CITY OF LOS BANOS AIRPORT ADVISORY COMMISSION MEETING MINUTES MARCH 16, 2021 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the Airport Advisory Commission. Special Note – This meeting was held by teleconference due to the COVID-19 Pandemic. CALL TO ORDER: Chairperson Anderson called the Airport Advisory Commission Meeting to order at 5:05 p.m. PLEDGE OF ALLEGIANCE: Commissioner Blevins led the pledge of allegiance. ROLL CALL – MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT: Anderson, Blevins, King; Leonardo excused; Reed arrived at 5:09 p.m. STAFF MEMBERS PRESENT: Acting Public Works Director/City Engineer Pezeshk, Administrative Coordinator de Melo. CONSIDERATION OF APPROVAL OF AGENDA: Motion by King, seconded by Blevins to approve the agenda as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present. CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR MEETING OF FEBRUARY 16, 2021: Motion by Blevins, seconded by King to approve the minutes as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. Chairperson Anderson opened the public forum and ask the Commission Secretary if she had received any comments by email, for which Secretary de Melo stated that no comments were received and the public forum was therefore closed. AIRPORT 2021 FUEL SALES REVIEW. Acting Director/City Engineer Pezeshk reported JetA is currently $2.99/gallon. 100LL is $4.25/gallon. In a 50-mile radius, are currently cheapest in price for JetA fuel and mid-range for the 100LL. In February 2021, we sold $8,722.18, compared to $9,983.26 in February 2020. Our prices remain competitive. AIRPORT 2020/20121 REVENUE/EXPENDITURE UPDATE. Acting Director/City Engineer Pezeshk reported the budget is on track. Revenue is holding steady. We currently only have one hangar vacancy. We are currently preparing the budget for Fiscal Year 2021-2022. ACTING PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Acting Director/City Engineer Pezeshk reported we continue to do routine items, such as weed abatement, mowing and spraying. We have replaced the filters on the JetA pump, and it is now working properly. Commissioner questions from last month’s meeting were answered. What was problem with PAPI lights? A transformer needed to be replaced. It has been replaced; runway lights are back to working properly. Is there an alarm to notify if the lights go out? No, there is no alarm system. We do visual inspections every day (excluding weekends). Is electrician certified in airport lighting? No, he is a licensed electrician, but not airport certified. He calls the help line of the manufacturer/supplier of the lighting when we have an issue, and they talk him through the process of identifying the problem and how to correct it. Is there a sweeping schedule? We have been monitoring the debris (FOD) daily, and runways have already been swept twice this month. We will continue to monitor and plan on purchasing a blower to clear the runway more often without damaging the pavement. When will we have the Airport tour? Staff is waiting for better weather. We could utilize the Recreation van and take everyone at once, but we have to wait until Covid restrictions ease up. Otherwise, we may be able to do a tour sooner if we take 2 Commissioners at a time. Chairperson Anderson stated he is willing to wait for better weather. Commissioner King stated he is good with going 2 at a time or waiting for a later time. Commissioner Reed stated he has already toured the Airport, so he is not interested at this time. Commissioner Blevins stated she was fine with going 2 at a time or waiting for a later time. COMMISSION MEMBER REPORTS. BLEVINS: Glad to know that everything has been repaired. Asked if the pilots were notified that the JetA pump was down. Staff responded that a notam had been issued, notifying air traffic. KING: Encouraged staff to look into the “FOD Boss” for debris removal on the runway. LEONARDO: Excused. REED: Is familiar with the FOD Boss. How do we close the runway for maintenance? Acting Director/City Engineer Pezeshk stated he will look into it, and report on this question at the next meeting. ANDERSON: Has responded with the Fire Department during a runway closure, and there is a non-lit indicator that is laid across the runway. Appreciated the graphs that used to come with the fuel sales reports. Thanked staff for getting garbage service going again in his area of town.
