VILLAGE OF LOS LUNAS REGULAR COUNCIL MEETING AGENDA THURSDAY, JULY 11, 2019 – 6:00 PM COUNCIL CHAMBERS - 660 MAIN STREET LOS LUNAS, NM 87031 PLEASE TURN OFF OR MUTE ALL ELECTRONIC DEVICES DURING MEETING YOUR COOPERATION IS APPRECIATED • CALL MEETING TO ORDER. • PLEDGE OF ALLEGIANCE. • APPROVAL OF AGENDA. • PUBLIC INPUT FORUM. The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. Written materials will not be accepted during regular agenda items in the interest of time. GREGORY D. MARTIN 1. RESOLUTION 19-14 – CENSUS 2020 COMPLETE COUNT COMMITTEE APPOINTMENTS. TAB 1. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: A resolution of the Village of Los Lunas Appointing Committee Members to the Census 2020 Complete Count Committee. GREGORY D. MARTIN & 2. RESOLUTION 19-16 – 2019/2020 BASE SALARY PLAN FOR THE VILLAGE OF LOS LUNAS. CHARLES CARLSON TAB 2. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Village Personnel Ordinance calls for review of the employee pay and classification plan every four (4) years to support the compensation, recruitment, and retention of Village employees. As the current plan was approved and implemented in 2015, a compensation and classification study was completed by Carlson and Dettman Consulting. As part of this study, Carlson and Dettmann conducted employee orientations, job point evaluations through submitted employee job description questionnaires, and market collection and evaluation. The revised pay and classification plan is attached for Council review and consideration. NAITHAN GURULE 3. REQUEST TO TRANSFER THE MAMBA S.W.A.T. VEHICLE AND REMOVE FROM FIXED ASSETS. TAB 3. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The police department is requesting to transfer the Mamba S.W.A.T. vehicle back to the 1033 program or another qualifying agency and remove it from our fixed assets list. The Mamba was manufactured in South Africa and was obtained in 2012 for free through from the New Mexico State Police through the state’s 1033 federal/state transfer program. The Mamba currently needs an EGR valve which is not available in the United States. In consultation with our mechanics at Village Maintenance, it was determined that trying to repair the Mamba is extremely difficult and not cost effective. Per the 1033 program we can either transfer the equipment to another agency that wants it or return it. MICHAEL JARAMILLO 4. INFRASTRUCTURE BUDGET REQUEST 2019/2020. TAB 4. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Public Works Department is requesting to add a budget line item within the Infrastructure Fund for FY 2019-2020. The request would be to add $150,000 for Main Street Landscape Improvements between Canal and Los Cerritos Road in front of the New Mexico State Campus. Improvements will include; sidewalk replacement, irrigation, trees, plants, rock and park benches. Molzen-Corbin has submitted a preliminary plan. MICHAEL JARAMILLO 5. ADMINISTRATION BUDGET REQUEST 2019/2020. TAB 5. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Village of Los Lunas and Los Lunas School District are working on a promotional project in 2019-2020. The project consists of painting or installing vinyl wrap lettering of all Los Lunas High School Championship Teams on the northern water tank located off I-25. We are requesting to add a budget line item within the Administration budget for FY2019-2020. The request would be to add $30,000 for a company to design and install. Los Lunas School District has agreed to reimburse the Village of Los Lunas for half the total cost. MICHAEL JARAMILLO 6. VILLAGE OF LOS LUNAS RETROREFLECTIVITY SIGN REPLACEMENT PLAN – UPDATE. TAB 6. ACTION REQUESTED OF COUNCIL: Informational purposes only. BACKGROUND AND RATIONALE: The Federal Highway Transportation Administration requires all governmental agencies with public road maintenance responsibilities to maintain a database of traffic signs, and policy in how the agency will replace these signs to meet the retroflectivity requirements by 2015. This presentation is a 2019 update in the Village of Los Lunas progress to meet and maintain this requirement to obtain Federal Highway Transportation Funds. 7.
