MINUTES VILLAGE OF LOS LUNAS THURSDAY, JANUARY 22, 2014 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, January 22, 2015 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Gerard Saiz, Councilwoman Paulette Sanchez-Montoya, Councilman Gino Romero and Councilwoman Amanda Perea. Mayor: Charles Griego Mayor Pro Tem: Amanda Perea Council: Gerard Saiz Paulette Sanchez-Montoya Gino Romero Also present were: Gregory D. Martin, Debra Sanchez, Richard & Delberta Nemitz, Luis Chavez, David Foreman, Kindred Foreman, Steven Walker, Z.B.C., Michael Laws, Rumaldo Carrillo, Bob Anderson, Sandy Schauer, Jim Rickey, Naithan Gurule, Michael Jaramillo, and Deborah Fox. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:  CALL MEETING TO ORDER.  PLEDGE OF ALLEGIANCE.  APPROVAL OF AGENDA.  PUBLIC INPUT FORUM. 1. SENIOR FITNESS / SENIOR OLYMPICS. 2. MUNICIPAL LOCAL OPTION GROSS RECEIPTS TAX. 3. REQUEST PERMISSION TO FILL OFFICE SPECIALIST POSITION IN THE ADMINISTRATION DEPARTMENT. 4. REQUEST PERMISSION TO FILL VACANT POLICE OFFICER POSITION IN THE POLICE DEPARTMENT. 5. EXECUTIVE SESSION: a) Hire Recreation Aide – Recreation Division / Community Services Department. b) Appointment of Fire Chief – Fire Department. 6. APPROVAL OF MINUTES. a) Minutes of January 8, 2015. b) Minutes of Special Meeting November 26, 2014. 7. ADJOURNMENT.  CALL MEETING TO ORDER. At 6:00 PM, Mayor Charles Griego brought the meeting to order and welcomed the audience.  PLEDGE OF ALLEGIANCE. Mayor Griego asked James Rickey to lead the Mayor, Council and audience in the Pledge of Allegiance.  APPROVAL OF AGENDA. Mayor Griego asked if there were any changes/corrections to the agenda – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve agenda MOVED: Councilman Romero SECONDED: Councilman Saiz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST.  PROCLAMATION – Senior Fitness Month. Councilman Saiz read the proclamation to the Mayor, Council and audience.  PUBLIC INPUT FORUM. None. 1.SENIOR FITNESS / SENIOR OLYMPICS. Mr. Nick Blea presented item one. Mr. Blea is the President of the Senior Olympics Board for Valencia County. He also thanked the Mayor/Council for the proclamation presented earlier. Mr. Blea wants to encourage citizens 50 and over in Valencia County to log 50 to 100 miles of exercise in 100 days. Participants will keep an exercise log supplied by the Senior Olympics. Those individuals reaching the 50 mile mark will receive a Certificate of Completion those earning 100 miles or more will receive a Certificate of Completion signed by their local City/Village Mayor and a lapel pin. The municipality earning the most miles will win a banner and have bragging rights. (For informational purposes only). 2. MUNICIPAL LOCAL OPTION GROSS RECEIPTS TAX. Ms. Monica Clarke presented item two. We visited this topic back in October 2014 and that time, it was for informational purposes only. Council was provided a taxing authority schedule that showed all the local option taxes and special taxes, state/county/village shared. The county did implement the GRT taxes, one being the New Mexico Hold Harmless and the Correctional Facility tax. Those two increased the GRT in the village city limits, so the information we showed you in October is outdated. This new schedule shows what the county is imposing for January 2015 – it shows at 8.0625%. The Village was looking at implementing the .25% on the local option tax. If approved, this would be effective July 1, 2015 and the GRT tax would go up to 8.3125%. Next step would be to start and ordinance and public notice. Mayor Griego asked if Council had any questions, there were none. Deadline to have information to Tax and Revenue is March 1st. (For informational purposes only). 