MINUTES VILLAGE OF LOS LUNAS THURSDAY, FEBRUARY 21, 2019 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, February 21, 2019 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Christopher Ortiz and Phillip Jaramillo. Mayor: Charles Griego, Mayor Pro Tem: Christopher Ortiz Council: Gino Romero, excused Phillip Jaramillo Also present were: Gregory D. Martin, Debra Sanchez, Cruz Munoz, Cathy Munoz, Charlene Johnson, Jim Rickey, Sandy Schauer, Bob Anderson, and Josh Chavez. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: • CALL MEETING TO ORDER. • PLEDGE OF ALLEGIANCE. • APPROVAL OF AGENDA. • PUBLIC INPUT FORUM. 1. APPOINTMENT OF LOS LUNAS VILLAGE COUNCILOR REPRESENTING DISTRICT 3. 2. 2018 STREETS AND ZONING MAPS. 3. ORDINANCE 443 – AN ORDINANCE REVISING ORDINANCE 430, WHICH ESTABLISHED THE SUBDIVISION ORDINANCE IN ORDER TO MODIFY THE VILLAGE OF LOS LUNAS REQUIREMENTS FOR THE RECORDING OF SUBDIVISION PLATS AND CLARIFY THE PUBLIC NOTICE REQUIREMENTS FOR AREA PLANS. 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. 5. VILLAGE OF LOS LUNAS CITIZENS SURVEY. 6. EXECUTIVE SESSION: a) Hire Ft Recycle Operator – Solid Waste Division / Public Works Department. b) Hire FT Police Officer – Police Department. 7. APPROVAL OF MINUTES: a. Minutes from February 7, 2019 Council Meeting. 8. ADJOURNMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Cruz Munoz to lead the Council and audience in the Pledge of Allegiance. • APPROVAL OF AGENDA. Mayor Griego asked if there were any changes/correction to the agenda – there were none. Mayor Griego asked for a motion for the amendment to the council agenda. APPROVAL: Motion to approve council agenda as presented MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. None. Mayor Griego introduced Dana Bowley from the News Bulletin – he replaced Deborah Fox the reporter. 1. APPOINTMENT OF LOS LUNAS VILLAGE COUNCILOR REPRESENTING DISTRICT 3. Mayor Griego presented item one. Mayor Griego mentioned that he had received ten letters of intent for the District 3 position and with help of the Council, they were able to come up with one – the one that stood out the most was Cruz Munoz. Mayor Griego asked for motion from Council. APPROVAL: Motion to approve Cruz Munoz MOVED: Councilman Jaramillo SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 6:09PM 2. 2018 STREETS AND ZONING MAPS. Mayor Griego asked for a motion to adjourn as a council and moving in to a public hearing. APPROVAL: Motion to adjourn MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. Comments on last page. Mayor Griego asked for a motion from council. APPROVAL: Motion to approve 2018 streets and zoning maps MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 3. ORDINANCE 443 – AN ORDINANCE REVISING ORDINANCE 430, WHICH ESTABLISHED THE SUBDIVISION ORDINANCE IN ORDER TO MODIFY THE VILLAGE OF LOS LUNAS REQUIREMENTS FOR THE RECORDING OF SUBDIVISION PLATS AND CLARIFY THE PUBLIC NOTICE REQUIREMENTS FOR AREA PLANS. Mayor Griego asked for this item to be tabled until next council meeting. APPROVAL: Motion to table MOVED: Councilman Jaramillo SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. Mr. Jason Duran presented item four. The Recreation Division is requesting to enter into contract with the following: Renee Benavidez, Carl Lucero, Michael Freeman, and Francisco Brandt. They are contracts for facility attendants for afterhours building usage at the Fred Luna Senior Center and the Transportation Center. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked to approve everyone under one motion – he then asked for a recommendation from Council. APPROVAL: Motion to approve MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 5. VILLAGE OF LOS LUNAS CITIZENS SURVEY. Mr. Jason Duran presented item five. This is part of the quality of life assessment that was presented in January 2019. Council had asked for staff to go back and revamp survey before it went out to the public. Adjustments/changers have been made and staff were now presenting to council for comment. Survey also contains will ask what residents want as far as a pool, aquatic center, or water park. Questions also on a new library and gross receipts tax (if public would be willing