AIRPORT ADVISORY COMMISSION MEETING MINUTES
JANUARY 19, 2021
ACTION MINUTES – These minutes are prepared to depict
action taken for agenda items presented to the Airport
Advisory Commission.
Special Note – This meeting was held by teleconference due to the
COVID-19 Pandemic.
CALL TO ORDER: Chairperson Anderson called the Airport Advisory Commission
Meeting to order at 5:00 p.m.
PLEDGE OF ALLEGIANCE: Commissioner Leonardo led the pledge of allegiance.
ROLL CALL – MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT:
Anderson, Blevins, King, Leonardo, Reed.
STAFF MEMBERS PRESENT: Acting Public Works Director/City Engineer Pezeshk,
Administrative Coordinator de Melo.
NOMINATION AND SELECTION OF CHAIR AND VICE CHAIR FOR 2021: Motion by
Leonardo, seconded by Reed to select Dave Anderson as Chairperson for 2021. The
motion carried by the affirmative vote of all Airport Advisory Commission Members
present. Motion by King, seconded by Blevins to select Larry Leonardo as Vice
Chairperson for 2021. The motion carried by the affirmative vote of all Airport Advisory
Commission Members present.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Leonardo, seconded by
Reed to approve the agenda as submitted. The motion carried by the affirmative vote of
all Airport Advisory Commission Members present.
CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR
MEETING OF NOVEMBER 17, 2020: Motion by Leonardo, seconded by Reed to
approve the minutes as submitted. The motion carried by the affirmative vote of all
Airport Advisory Commission Members present.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON
ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE
CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE
TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5)
MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE
COUNCIL CHAMBER INFORMATIONAL TABLE. No comments were received and
the public forum was closed.
AIRPORT 2020 FUEL SALES REVIEW. Acting Director/City Engineer Pezeshk
reported JetA is currently $2.99/gallon. 100LL is $4.25/gallon. In a 50-mile radius, are
currently cheapest in price for JetA fuel and second cheapest for the 100LL. We sold a
slightly less fuel in December of 2020, than we did in December 2019. We continue to
keep our prices competitive, which results in a good amount of fuel sold each month.
AIRPORT 2020/20121 REVENUE/EXPENDITURE UPDATE. Director/City Engineer
Fachin reported we have collected about 81% of our projected fuel sales for the year,
are we are only a little more than 50% into the fiscal year. We will not be receiving the
$150,000 federal grant, as the future of the airport is uncertain at this time. The rest of
the revenue projections are on track at this time. We have expended about 29% of our
budgeted expenditures, but that number will go up as we complete the rest of the fiscal
year. We have set aside $177,500 for an airport consultant to update the Airport Master
Plan.
AIRPORT ADVISORY COMMISSION, MUNICIPAL CODE, CHAPTER 2, ARTICLE 5,
AS RELATED TO AIRPORT ADVISORY COMMISSION DUTIES. Acting Director/City
Engineer Pezeshk gave a review of the Municipal Code, as it pertains to the Airport
Commission.
ACTING PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Director/City
Engineer Fachin welcomed Commissioner King to his first meeting, and reported that
there has been ongoing weed abatement at the airport. Hangar G door was recently
repaired. The main hangar doors were painted last Fall. The battery backup for the
AWOS system was replaced. An electrician is coming out to repair the PAPI lights on
runway 14.
COMMISSION MEMBER REPORTS.
KING: Gave a brief review of his aviation experience, including military service in the
Air Force. Requested a tour of the airport facility and operations. Acting Director/City
Engineer Pezeshk said staff would arrange a tour, once COVID restrictions allowed it.
BLEVINS: Welcomed Commissioner King, and would also like a tour of the Airport,
when scheduled.
LEONARDO: Welcomed Commissioner King. Would also like to join the tour of the
Airport. Wishes everyone a happy new year, and wishes everyone to stay safe and
healthy.
REED: Welcomed Commissioner King. He was provided a tour by the previous
Operations Manager, but may want to take another tour, when arranged.
ANDERSON: Welcomed Commissioner King, and welcome back to the entire
commission from the holidays. Hopes in the future, we can promote the Airport a bit
more.
ADJOURNMENT: Chairperson Anderson adjourned the meeting to January 19, 2021,
at the hour of 5:33 p.m.
