Commissioner Barron called the meeting to order at 10:16 a.m. with Commissioners Kennard, Kanner, Milofsky and Buelna present. Also in attendance were Ken Bernstein representing the Director of Planning; Lambert Giessinger, Architect from the Office of Historic Resources; Melissa Jones, Planning Assistant with the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant I, and Jason Wong, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT • Pleased to welcome two new staff members to the OHR's HPOZ Unit this week: Mickie Torres- Gil, who most recently worked for Architectural Resources Group (ARG) in Pasadena and previously was a staff member at the LA Conservancy; and Katie DeBiase, who comes to us from IS Architecture, one of the largest historic preservation consulting firms in the San Diego region (though Katie grew up in the LA area). • On Wednesday, February 14, the City Council unanimously adopted the Comprehensive Fee Study to adjust fee levels for all Department of City Planning actions. The Ordinance with the new fees takes effect on March 24th. This will result in increases to the City's HPOZ application fees; Certificate of Appropriateness fees will increase from a range of $4 73 to $1706 up to a range of $1279 to $2600. HPOZ applications will still be among the very few in the city where fee levels are not set at 100% cost recovery; instead, the fees reflect only 30% of the costs of processing these applications, with the remaining 70%subsidized by the General Fund. There are also increases to the City's Mills Act fees; a separate motion has been introduced to ensure that these new fees are cross-referenced in the City's Administrative Code, which is a separate code. Other Recent Council Actions: • Council President Herb Wesson introduced a motion last week to initiate a Historic-Cultural Monument application for 1828 S. Gramercy Place in the Angelus Vista neighborhood, a 1904-5 Transitional Craftsman house. • Beneficial Plaza/Liberty Park HCM was to have been in PLUM Committee this week but was continued to next Tuesday. • Three additional HCM nominations received final Council approval: • 537 S. Broadway, the F. and W. Grand Silver Store Building • The Potter on Ocean Front Walk in Venice • The Joannes Brothers Building at 800 Traction in the Arts District: Meeting Minutes March 1, 2018 Cultural Heritage Commission • There was considerable additional testimony at PLUM Committee on the findings for designation on this property. Councilmember Huizar introduced a a motion that was approved to further adjust these findings: "Joannes Brothers Company Building "reflects the broad cultural, economic, or social history of the nation, state, or community" for its association with the early development of the food processing industry, and for its association with the artist-in-residence movement of the 1980s, which emerged and flourished because of the pioneering contributions of Japanese American, Chicano and other artists, such as Matsumi Kanemitsu and Richard Duardo, in what is now the Arts District." COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. The Commission reviewed and concurred on the following proposed Historic-Cultural Monument Plaque Artwork: • Zeiger House, HCM No. 1083 (Contemporary Custom Ranch Style) B. New Business 1. Advance Calendar – Commissioner Buelna announced that she would not be able to attend the meeting of March 15, 2018 2. Commission Announcements/Requests – There were no announcements or requests from the Commission. ___________________________________ ITEM NO. 2 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ ITEM NO. 3 APPOINTMENT OF ADRIENE BIONDO AS THE MEMBER-AT-LARGE TO THE VAN NUYS/STONEHURST/BALBOA HIGHLANDS HISTORIC PRESERVATION OVERLAY ZONE BOARD FOR A FOUR YEAR TERM FROM MARCH 1, 2018 TO MARCH 1, 2022. IN ATTENDANCE: Adriene Biondo. MOTION: Commissioner Buelna moved to approve the appointment of Adriene Biondo as the Member-At-Large to the Van Nuys/Stonehurst/Balboa Highlands Historic Preservation Overlay Zone Board for a four year term from March 1, 2018 to March 1, 2022. MOTION: Commissioner Kennard moved to approve the re-appointment of Linda Brettler as the Architect Member to the Hollywood Grove/Whitley Height/Melrose Hill Historic Preservation Overlay Zone Board for a four year term from March 1, 2018 to March 1, 2022.
