OFFICIAL CITY OF LOS ANGELES Cultural Heritage Commission Minutes September 7, 2017 200 North Spring Street, City Hall Los Angeles, California 90012 MINUTES OF THE CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. Commissioner Barron called the meeting to order at 10:20 a.m. with Commissioners Buelna, Kanner, Kennard and Milofsky present. Also in attendance were Lambert Giessinger, Architect, representing the Director of Planning and Melissa Jones, Planning Assistant with the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant; and Jason Wong, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ken Bernstein, Principal City Planner, updated the Commission on various items of interest related to the Planning Department. _________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. There were no Proposed Historic-Cultural Monument Plaque Artwork to review. B. New Business 1. Advanced Calendar – There were no planned absences announced. 2. Commission Announcements/Requests – There were no announcements or requests from the Commission. Meeting Minutes September 7, 2017 Cultural Heritage Commission ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ ITEM NO. 4 MONUMENT NAME: VILLAGE GREEN, HCM # 174 Council District: 10 – Wesson PROPERTY ADDRESS: 5112-5595 West Village Green and 5300 Rodeo Road ATTENDANCE: Ethan Markowitz, Village Green Owners Association Board, and David Weisenbloom, Village Green Tree Committee and Principal at TWG Architects, owners’ representatives. The Commission heard an informational presentation on the implementation of the cultural landscape report and ongoing landscape maintenance issues on the property. There was no vote taken. ___________________________________ ITEM NO. 5 MONUMENT NAME: CROSSROADS OF THE WORLD, HCM #134 Council District: 13 – O’Farrell PROPERTY ADDRESS: 1500-1529 North Las Palmas Avenue; 1550-1573 North Las Palmas Avenue; 6665-6679 West Sunset Boulevard ATTENDANCE: Kyndra Joy Casper, Liner LLP, and Paul Travis, Historic Resources Group, owner’s representatives The Commission heard an informational presentation on the proposed Crossroads Hollywood Project affecting the Historic-Cultural Monument. There was no vote taken. 2 Meeting Minutes September 7, 2017 Cultural Heritage Commission ___________________________________ ITEM NO. 6 PROPOSED MONUMENT: HOGAN RESIDENCE PROPERTY ADDRESS: 8527 West Brier Drive CHC-2017-3228-HCM CEQA: ENV-2017-3229-CE Council District: 4 – Ryu ATTENDANCE: Katie Horak, Architectural Resources Group, preparer MOTION: Commissioner Milofsky moved to take the proposed designation of the Hogan Residence under consideration and adopt staff report and findings. The motion was seconded by Commissioner Buelna, and the vote proceeded as follows: Moved: Milofsky Seconded: Buelna Ayes: Barron, Kennard Vote: 4-0 __________________________________ ITEM NO. 7 PROPOSED MONUMENT: 1328-1330-1/2 North Formosa Avenue (Village Court) PROPERTY ADDRESS: 1328-1330-1/2 North Formosa Avenue CHC-2017-3331-HCM CEQA: ENV-2017-3332-CE Council District: 4 – Ryu ATTENDANCE: Christy McAvoy, Hollywood Heritage, Inc., applicant MOTION: Commissioner Kennard moved to take the proposed designation of the 1328-1330-1/2 North Formosa Avenue (Village Court) under consideration and adopt staff findings. All requests to address the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. To ensure that the Commission has ample opportunity to review written materials, members of the public who wish to submit written materials on agenda items should submit them electronically to CHC@lacity.org or to the Commission Office, 200 North Spring Street, Room 532, Los Angeles, CA 90012, at least 8 days prior to the meeting. Note: Materials received after the deadline will be placed in the official case file. Day of hearing submissions (10 copies must be provided) are limited to 2 pages plus accompanying photographs and/or posters.
