CITY OF LOS BANOS AIRPORT ADVISORY COMMISSION MEETING MINUTES FEBRUARY 16, 2021 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the Airport Advisory Commission. Special Note – This meeting was held by teleconference due to the COVID-19 Pandemic. CALL TO ORDER: Chairperson Anderson called the Airport Advisory Commission Meeting to order at 5:02 p.m. PLEDGE OF ALLEGIANCE: Commissioner Leonardo led the pledge of allegiance. ROLL CALL – MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT: Anderson, Blevins, King, Leonardo, Reed. STAFF MEMBERS PRESENT: Acting Public Works Director/City Engineer Pezeshk, Administrative Coordinator de Melo. CONSIDERATION OF APPROVAL OF AGENDA: Motion by Reed, seconded by Blevins to approve the agenda as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present. CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR MEETING OF JANUARY 19, 2021: Motion by Reed, seconded by King to approve the minutes as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. Chairperson Anderson opened the public forum and ask the Commission Secretary if she had received any comments by email, for which Secretary de Melo stated that she received one comment from T. Hunter Lindemann stating as a tenant of 2 hangars at the airport, he is pleased with the overall condition of the airport and believes maintenance staff is doing a great job. He is concerned with the significant amount of Foreign Object Debris (FOD, rocks, sand, ect.) that has accumulated over time on the paved surfaces, which could create a hazard to the safe operation of aircraft and cause costly damage. Is aware of one aircraft that is undergoing propeller damage due to debris. Would like City to remove debris. Chairperson Anderson asked if know the exact location of the debris? Acting Public Works Director/City Engineer Pezeshk replied that the exact location was not reported to us, but once this complaint was received earlier in the day, the sweeper was sent out to sweep the paved areas, and clear up any debris. The sweeper was scheduled to sweep on February 24th, but we had someone go out and sweep sooner. Staff has determined that there may have been some vehicles that may have tracked some rocks and debris, as they have been driving up on the paved areas, attempting to repair the broken PAPI lights. Chairperson Anderson asked if a claim had been received for damages caused by debris recently. Acting Director/City Engineer Pezeshk stated that we are not aware of any recent claims or any other reports of debris. Commissioner Reed asked if we have a regular sweeping schedule for the runway. Acting Director/City Engineer Pezeshk stated we normally sweep quarterly, but we have increased the sweeping for the time being. Commissioners Reed and Leonardo inquired about daily inspections. Acting Director/City Engineer Pezeshk stated we are inspecting daily, and we will remain extra vigilant for the time being. Chairperson Anderson asked if we have a person who walked the runway every day, for a visual inspection. Acting Director/City Engineer Pezeshk stated we do not have staff available at this time to do daily walks, but we will remain on alert, and will address any concerns as needed. No additional comments were received and the public forum was therefore closed. AIRPORT 2021 FUEL SALES REVIEW. Acting Director/City Engineer Pezeshk reported JetA is currently $2.99/gallon. 100LL is $4.25/gallon. In a 50-mile radius, are currently cheapest in price for JetA fuel and second cheapest for the 100LL. In January 2021, we sold $4,850.89, compared to $9,042.29 in January 2020. Last year we had some helicopters doing PG&E pole surveys in the area, which helped our fuel sales. Our prices remain competitive. AIRPORT 2020/20121 REVENUE/EXPENDITURE UPDATE. Acting Director/City Engineer Pezeshk reported as previously mentioned, we will not be receiving the $150,000 federal grant, as the future of the airport is uncertain at this time. Revenue projections are on track at this time. We have expended about 33% of our budgeted expenditures, and appear that we will come in within budget by the end of June. Our hangars are almost all full, with only 2-3 vacant at this time. Chairperson Anderson asked if we had tried to find an airport that was interested in receiving our grant money. Secretary de Melo replied that our Airport Consultant Bob Wadell normally refers an airport to us, but this year, we did not find an airport that was interested. ACTING PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Acting Director/City Engineer Pezeshk reported we are continually handling weed abatement at the airport. We have been experiencing problems with the PAPI lights on the runway. We have had our electrician replace several different parts, and still continue with issues. Electrician is coming back out today to hopefully solve the issue. Our JetA fuel pump is currently down. Fuel provider will be out early next week to replace filters and service the unit. Commissioner Reed asked if the electrician was a City Employee, or a contractor. Acting Director/City Engineer Pezeshk answered it was a contractor. Chairperson Anderson asked what exactly the issue is with the PAPI lights. Acting Director/City Engineer Pezeshk stated will haven’t been able to determine the exact cause, but we will report back next meeting. Commission Reed asked if there was an alarm on the PAPI lights, or some kind of notification that they are not working. Acting Director/City Engineer replied he would research the answer, and report next meeting. COMMISSION MEMBER REPORTS. BLEVINS: No report. KING: Inquired about the Airport tour and when it might be held. Acting Director/City Engineer Pezeshk said staff will have to discuss logistics of providing a tour for everyone, considering staffing and COVID restrictions. LEONARDO: Thanked staff for being pro-active. Looking forward to the tour of the Airport. Would like to be included on the Airport tour and would like a report back on the PAPI lights. Is concerned that the City’s contracted electrician may not be qualified to fix the PAPI lights, and we may need to look into someone who specializes in runway lights. REED: Would like an update on if there is an alarm on the runway lights. Who generates the notams that informs the pilots? Acting Director/City Engineer Pezeshk responded that our maintenance staff generates the notams. ANDERSON: Keep up the good work with all the issues out there. Appreciates the tenants and public that keeps us informed of issues, so that we can take care of items that need to be addressed.
