Commissioner Barron called the meeting to order at 10:12 a.m. with Commissioners Kennard, Kanner, and Milofsky present. Commissioner Buelna was absent. Also in attendance were Ken Bernstein representing the Director of Planning; Lambert Giessinger, Architect from the Office of Historic Resources; Melissa Jones, Planning Assistant with the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant I, and Jason Wong, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT • Very pleased to let the Commission know that the amendments to the Cultural Heritage Ordinance were approved by the Council last week on March 7th; the Ordinance has gone to the Mayor for his signature by next Monday and will take effect in late April. The amendments provide for notification of property owners once a proposed Historic-Cultural Monument nomination is deemed complete by staff and scheduled for the Commission's first review, with the stay on demolition or substantial alteration going into effect at that time. • Mayor Garcetti this week has appointed Los Angeles Times architecture critic Christopher Hawthorne as the City's first Chief Design Officer. Christopher will be leading the City's efforts to elevate the quality of design and enhance the public realm, working closely with our department and our revitalized Urban Design Studio, which I spoke about at the last meeting. We're very excited to welcome him to City Hall; he is expected to start his new role on April 16th. We look forward to also briefing him on the City's historic preservation initiatives and will be looking for opportunities to link preservation and urban design. Some additional Council actions to report: • Councilmember Mitch O'Farrell has introduced a motion to initiate Historic­Cultural Monument status for a 1941 Streamline Modern service station at 1650 Silver Lake Boulevard. Once that goes to the Planning and Land Use Management (PLUM) Committee and Council, our staff will be directed to prepare the nomination. • The Council approved the HCM designation for Beneficial Plaza/Liberty Park at 3700 Wilshire Boulevard. Following discussions with the property owner and community members, along with continued advocacy from the Koreatown community, the nomination was supported by Council President Herb Wesson and his Council colleagues. Musicians Union building on Vine Street in Hollywood has been recommended for approval by the PLUM Committee and goes to the full Council next week, on March 21st Meeting Minutes March 15, 2018 Cultural Heritage Commission COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. The Commission reviewed and concurred on the following proposed Historic-Cultural Monument Plaque Artwork: • Hogan Residence, HCM No. 1152 (Modern Style) B. New Business 1. Advance Calendar – There were no planned absence. 2. Commission Announcements/Requests – There were no announcements or requests from the Commission. 3. Approval of Minutes Commissioner Kennard moved to approve the minutes of October 5, 2017, December 7, 2017, January 18, 2018 and February 15, 2018. MOTION: Commissioner Kanner put forth the actions below and moved to include the Zwebell House in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings as the findings of the Commission. Horak, Architectual Resources Group, Incorporated, preparer MOTION: Commissioner Kennard put forth the actions below and moved to include the Standard Oil Company Sales Department Building/Woman’s Building in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3.
