Commissioner Barron called the meeting to order at 10:10 a.m. with Commissioners Buelna, Kanner, Kennard and Milofsky present. Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of Planning; Lambert Giessinger, Architect from the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant I and Ralph Vega, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT AND COMMISSION BUSINESS Ken Bernstein, Principal City Planner reported the following: • The Department of City Planning completed a round of “Planning 101” training sessions across the City, attracting over 450 attendees in seven regions. The training covered project planning and review processes, following up on a similar round of trainings last year that focused on the department’s policy initiatives. • This week, the Planning and Land Use Management Committee gave direction on the City’s Accessory Dwelling Unit (ADU) Ordinance, addressing second units or “granny flats.” The proposed local ordinance would, among other provisions, prohibit ADUs in hillside areas, and the Committee has added provisions for “tiny homes” on single-family properties. With these additions, the ordinance needs to go back to the City Planning Commission before proceeding back to Council. • The Woman’s Building (formerly Standard Oil Building) on North Spring Street was recommended for approval by the Planning and Land Use Management Committee. OHR staff will be meeting with the property owner, who still has concerns about this nomination, before it goes on to the full Council. Old Business • There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. • The Commission reviewed and concurred on the proposed Historic-Cultural Monument Plaque Artwork for the Wilkins House, HCM No. 877 (Craftsman Style). Meeting Minutes May 17, 2018 Cultural Heritage Commission New Business • Advance Calendar – Commissioner Buelna announced she will be absent at the June 7, 2018 Commission meeting. • Commission Announcements/Requests – There were no announcements or requests from the Commission. • Approval of Minutes. Approval of the minutes of April 19, 2018, were postponed until the next Commission meeting on June 7, 2018. ___________________________________ ITEM NO. 2 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ ITEM NO. 3 PROPOSED MONUMENT: BULLINGER BUILDING CHC-2018-1042-HCM CEQA: ENV-2018-1043-CE Council District: 13 – O’Farrell PROPERTY ADDRESS: 6683-6689 West Sunset Boulevard IN ATTENDANCE: Liza M. Brereton, AIDS Healthcare Foundation, applicant; Anna Marie Brooks, preparer; Craig Bullock, Planning Director, representing the Office of Councilmember O’Farrell. MOTION: Commissioner Kennard put forth the actions below to include the Bullinger Building in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; and 4. Fisher, preparer; Craig Bullock, Planning Director, representing the Office of Councilmember O’Farrell. MOTION: Commissioner Milofsky put forth the actions below to include the Selma Las Palmas Courtyard Apartments in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; and 4. Adopt the staff report findings as amended by the Commission. MOTION: Commissioner Milofsky put forth the actions below to include the Talbot-Wood Double Dwelling in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; and 4. Adopt the staff report findings as the findings of the Commission. MOTION: Commissioner Kanner put forth the action below, in conjunction with the Fritz Cottage: Determined that the property does not conform with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7. MOTION: Commissioner Kanner put forth the actions below to include the Major Kunkel Bungalow in the list of Historic-Cultural Monuments: 1. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; 2. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 3.
