MINUTES VILLAGE OF LOS LUNAS THURSDAY, JANUARY 21, 2016 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, January 21, 2016 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilwoman Paulette Sanchez-Montoya, Councilwoman Amanda Perea, Councilman Gerard Saiz and Councilman Gino Romero. Mayor: Charles Griego Mayor Pro Tem: Gerard Saiz Council: Amanda Perea Paulette Sanchez-Montoya Gino Romero Also present were: Gregory D. Martin, Debra Sanchez, Chris, Sandy Schauer, Robert Anderson, Jerome Thompson, James Taylor, Jim Rickey, Deborah Fox, Michael Ogas, Joe Gonzales and Greg Clarke. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:  CALL MEETING TO ORDER.  PLEDGE OF ALLEGIANCE.  APPROVAL OF AGENDA.  PUBLIC INPUT FORUM. 1. RECOGNITION – FRIENDS OF THE EL CERRO DE LOS LUNAS PRESERVE. 2. ORDINANCE 278-2016-1 – AN ORDINANCE PROVIDING FOR THE CHANGE IN ZONING OF A DESIGNATED AREA WITHIN THE MUNICIPALITY OF LOS LUNAS, COUNTY OF VALENCIA, STATE OF NEW MEXICO. 3. PRECINCT BOARD FOR MARCH 1, 2016 MUNICIPAL ELECTION. 4. DISPOSAL OF 1996 CHEVY TAHOE, SEIZURE VEHICLE. 5. EXECUTIVE SESSION: a) Property acquisition – Old Monte Vista Mobile Home Park. 6. TRAVEL: IN-STATE / OUT-OF-STATE. 7. APPROVAL OF MINUTES: A) Minutes of January 7, 2016 8. ADJOURNMENT.  CALL MEETING TO ORDER. At 6:00 PM, Mayor Charles Griego brought the meeting to order and welcomed the audience.  PLEDGE OF ALLEGIANCE. Mayor Griego asked Mr. James Taylor to lead the Mayor, Council and audience in the Pledge of Allegiance.  APPROVAL OF AGENDA. Mayor Griego asked if there were any corrections/additions to the council agenda - Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve revised agenda MOVED: Councilman Saiz SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST.  PUBLIC INPUT FORUM. None. 1. RECOGNITION – FRIENDS OF THE EL CERRO DE LOS LUNAS PRESERVE. Mr. Jason Duran recognized Mr. Niles McCall and Mr. Jeff Caldwell for their dedication to fixing and maintaining the preserve trails. Certificates were handed out to the individuals for their commitment and dedication. 2. ORDINANCE 278-2016-1 – AN ORDINANCE PROVIDING FOR THE CHANGE IN ZONING OF A DESIGNATED AREA WITHIN THE MUNICIPALITY OF LOS LUNAS, COUNTY OF VALENCIA, STATE OF NEW MEXICO. Mayor Griego asked for a motion to adjourn from regular session and reconvene in a public hearing. APPROVAL: Motion to approve MOVED: Councilwoman Perea SECONDED: Councilman Saiz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve zone change per recommendation of Planning & Zoning MOVED: Councilman Romero SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 3. PRECINCT BOARD FOR MARCH 1, 2016 MUNICIPAL ELECTION. Mr. Gregory Martin presented item three. Mr. Martin presented the names of the precinct board that would be working the municipal election on March 1, 2016. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve MOVED: Councilwoman Sanchez-Montoya SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 4. DISPOSAL OF 1996 CHEVY TAHOE, SEIZURE VEHICLE. Mr. Naithan Gurule presented item four. This vehicle was seized in 2012 and is no longer mechanical sound and is not useful to the Police Department. Because this is a seized vehicle it will be crushed per court order. Mayor Griego asked if there were any comments from the Council – there were none. APPROVAL: Motion to approve MOVED: Councilman Romero SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 5. EXECUTIVE SESSION. Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1, that the following matters would be discussed in closed session: discuss property acquisition – old Monte Vista Mobile Home Park. APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilman Romero SECONDED: Councilman Saiz CARRIED: Motion passed on a vote of 4 (Councilwoman Perea – yes; Councilman Romero – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya) FOR AND 0 AGAINST. Adjourned at 6:21 p.m. At 7:30 p.m., Mayor Griego asked for a motion to reconvene to go back into open session after discussing: discuss property acquisition – old Monte Vista Mobile Home Park. APPROVAL: Motion to reconvene in open session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilman Romero SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilwoman Perea – yes; Councilman Romero – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. We have directed staff to meet and discuss possible financing options and potential use with other potentials users in the future. 6. TRAVEL: IN-STATE / OUT-OF-STATE. Mayor Griego asked if there were any questions regarding the travel – there were no questions. APPROVAL: Motion to approve all travel MOVED: Councilman Saiz SECONDED: Councilwoman Perea CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya – yes) FOR AND 0 AGAINST. 7. MINUTES. Mayor Griego asked if there were corrections or additions to the council minutes of January 7, 2016 – there were none. MOTION: Motion to approve minutes MOVED: Councilwoman Perea SECONDED: Councilwoman Sanchez-Montoya CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilwoman Sanchez-Montoya - yes) FOR AND 0 AGAINST. 8. MARTIN, VILLAGE ADMINISTRATOR CHARLES GRIEGO, MAYOR MINUTES VILLAGE OF LOS LUNAS THURSDAY, JANUARY 21, 2016 PUBLIC HEARING (Commenced at 6:15 P.M.) 1. ORDINANCE 278-2016-1 – AN ORDINANCE PROVIDING FOR THE CHANGE IN ZONING OF A DESIGNATED AREA WITHIN THE MUNICIPALITY OF LOS LUNAS, COUNTY OF VALENCIA, STATE OF NEW MEXICO. Ms. Christina Ainsworth presented item two. This zone change is for the property at 135 Sichler Road for the purpose of allowing an office. The property is currently zoned incorrectly for an office tenant and therefore Mr. Sichler wishes to change the zoning from R-1 to C-1. The Planning & Zoning Commission did meet and recommended approval. Councilman Romero asked what it was going to be used for. Mr. Chris Sichler replied said it would be used as an office space. He did also mention that eventually they would like to remodel this building. Mayor Griego asked if there was anyone from the audience who wanted to speak for or again the zone change – there were none. Mayor Griego asked to close the public hearing and Council would go back in to open meeting. MOTION: motion to close public hearing and go back in to regular meeting MOVED: Councilwoman Perea SECONDED: Councilman Romero ROLLCALL: vote of 4 (Councilman Romero – yes; Councilwoman Perea – yes; Councilman Saiz – yes; Councilman Sanchez-Montoya - yes) FOR AND 0 AGAINST.