to pay). Jackie from Consensus Planning approached the podium – there is been a number of changes to the survey. She is anxious to get the survey completed and out to the public. Councilman Ortiz mentioned that this is not a bad start but he feels that they are steering away from what they wanted with the quality of life (things to do after people get off work, on the weekends or when family come from out of town). Councilman Jaramillo said he submitted suggestions – he feels happy with the survey and hopes to get it out to the public. Jackie stated that they are planning a public meeting. Mayor Griego asked the audience if they had any comments – there were none. 6. EXECUTIVE SESSION. Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1the following matters would be discussed in closed session: request to hire a FT Recycle Operator and hire Ft Police Officer. APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. Adjourned at 6:21 PM. At 6:51 PM, Mayor Griego asked for a motion from Council indicating that they discussed a request to hire a FT Recycle Operator and hire Ft Police Officer. APPROVAL: Motion to approve MOVED: Councilman Jaramillo SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the position of Recycle Operator, Mayor Griego put up the name of Daniel Chavez for the position. APPROVAL: Motion to approve MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the position of Police Officer, Mayor Griego put up the name of Cutter Gouker for the position. APPROVAL: Motion to approve MOVED: Councilman Jaramillo SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 2 (Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 7. MINUTES. Mayor Griego asked if there were corrections to the council minutes of February 7, 2019 – there was none. This is an annual item that is presented – to make sure we are archiving our maps appropriately. The Village has moved in to a digital mapping – we maintain our maps through GIS digital mapping program. This item came before Planning & Zoning on February 6th and was recommended for approval. Mayor asked Council if they had any questions – there were none. Mayor Griego asked the public if they had any questions – there were none. Mayor Griego asked for a motion to adjourn as a public hearing and move back into regular council. The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. Written materials will not be accepted during regular agenda items in the interest of time. MAYOR GRIEGO 1. APPOINTMENT OF LOS LUNAS VILLAGE COUNCILOR REPRESENTING DISTRICT 3. TAB 1. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The District 3 Village Council position became vacant when incumbent District 3 Village Councilor Gerard Saiz resigned his position effective February 1, 2019, after being elected to the Valencia County Commission in November 2018. The Village Governing Body accepted Letters of Interest from January 11 - February 8, 2019, from individuals interested in serving on the Los Lunas Village Council, representing District 3, to fulfill the remainder of the current term of office. Interested individuals must be at least 18 years of age and reside in and be registered to vote in Council District 3 in Los Lunas. An appointment to the position is anticipated at the regular Village Council meeting on February 21, 2019. ERIN CALLAHAN 2. 2018 STREETS AND ZONING MAPS. TAB 2. ACTION REQUESTED OF COUNCIL: HOLD PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: The Village of Los Lunas is seeking to approve the official 2018 Streets and Zoning Maps. ERIN CALLAHAN 3. ORDINANCE 443 – AN ORDINANCE REVISING ORDINANCE 430, WHICH ESTABLISHED THE SUBDIVISION ORDINANCE, IN ORDER TO MODIFY THE VILLAGE OF LOS LUNAS REQUIREMENTS FOR THE RECORDING OF SUBDIVISION PLATS AND CLARIFY THE PUBLIC NOTICE REQUIREMENTS FOR AREA PLANS. TAB 3. ACTION REQUESTED OF COUNCIL: HOLD PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: The Village of Los Lunas Community Development Department has prepared an amendment to the subdivision ordinance in order to facilitate its use. JASON DURAN 4. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS FOR THE RECREATION DIVISION. TAB 4. ACTION REQUESTED OF COUNCIL: Approve or disapprove.
