CALL TO ORDER – CITY COUNCIL: Mayor Amabile called the Adjourned Joint City Council/Planning Commission Meeting to order at the hour of 5:00 p.m. CALL TO ORDER – PLANNING COMMISSION: Chairperson Hicks called the Adjourned Joint City Council/Planning Commission Meeting to order at the hour of 5:00 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Interim City Manager Gary Brizzee. ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Mayor Amabile, City Council Members Marcus Chavez, Deborah Lewis, and Evan Sanders. ABSENT: None. ROLL CALL – MEMBERS OF THE PLANNING COMMISSION PRESENT: Planning Commission Chairperson Gregory Hicks, Commissioners William McBride, Steven Nunes, and Rob Robinson. ABSENT: None. STAFF MEMBERS PRESENT: Interim City Manager Gary Brizzee, Human Resources Director/City Clerk Lucy Mallonee, City Attorney William A. Vaughn, Community & Economic Development Director Stacy Elms, Assistant Planner Justin Ragunton, and Planning Technician Haley Leonard. CONSIDERATION OF APPROVAL OF AGENDA – CITY COUNCIL: Motion by Chavez, seconded by Sanders to approve the agenda as submitted. The motion carried by the affirmative action of all City Council Members present. CONSIDERATION OF APPROVAL OF AGENDA – PLANNING COMMISSION: Motion by Hicks, seconded by Nunes to approve the agenda as submitted. The motion carried by the affirmative action of all Planning Commissioners present; McBride (arrived at 5:08 p.m.) PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL AND PLANNING COMMISSION ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY COUNCIL AND PLANNING COMMISSION; INCLUDING AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. Mayor Amabile opened the public forum. BLANCHE JORGE, resident of Los Banos, spoke on pet friendly community design standards, dog park master plan, and how some developers are creating pet friendly homes for individuals with special needs. No one else came forward to speak and the public forum was closed. JOINT MEETING TO DISCUSS THE COMMUNITY DESIGN STANDARDS. Erik Smith, Mark Thomas & Company, and Bruce Playle, Indigo Hammond and Playle Architects facilitated the discussion, which included a PowerPoint. Discussion item only; no action taken.