3. REQUEST PERMISSION TO FILL OFFICE SPECIALIST POSITION IN THE ADMINISTRATION DEPARTMENT Ms. Monica Clarke presented item three. Ms. Clarke is requesting permission to from Mayor/Council to fill the Office Specialist Position recently vacated by Ms. Theresa Pino. Ms. Pino was promoted to the Payroll/HR Specialist position. The Office Specialist position is currently being covered by staff from Administration and Community Development. This request is to advertise internally and if required, to advertise externally to fill the position. Mayor Griego asked if the Council had any comments – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve MOVED: Councilwoman Sanchez-Montoya SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 4. REQUEST PERMISSION TO FILL VACANT POLICE OFFICER POSITION IN THE POLICE DEPARTMENT. Police Chief Naithan Gurule presented item four. Chief Gurule is requesting permission from Mayor/Council to fill the Police Officer position in the Police Department. Officer Micah Bogue accepted a position with the New Mexico Department of Public Safety. Mayor Griego asked Council if they had any questions, there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve MOVED: Councilwoman Sanchez-Montoya SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 5. EXECUTIVE SESSION. Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15- 1, that the following matters would be discussed in closed session: hire Recreation Aides and appoint a new Fire Chief. APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilman Romero SECONDED: Councilwoman Sanchez-Montoya CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Lovato – yes; Councilman Saiz – yes) FOR AND 0 AGAINST. Adjourned at 6:27 p.m. At 7:19 p.m., Mayor Griego asked for a motion to reconvene to go back into open session after discussing: hiring a Recreation Aides and appoint a Fire Chief. APPROVAL: Motion to reconvene in open session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilwoman Perea SECONDED: Councilwoman Sanchez-Montoya CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Lovato – yes; Councilman Saiz – yes) FOR AND 0 AGAINST. Regarding the hiring of Recreation Aides – Mayor Griego put up the name of Angela Dennison. APPROVAL: Motion to approve MOVED: Councilman Saiz SECONDED: Councilwoman Montoya CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Lovato – yes; Councilman Saiz – yes) FOR AND 0 AGAINST. Regarding the hiring of Recreation Aides – Mayor Griego put up the name of Nico Williams. Regarding the appointment of the Fire Chief, Mayor Griego put up the name of John Gabaldon. VILLAGE OF LOS LUNAS REGULAR COUNCIL MEETING AGENDA THURSDAY, JANUARY 22, 2015 – 6:00 PM COUNCIL CHAMBERS ‐ 660 MAIN STREET PLEASE TURN OFF ALL ELECTRONIC DEVICES DURING MEETING – THANK YOU  CALL MEETING TO ORDER.  PLEDGE OF ALLEGIANCE.  APPROVAL OF AGENDA.  PROCLAMATION – SENIOR FITNESS MONTH.  PUBLIC INPUT FORUM. The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. MUNICIPAL LOCAL OPTION GROSS RECEIPTS TAX. TAB 2. ACTION REQUESTED OF COUNCIL: For informational purposes only. BACKGROUND AND RATIONALE: To provide Council with information on the .25% Municipal Local Option Gross Receipts Tax. MONICA CLARKE 3. REQUEST PERMISSION TO FILL OFFICE SPECIALIST POSITION IN THE ADMINISTRATION DEPARTMENT. TAB 3. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The incumbent Office Specialist, Ms. Theresa Pino, has been promoted to the Payroll/HR Specialist position. The Office Specialist position is currently vacant and is being covered by existing staff in the Administration and Community Development Departments. The Office Specialist position offers the first impression to the Village of Los Lunas and is vital to the smooth operation of our organization. In addition to reception duties, the Office Specialist also works with the accounting staff offering services related to the processing of purchase orders and accounts payable data entry. It is not feasible to absorb these job duties by the existing employees of the Administration and Community Development Departments. This request is to advertise internally and if required, to advertise externally to fill the position. NAITHAN GURULE 4. REQUEST PERMISSION TO FILL VACANT POLICE OFFICER POSITION IN THE POLICE DEPARTMENT. TAB 4. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: I am respectfully requesting permission to fill the vacant Police Officer position that exists in the Police Department. Officer Micah Bogue accepted a position with the New Mexico Department of Public Safety, Special Investigations Division. Officer Bogue submitted her letter of resignation, effective January 16, 2015. 5. EXECUTIVE SESSION – pursuant to NMSA 1978 Section 10‐15‐1(H), the following matters will be discussed in closed session: TAB 5. a) Hire Recreation Aide – Recreation Division/Community Services Department. b) Appointment of Fire Chief – Fire Department. 6.
