AIRPORT ADVISORY COMMISSION MEETING MINUTES
NOVEMBER 17, 2020
ACTION MINUTES – These minutes are prepared to depict
action taken for agenda items presented to the Airport
Advisory Commission.
Special Note – This meeting was held by teleconference due to the
COVID-19 Pandemic.
CALL TO ORDER: Chairperson Anderson called the Airport Advisory Commission
Meeting to order at 5:02 p.m.
PLEDGE OF ALLEGIANCE: Commissioner Leonardo led the pledge of allegiance.
ROLL CALL – MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT:
Anderson, Blevins, Calhoun, Leonardo, Reed.
STAFF MEMBERS PRESENT: Public Works Director/City Engineer Fachin, Assistant
Public Works Director Pezeshk, Administrative Coordinator de Melo.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Leonardo, seconded by
Calhoun to approve the agenda as submitted. The motion carried by the affirmative
vote of all Airport Advisory Commission Members present.
CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR
MEETING OF OCTOBER 20, 2020: Motion by Leonardo, seconded by Reed to
approve the minutes as submitted. The motion carried by the affirmative vote of all
Airport Advisory Commission Members present.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON
ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE
CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE
TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5)
MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE
COUNCIL CHAMBER INFORMATIONAL TABLE. No comments were received and
the public forum was closed.
AIRPORT 2020 MONTHLY FUEL SALES REVIEW. Director/City Engineer Fachin
reported last October we sold about $16,000 in fuel; we sold about $30,000 in October
of 2020. PG&E has been doing work in our area recently to clean up power lines, and
has been purchasing lots of fuel. We are at 33% into the fiscal year for our projected
fuel revenue, and we are already at 70%, so it looks like our fuel sales will do very well,
this year. Fuel is our second most profitable line item, besides rentals. In a 50-mile
radius, are currently cheapest in price for JetA fuel and mid-range for the 100LL.
AIRPORT 2020/20121 REVENUE/EXPENDITURE UPDATE. Director/City Engineer
Fachin reported we have collected about 36% of revenue, and our expense are at about
23%. The budget is right on track. We will be releasing the $150,000 grant back to the
FAA, as we will not be using it this year. We received a $30,000 CARES grant from the
government, that will help out with PG&E and insurance. The rest of the budget is
running on track, and it appears that we will have no problems meeting our budget this
year.
PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Director/City Engineer
Fachin welcomed Commissioner Blevins to her first meeting. This is his last Airport
Commission Meeting, as he is retiring on December 15th. Reminded commissioners of
expiring terms. Encouraged commissioners to re-apply, with a December 18th deadline.
Typically, we do not meet in December. If the commission agrees, please remember to
adjourn this meeting to the January 19, 2021. Commissioner Calhoun asked if we have
reached out to Reid-Hillview Airport to let them know if they close down, we are ready to
take in their tenants. Director/City Engineer Fachin responded that we have not
reached out to any airports recently. We currently only have 3 hangars open, but will
work with anyone interested in renting our open hangars.
COMMISSION MEMBER REPORTS.
BLEVINS: Thanked the commissioner for welcoming her. She has 45 years of aviation
experience. Happy to be a part of the commission. Looking forward to working with
everyone.
CALHOUN: Welcome to Commissioner Blevins, and wishes Mark a happy retirement.
LEONARDO: Welcomed Jeri to the commission, and hopes Mark enjoys retirement.
REED: Welcome to Jeri, and wishes Mark a happy retirement.
ANDERSON: Wishes Mark a happy retirement, and welcome aboard to Jeri.
ADJOURNMENT: Commissioner Anderson adjourned the meeting to January 19,
2021, at the hour of 5:25 p.m.
