CITY OF LOS BANOS TRAFFIC SAFETY COMMITTEE MEETING MINUTES October 7, 2025 ACTION MINUTES- These minutes are prepared to depict action taken for agenda items presented to the Traffic Safety Committee. CALL TO ORDER: Police Chief Reyna called the Traffic Safety Committee Meeting to order at the hour of 2:02 p.m. ROLL CALL - MEMBERS OF THE TRAFFIC SAFETY COMMITTEE PRESENT: Paul Tualla, Fire Chief (Fire Department), Ray Reyna, Police Chief (Police Department), Joe Heim, Acting Public Works Director (Public Works), Stacy Souza Elms, Community & Economic Development Director (CED Department), Steven Nunes, Planning Commissioner (Planning Commission). STAFF MEMBERS PRESENT: Sara Blevins, Human Resources Analyst, Carlos Granillo, Public Works Operations Manager. APPROVAL OF AGENDA: Motion by Heim, seconded by Nunes to approve the agenda as submitted. The motion carried by the affirmative action of all committee members present. APPROVAL OF MINUTES: Motion by Elms, seconded by Nunes to approve the October 7, 2025 Traffic Safety Committee Meeting minutes as submitted. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COMMITTEE ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY: INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. VICTOR DOMINGUEZ, lives on Page avenue and spoke to the need of slowing down traffic speed on that street. It is hard to back out of his driveway. He introduced his neighbors and asked them to come up and let them know the issue. MARY ZABALBEASCOA, has been in the neighborhood forever ever since the high school was built and she explained how Madison Avenue people are flying down the street because it's a straight shot down to 7th Street and at certain times of day, that is very dangerous - she explained the times of day where it's really bad. The measurement from Madison to 7th street is 4/10 of a mile and there are 32 homes and people are trying to back out of their driveways and keep the children safe. She has signatures from all 32 homes in support of a speed cushion request. Most important reason for this is to keep the children and grandchildren in the neighborhood safe. VICTOR DOMINGUEZ, got back up to speak and spoke to the other streets in the area that all have the stop signs at the intersections. They just want to feel safe in their neighborhood. They want to see something at the corner at 6th Street and Page Avenue and they thanked the committee. MARIANNE RAMOS, the stop sign isn't great as she used to live on Tyler and the stop signs don't stop anything. She prefers to see the speed cushions there because even though the road, they still zoom down it. REVIEW OF SPEED CUSHION REQUEST FOR MADISON AVENUE BETWEEN 1orH AND 11rH STREET. Public Works Operations Manager Granillo spoke to how the speed trackers will be placed in the area to see if the area in question fits the criteria needed for speed cushions. Item to be continued to next meeting. STUDY OF VINEYARD DRIVE BETWEEN STONEWOOD DRIVE AND NANTES AVNUE FOR ANY APPROPRIATE/NEEDED TRAFFIC SAFETY MEASURES. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduce these studies and that they should be ready for action at the next meeting. Item to be continued to next meeting. STUDY REGARDING A REQUEST FOR A 3-WAY STOP AT THE INTERSECTION OF PAGE AVENUE AND 5TH STREET. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduce these studies and that they should be ready for action at the next meeting. Item to be continued to next meeting. CONSIDERATRION OF A REQUEST TO INSTALL A 4-WAY STOP AT THE INTERSECTION OF grH STREET AND J STREET. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduce these studies and that they should be ready for action at the next meeting. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduct these studies and that they should be ready for action at the next meeting. Item to be continued to next meeting. CONSIDERATION OF REPLACING CROSSWALK SIGNS AT BADGER FLAT ROAD AND WOODBRUSH AVENUE WITH FLASHING CROSSWALK SIGNS. Director Elms  spoke to how similar items from the past have been surfaced and it involves school pedestrian traffic and feels the school district should have some sort of hand in the solution to this concern. She is asking if we can bring the item forth at the next LBUSD/City 2x3 Committee Meeting. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduct these studies and that they should be ready for action at the next meeting. Police Chief Reyna spoke to how the Police Department is still in the process of obtaining a consultant to conduct these studies and that they should be ready for action at the next meeting. Item to be continued to next meeting. COMMITTEE MEMBER COMMENTS Acting Director Heim thanked the Streets crew for all the work they completed from the last Traffic Safety Committee Meeting. Police Chief Reyna thanked the members of the public for attending and explained that the speed cushion request policy is in place for this exact reason. ADJOURNMENT.
