Commissioner Barron called the meeting to order at 10:10 a.m. with Commissioners Kennard, Kanner, Buelna and Milofsky present. Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of Planning; Lambert Giessinger, Architect and Melissa Jones, Planning Assistant, Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant I, and Rafael Vega, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT • At the end of April, the Office of Historic Resources posted on its web site five completed historic context statements reflecting the history of the City’s Asian American Communities. This was in fulfillment of an Underrepresented Communities Grant from the National Park Service. The documents provide a framework for identification and future designation of significant historic places associated with Angelenos of Japanese, Chinese, Filipino, Korean, and Thai heritage. The Office of Historic Resources (OHR) is also pursuing at least one National Register nomination as part of this project, for the Filipino Christian Church, located at 301 North Union Avenue. • This week, the OHR accepted the second and final portion of the 2018 Mills Act Historical Property Contract applications, completing the application process that was discussed at the previous Commission meeting. This year the OHR has received 33 applications which will be taking taken through the approval process. • Some Council actions to report: On Tuesday the City Council approved a motion by Councilmember Herb Wesson to initiate the HCM process for a 1905 house at 1848 South Gramercy Place, on the same block as the house at 1828 South Gramercy Place, for which a motion was previously introduced. • Also on Tuesday the City Council approved the HCM designation for the Zwebell House on Agnes Avenue in Studio City. In so doing, it directed that the name of the Monument be changed to the Albert R. Bell Residence, in recognition of the original owner of the house from 1937. Meeting Minutes May 3, 2018 Cultural Heritage Commission COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. There was no Proposed Historic-Cultural Monument Plaque Artwork to review. B. New Business 1. Advance Calendar – There were no planned absences. 2. Commission Announcements/Requests – There were no announcements or requests from the Commission. 3. Approval of Minutes. Commissioner Kennard moved to approve the minutes of March 1, 2018 and March 15, 2018 with corrections made to the March 15, 2018 minutes. The motion was seconded by Commissioner Barron and the vote proceeded as follows: Moved: Kennard Seconded: Barron Ayes: Buelna, Kanner, Milofsky Vote: 5–0 MOTION PASSED ___________________________________ ITEM NO. 2 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ ITEM NO. 3 APPOINTMENT OF JEFFREY BISIRI AS THE ARCHITECT MEMBER TO THE SUNSET SPAULDING HISTORIC PRESERVATION OVERLAY ZONE BOARD FOR A FOUR YEAR TERM FROM MAY 3, 2018 TO MAY 3, 2022. MOTION: Commissioner Milofsky moved to approve the appointment of Jeffrey Bisiri as the Architect Member to the Sunset Spaulding Historic Preservation Overlay Zone Board for a four year term from May 3, 2018 to March 3, 2022. MOTION: Commissioner Kanner put forth the actions below and moved to include the Cordary Family Residence and Pacific Ready-Cut Cottage in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; and 4. Adopt the staff report findings as the findings of the Commission. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; and 4. Adopt the staff report findings as amended by the Commission. MOTION: Commissioner Kennard put forth the actions below and moved to include the Benjamin Carre Residence in the list of Historic-Cultural Monuments. 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines 2. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; and 4. Adopt the staff report findings as the findings of the Commission. MOTION: Commissioner Milofsky put forth the actions below and moved to include CBS Television City in the list of Historic-Cultural Monuments. 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3.
