221 South Norton Avenue (Contributor to the Windsor Square Historic Preservation Overlay Zone), and put forth the following actions: 1. Find that the property meets the stated conditions for valuation exemption; 2. Approve the property for exemption from the valuation limit; and 3. Adopt the Staff Report Findings. Find the above-listed property meets the stated conditions for valuation exemption; 2. Approve the above-listed property for exemption from the valuation limit; and 3. Find the above-listed property meets the stated conditions for valuation exemption; 2. Approve the above-listed property for exemption from the valuation limit; and 3. Adopt the Staff Report Findings. MOTION: Commissioner Kennard put forth the actions below and moved to include the Hollywood Reporter Building in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property conforms to the definition of a Monument pursuant to Section 22.171.7 of the Los Angeles Administrative Code; and 3. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; and 4. Adopt the Staff Report Findings as amended by the Commission. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine whether the property conforms with the definition of a Monument pursuant to LAAC Section 22.171.7; 3. Recommend that the City Council consider and declare the subject property a Historic-Cultural Monument; and 4. Adopt the Staff Report Findings.
