The meeting was called to order at 4:00 p.m. Call to Order
Present: LBUSD: Superintendent Mark Marshall, Board Member Ray Martinez, Roll Call
City Council Member Tom Faria, Mayor Mike Villalta, Board Member Anthony
Parreira, Board Member Anahi Rodriguez. Absent: City Manager Alex Terrazas
Also in Attendance: Asst. Superintendent of Administrative Services, Don
Laursen, Police Chief Gary Brizzee, Public Works Director, Mark Fachin
On Motion by Board Member Parreira, seconded by Board Member Martinez, the Approval of
Committee approved the agenda as submitted. Ayes: Faria, Marshall, Martinez, Agenda
Parreira, Rodriguez, Villalta; Noes 0, Absent: Terrazas. Motion carried.
No one came forward during the public forum. Public Forum
On Motion by Board Member Martinez, seconded by City Council member Tom Approval of
Faria, the Committee approved the minutes as submitted. Ayes: Faria, Marshall, Minutes
Martinez, Parreira, Rodriguez, Villalta; Noes 0, Absent: Terrazas. Motion carried.
Asst Superintendent Laursen said that engineers from Hostetler are interested in Traffic Light at B
doing a cost share with the district for the traffic signal at B Street. They are St/ Place Rd
hoping to have it installed by April. Currently waiting on PGE. The District will Widening
be getting reimbursed up to $500,000 from the city traffic funds for their part of
this project. Costs above that amount will be shared. There was discussion
regarding speed bumps on residential streets. Mayor Villalta was under the
impression that the District was going to be paying for them and others thought it
was coming out of City funds.
Asst Superintendent Laursen said that the bid approval for the new elementary New Elementary
school was approved at the February 14th Board of Education meeting. Bernard School Update
Brothers submitted the winning bid as the general contractor.
Dr. Marshall talked about the ongoing issues surrounding the 7th St. pool structure Demolition of 7th
and the need to have it demolished. There have been transients frequently using Street Pool
the facility as shelter and graffiti has been a problem. He said it was only a matter
of time before some gets injured. The district is beginning the process of
researching the steps into demolishing the structure. Because of the age of the
structure and the possible environmental impact, it is going to be a complicated
process. Councilman Tom Faria asked that the two pillars that have the bronze
plaques commemorating Westside Union High School not be demolished. Board
Member Martinez asked Mayor Villalta about the city building a new pool. Mayor
Villalta stated that there was simply no money for the project. The funds for the
initial building could possibly be raised by a grant or donations but the ongoing
costs of upkeep are approximately $250,000 to $300,000 per year. He also said it
would be more of a possibility if it was a joint venture with the District, but not as
a standalone project for the City.
Dr. Marshall stated that the groundbreaking ceremony for the new elementary Groundbreaking
school was scheduled for March 11 th • Mark Fachin told the district that they for B St.
needed to go City Hall to get a special event permit and Chief Brizzee said that he Elementary
would take care of getting volunteers to assist with parking.
