MINUTES VILLAGE OF LOS LUNAS THURSDAY, FEBRUARY 7, 2019 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, February 7, 2019 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Christopher Ortiz, Gino Romero and Phillip Jaramillo. Mayor: Charles Griego, Mayor Pro Tem: Christopher Ortiz Council: Gino Romero Phillip Jaramillo Also present were: Gregory D. Martin, Debra Sanchez, Andrea Chavez, Jan Micalette, Teyna Trujeque, Deborah Fox, Pete Torres, Hortencia Torres, Jim Rickey, V. Martinez, Sandy Schauer, Del Conroy, Susan Valker, Margarita Sanchez, Genevieve Ramirez, and Aracely Fores- Ramierez. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: • CALL MEETING TO ORDER. • PLEDGE OF ALLEGIANCE. • APPROVAL OF AGENDA. • PUBLIC INPUT FORUM. 1. MEMORANDUM OF AGREEMENT (MOA). 2. LIBRARY DOCUMENT DESTRUCTION. 3. RESOLUTION 19-04 – SERVING ALCOHOLIC BEVERAGES AT AYER, HOY Y MANANA EXHIBIT OPENING RECEPTION. 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. 5. APPROVAL OF MINUTES: a. Minutes from January 24, 2019 Council Meeting. 6. ADJOURNMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Deborah Fox to lead the Council and audience in the Pledge of Allegiance. • APPROVAL OF AGENDA. Mayor Griego asked if there were any changes/correction to the agenda – there were none. Mayor Griego asked for a motion for the amendment to the council agenda. APPROVAL: Motion to approve council agenda as presented MOVED: Councilman Ortiz SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero - yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. Mayor Griego asked if there was anyone who wanted to speak to the council that did not have an item on the council agenda. Police Chief Naithan Gurule make presentations to Supervisor of the Year, Officer of the Year, and Civilian of the Year within his department. Ms. Susan Valker spoke on the transportation of nuclear waste via the railway coming through Los Lunas. She and her group opposes the transportation and are asking Mayor/Council to submit a resolution opposing the transportation through Los Lunas. 1. MEMORANDUM OF AGREEMENT (MOA). Mr. Gregory Martin presented item one. Valencia County has asked to enter into MOA with the Village of Los Lunas to administer the grant in implementation of an Interchange Access Change Request (IACR) study. The IACR study is required to evaluate interchange and roadway alternatives for phasing construction of the I-25 and Morris Road interchange. Attorneys per Michael Jaramillo have reviewed the MOA. The Village of Los Lunas shall be reimbursed for services rendered from Valencia County through the $250,000.00 grant funds. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a recommendation from Council APPROVAL: Motion to approve MOA MOVED: Councilman Romero SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero - yes) FOR AND 0 AGAINST. 2. LIBRARY DOCUMENT DESTRUCTION. Ms. Cynthia Shetter presented item two. Ms. Shetter has accumulated invoices/purchase orders dating back to 2004 thru 2015. She would like to have these documents destroyed according to state statue. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a recommendation from Council. APPROVAL: Motion to approve destruction MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero - yes) FOR AND 0 AGAINST. 3. RESOLUTION 19-04 – SERVING ALCOHOLIC BEVERAGES AT AYER, HOY Y MANANA EXHIBIT OPENING RECEPTION. Ms. Cynthia Shetter presented item three. The Los Lunas Library is seeking permission for Teofilo’s Restaurant to sell Alcoholic beverages during an opening reception for the Ayer, Hoy y Manana on Friday, March 1, 2019. There will be over 63 artists exhibiting at this event. They are expecting 400 plus attendees. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a recommendation from Council. APPROVAL: Motion to approve resolution 19-04 MOVED: Councilman Romero SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero - yes) FOR AND 0 AGAINST. 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. Mr. Jason Duran presented item four. The Recreation Division is requesting to enter into contract with the following: Kristin Ham, Theresa Cordova, Lisa King, Eriene Lea Pierce, Elissa Gomez, Elena Castillo, and Ana Morales. They are all aerobics instructors for the Recreation Division. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked to approve everyone under one motion – he then asked for a recommendation from Council. APPROVAL: Motion to approve aerobics instructors MOVED: Councilman Jaramillo SECONDED: Councilman Romero CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero - yes) FOR AND 0 AGAINST. 3. MINUTES. Mayor Griego asked if there were corrections to the council minutes of January 24, 2019 – there was none. MOTION: Motion to approve January 10, 2019 minutes MOVED: Councilman Romero SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Romero – yes) FOR AND 0 AGAINST. 4. The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. BACKGROUND AND RATIONALE: Valencia County was awarded $250,000.00 from the State of New Mexico Legislative Capital Outlay Appropriation through the Department of Transportation, NMDOT Control Number C3182674, hereinafter referred to as the “Grant”. Valencia County desires to enter into a Memorandum of Agreement (MOA) with the Village of Los Lunas to administer the grant in implementation of an Interchange Access Change Request (IACR) study. The IACR Study is required to evaluate interchange and roadway alternatives for phasing construction of the I-25 and Morris Road Interchange. BACKGROUND AND RATIONALE: In partnership with Teofilo’s Restaurante, the Library Department requests permission for Teofilo’s Restaurante to sell Alcoholic Beverages during opening reception for the Ayer, Hoy y Mañana: An Exhibition of Traditional and Contemporary Hispanic Arts at the Museum of Heritage & Arts Friday, March 1, 2019.9 JASON DURAN 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. TAB 4. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Recreation Division is requesting to enter into contracts to conduct aerobics classes at the Daniel Fernandez Recreation Center. 5.
