Los Banos Unified School District/City of Los Banos 2x3 Meeting Minutes Tuesday, May 14,2019 4:30 p.m. - District Office The meeting was called to order at 4:30 p.m. Call to Order Present: LBUSD: Superintendent Mark Marshall, Board Member Ray Martinez, Roll Call City Council Member Tom Faria, Mayor Mike Villalta, Board Member Anthony Parreira, Board Member Anahi Rodriguez, Alex Terrazas. Absent: None Also in Attendance: Asst. Superintendent of Administrative Services, Don Laursen. The agenda had one correction. Item 2 Traffic Light at B Street should have said Approval of Traffic Light on Mercey Springs and San Luis. On Motion by Board Member Agenda Parreira, seconded by City Council Member Faria, the Committee approved the agenda as revised. Ayes: Faria, Marshall, Martinez, Parreira, Rodriguez, Terrazas, Villalta; Noes 0, Absent: O. Motion carried. No one came forward during the public forum. Public Forum On Motion by Board Member Parreira, seconded by Board Member Martinez, the Approval of Committee approved the minutes as submitted. Ayes: Faria, Marshall, Martinez, Minutes Parreira, Rodriguez, Terrazas, Villalta; Noes 0, Absent: 0 Motion carried. Board Member Martinez asked about the possibility of a traffic light at the T- Traffic Light intersection of San Luis St. Mercey Springs. City Manager Terrazas stated that it Mercey Springs is a State Highway and Cal Trans has already been approached regarding this and San Luis St. intersection. He suggested that a joint letter between the District and the City be drafted to Cal-Trans. Mayor Mike Villalta said that Assemblyman Adam Gray deserves a lot of the credit for getting the H.A.W.K. system installed in a timely manner and that Senator Anthony Cannella was instrumental in getting the H.A.W.K. system at Mercey Springs. Asst Superintendent Laursen said that Eric Hall and Associates are in the Master Facilities information gathering steps of producing a Facilities Master Plan for the District. Plan They are going back 10 years to collect data. They will be visiting each site soon. They are meeting tomorrow. Hopefully this will make the District proactive rather than reactive in the way facilities upkeep is handled. Asst Superintendent Laursen gave an update on the construction of the new New Elementary elementary school. Lab testing has been completed, the ground is being School Update compacted, the fencing is up and the project at this point is on track. There is a negative change order of about $80,000.00. At this time there is no covered shade structure in the plans. Creekside Junior High had one in the original plans but it was value engineered out. Speed bumps on Palermo were discussed and Gene Lieb, Editor of the Los Banos Enterprise is getting a petition for speed bumps to be installed. The City asked that the District work with them on the main thoroughfare and that they would handle the rest. Dr. Marshall talked about the ongoing issues surrounding the 7th St. pool structure Demolition of and the need to have it demolished. He asked the City how much it cost for the 7th Street Pool building downtown to be demolished. City Manger Terrazas thought it was over Structure $200,000.00 he also said that the City was writing a grant to renovate Pacheco Park and that they could possibly write the demolition of the structure into the grant. It was suggested to get an engineer to estimate the cost of the demolition. Part of the monies proposed in the grant will be spent on landscaping and an aquatic splash pad. It was asked who owned the Library building. The County owns the building that the library is housed in, but not the land. The City owns the Scout Hut. It was suggested that working together would be beneficial in getting these projects accomplished. Dr. Marshall stated that the District is applying for a grant for School Safety and Programs for Violence Prevention. Board Member Martinez asked if there were programs that Troubled Youth the city offered for troubled youth. City Manager Terrazas shared that the city will Adjournment be looking into starting a youth division Volleyball league for ages 9-14, a Soccer Program for ages 10-18, an evening Basketball League for ages 12-18, and a Youth flag Football League. Board Member Martinez asked if there was a group that would be bringing or referring youth to these programs. He said he believed we needed an outreach group like the Firehouse Program. It was discussed that the biggest issues are drug use as opposed to gangs. The Boys and Girls Club was discussed. It takes approximately $300,000.00 to run. Board Member Martinez is proposing a city wide talent show. Council Member City Wide Faria asked if rock bands would be included as they present a different set of Talent Show issues for talent shows. City Manager Alex Terrazas said that the City was not in a position to lead the effort. It was suggested that volunteers to lead an event like that is the key as it takes a lot of planning and coordination. It was suggested to coordinate with the Tomato Fest in October. Superintendent Marshall said he would coordinate a meeting with Ronda Lowe to brainstorm ideas about how she organizes open mic nights. Board Member Rodriguez asked about events for children with special needs. She Open Agenda suggested a walk a thon. City Manager Terrazas said that the Fire Department hosted an event for Autistic Children. He suggested connecting with service clubs to try to tie it in to Exceptional Children's Week he said that he believes that people would be willing to participate.
