CITY OF LOS BANOS TRAFFIC SAFETY COMMITTEE MEETING MINUTES January 6, 2026 ACTION MINUTES- These minutes are prepared to depict action taken for agenda items presented to the Traffic Safety Committee. CALL TO ORDER: Police Chief Reyna called the Traffic Safety Committee Meeting to order at the hour of 2:09 p.m. ROLL CALL - MEMBERS OF THE TRAFFIC SAFETY COMMITTEE PRESENT: Paul Tualla, Fire Chief (Fire Department), Ray Reyna, Police Chief (Police Department), Joe Heim, Acting Public Works Director (Public Works), Stacy Souza Elms, Community & Economic Development Director (CED Department), Nirorn Than, City Manager. STAFF MEMBERS PRESENT: Sara Blevins, Human Resources Analyst, Carlos Granillo, Public Works Operations Manager, James Cozad, City Engineer. APPROVAL OF AGENDA: Motion by Heim, seconded by Nunes to approve the agenda as submitted. The motion carried by the affirmative action of all committee members present. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COMMITTEE ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. No one came forward to speak. REVIEW OF SPEED CUSHION REQUEST FOR MADISON AVENUE BETWEEN 1QTH AND 11TH STREET. Operations Manager Granillo stated that staff is still processing and reviewing this request. Motion by Director Elms, seconded by Chief Tualla to move this item to the next Traffic Safety Committee meeting. The motion carried by all committee members present. STUDY OF VINEYARD DRIVE BETWEEN STONEWOOD DRIVE AND NANTES AVENUE FOR ANY APPROPRIATE/NEEDED TRAFFIC SAFETY MEASURES. There was discussion amongst committee members regarding what type of study is required in this area for which City Manager Than stated that he would like this particular request to be a part of the upcoming speed study that is happening next fiscal year. He stated this item can be removed from the agenda for further consideration. Motion by Elms, seconded by Via to have this item added to the speed study that is occurring next fiscal year and to remove it from further consideration by the Traffic Safety Committee. The motion carried by all committee members present. STUDY REGARDING A REQUEST FOR A 3-WAY STOP AT THE INTERSECTION OF PAGE AVENUE AND 5m STREET. Chief Reyna provided a brief history of the item and how initially it came through as a stop sign request, but that these individuals who brought this request forward are now seeking a to get speed cushions in the area and that they have already obtained signatures from all the homeowners on the street. City Manager Than spoke to how these requests for consideration by the Traffic Safety Committee should be provided to staff ahead of time before being put on the agenda so that way they can determine early on if the request is even an appropriate measure to the situation. Motion by Elms, seconded by Tualla to continue this item to the next meeting as a Speed Cushion request instead of a stop sign request. The motion carried by all committee members present. CONSIDERATION OF A REQUEST TO INSTALL A 4-WAY STOP AT THE INTERSECTION OF grH STREET AND J STREET. Chief Reyna spoke to the item and how it requires a study and that City staff is still in the works to get these studies done accordingly. City Manager Than further stated what the traffic volume requirements are for a 4-way stop and that this item would need to wait for after Spring in order to get the correct measurements. Motion by Elms, seconded by Via to continue this item to the next meeting for further consideration and to discuss when a proper study can be done. The motion carried by all committee members present. CONSIDERATION OF A REQUEST FOR STOP SIGNS AT THE INTERSECTION OF 4rH STREET AND J STREET. City Manager Than requested that staff take a look at the accident history in this area prior to approving or denying this request. Motion by Via, seconded by Tualla to direct staff to take a look at the accident history in this are and to continue to this item to the next Traffic Safety Committee meeting for further consideration. The motion carried by all committee members present. CONSIDERATION OF A REQUEST FOR STOP SIGNS AT THE INTERSECTIONS OF F STREET AND SAN JUAN STREET AND F STREET AND SANTA RITA AVENUE. Director Elms spoke to the line of sight and how she can see that curve being an issue. City Manager Than stated that it would be beneficial to place the speed box at these intersections in order to gather data. Motion by Tualla, seconded by Elms to place the speed box at these locations in order to gain a volume/speed count and to continue this item to the next Traffic Safety Committee meeting for further consideration. CONSIDERATION OF A REPLACING CROSSWALK SIGNS AT BADGER FLAT ROAD AND WOODBRUSH AVENUE WITH FLASHING CROSSWALK SIGNS. City Manager Than spoke to how this request came in from someone whose daughter goes to that school in the area and that he notices cars are not yielding at this intersection. New Business Item C is an item that will encompass a study of various intersections for possible implementation of rectangular rapid flashing beacons and that this intersection can be added to that future study. He requested that the City Engineer also review the intersection to ensure the sign placement in the area is appropriate. Director Elms stated that the School District should help mitigate these issues because that particular neighborhood was not designed for that large of a school. Motion by Elms, seconded by Via to add this intersection as a part of consideration of New Business Item C: Discussion of pilot program to study and implement rectangular rapid flashing beacons at various locations in town. Additionally, conversations should be had with school district staff regarding the intersection and issues at hand. CONSIDERATION OF REPLACING YIELD SIGN WITH A STOP SIGN AT THE INTERSECTION OF M STREET AND 5TH STREET (MAIN STREET}. City Manager Than spoke to how many parents use this intersection to walk their kids across the street to the school and how this is an enforcement issue. He further spoke to a new law and how that law would prohibit cars from parking within 20 feet of a crosswalk. Motion by Elms, seconded by Via to remove this item from the agenda for further consideration. The motion carried by the affirmative action of all committee members. STUDY OF CORNER OF INTERSECTION OF ROCKPORT COURT AND WESTMINSTER WAY FOR ANY APPROPRIATE/NEEDED TRAFFIC SAFETY MEASURES. Chief Reyna spoke to the request and how he has provided the requester with a speed cushion packet for completion. Director Elms spoke to that development and how there is a condition of approval to control the traffic in that area and that this may mitigate the issue. City Manager Than asked that staff paint a center line on the road and install speed recommendation signs for the cuNe. He stated no motion was necessary. CONSIDERATION OF A REQUEST FOR RED CURB OR "NO PARKING" SIGNS AT THE CORNER OF CORONADO DRIVE AND SEGUNDO STREET WHERE THE FIRE HYDRANT IS LOCATED. City Manager Than stated that this is an enforcement issue in itself and stated no motion is necessary. DISCUSSION OF PILOT PROGRAM TO STUDY AND IMPLEMENT RECTANGULAR RAPID FLASHING BEACONS AT VARIOUS LOCATIONS IN TOWN INCLUDING THE FOLLOWING LOCATIONS: 1. Mid-block crossing east of Hillview Drive and Page Avenue 2. Intersection of 7th Street and E Street 3. Mid-block crossing at East B Street in front of Miano Elementary School 4. Intersection of West I Street and Delaware Avenue 5. West J Street and West I Street 6. Overland Avenue and N Jrd Street City Manager Than spoke to how there is a high volume of school traffic at all of these locations and Council would like to see more of the Rectangular Rapid Flashing Beacons launched in these areas as a part of the pilot program. There was discussion regarding funding and whether the School District would assist with the cost for which City Manager Than stated that these conversations and discussions would be had at future 2x3 meetings between the City and the School District.
